Guided by paragraph 4 of section 2 of the Procedure for holding a competition for the appointment of a manager of an apartment building, approved by order of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine dated 13.06.2016 No. 150, registered with the Ministry of Justice of Ukraine on June 24, 2016 under No. 893/29023, in order to implement state policy in the field of reforming housing and communal services, in accordance with the laws of Ukraine «On Housing and Communal Services», «On the Peculiarities of Exercising Ownership Rights in an Apartment Building», Chuhuyiv City Military Administration of Chuhuyiv District, Kharkiv Region announces the holding of a competition to appoint a manager of apartment buildings in which an association of co-owners of apartment buildings has not been created, whose co-owners have not made a decision on the form of management of apartment buildings, in the territory of the Chuhuyiv urban territorial community, which will take place in accordance with the order of the Chuguiv City Military Administration dated 08.11.2024 No. 1546 "On approval of the tender documentation for the appointment of a manager of apartment buildings in which an association of co-owners of apartment buildings has not been created, the co-owners of which have not made a decision on the form of management of apartment buildings, on the territory of the Chuguiv City Territorial Community" (hereinafter referred to as the Tender).
The competition will be held in accordance with the requirements of the competition documentation developed in accordance with the order of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine dated 13.06.2016 No. 150 «On approval of the Procedure for holding a competition for the appointment of a manager of an apartment building», registered with the Ministry of Justice of Ukraine dated 24.06.2016 No. 893/29023.
The competition is transparent, open and public at all stages of its conduct.

| 3. Criteria for evaluating competitive proposals | 1) the price of the service, which includes, according to articles 10 The Law of Ukraine "On Housing and Communal Services" costs for the maintenance of an apartment building, adjacent territory, current repairs of the common property of an apartment building, remuneration to the manager per 1 sq. m. of the total area of the apartment building: The maximum number of points is 35 points. The price of the service, which includes the manager's remuneration and the costs of maintaining and repairing common property and the adjacent territory of an apartment building, calculated per 1 m2 total area of the competition object (residential or non-residential premises). (the lower the price for the management service, the higher the score). If the competition object consists of a group of buildings, the evaluation of the competition proposals according to the "price of the service" criterion is carried out by determining the average mathematical value of the number of points determined separately for each apartment building. In this case, the maximum number of points during the evaluation for each building should not exceed 35 points. 2) The level of provision of the competition participant with material and technical resources: The maximum number of points is 15 points. The level of provision of the tender participant with material and technical resources is assessed (the number of vehicles, equipment, accessories that are on the balance sheet or are in use by the business entity). 3) Availability of personnel that meets the qualification requirements for the professions of employees and has the necessary knowledge and experience (taking into account agreements on the involvement of co-performers): The maximum number of points is 15 points. The availability of personnel with appropriate qualifications, knowledge and experience of employees is assessed (taking into account agreements on the involvement of co-executors, confirming the ability to provide management services, in full, for a group of buildings included in the list for which the tender participant submitted the relevant tender proposals). 4) financial capacity of the tender participant: The maximum number of points is 15 points. The availability of accounting and other documents confirming, among other things, the availability of financial resources to ensure payments for the services provided for the management of an apartment building is assessed. 5) the availability of experience in providing services in the field of housing and communal services: The maximum number of points is 20 points. The availability of work experience of the tender participant in the provision of services in the field of housing and communal services is assessed. For documents submitted other than those provided for in the tender documentation, confirming work experience in the provision of services in the field of housing and communal services, the level of qualification, knowledge and experience of the staff (awards, diplomas, certificates, recommendations, etc.), additional fees may be charged. up to 5 points. |
| 4. Requirements for competitive proposals and a list of documents, originals or copies of which are submitted by the participants of the competition for their evaluation | To participate in the competition, its participants submit an application for participation in the competition in accordance with appendix 3 to the tender documentation, which indicates: individuals - entrepreneurs - last name, first name, patronymic, registration number of the taxpayer's registration card, series and passport number (for individuals who, due to their religious beliefs, refused to accept the registration number of the taxpayer's registration card, notified the relevant regulatory authority about this and have a mark in their passport on the right to make payments by series and passport number); legal entities - full name, code according to the Unified State Register of Economic Activities (EDRPOU). The application shall be accompanied by documents confirming the presence of at least one employee on the staff who has passed professional certification for compliance with the qualification requirements of the profession "manager (manager) of a residential building (group of buildings)" (for a manager - a legal entity), or documents confirming the passing of professional certification or the presence on the staff under an employment contract of at least one employee who has passed professional certification for compliance with the qualification requirements of the profession "manager (manager) of a residential building (group of buildings)" (for a manager - an individual - entrepreneur) (from January 1, 2019). List of documents, originals or duly certified copies of documents submitted by the participants in the competition as part of the competition proposals: 1) a document confirming the right of the authorized person to represent the interests of the tender participant and to certify with his signature documents related to the tender, contact telephone numbers of this person for providing information regarding the tender; 2) a copy of the charter (regulations or other founding document in accordance with the law) of the legal entity - the tender participant; 3) a copy of the financial statements of the business entity for the last reporting period (balance sheet F-1, financial results report F-2, etc.); 4) a copy of the certificate (extract) of state registration of the business entity; 5) a copy of the certificate of value added tax payer (if the participant is a VAT payer); 6) the original extract from the Unified State Register confirming the right to carry out economic activities in the field of management and maintenance of apartment buildings; 7) the original certificate of the participant of the established form, containing information on the level of provision of the tender participant with material and technical resources (number of vehicles, equipment, accessories that are on the balance sheet or are in use by the business entity) in accordance with appendix 5 to the tender documentation. To confirm the information specified in the Certificate of Availability of Equipment and Material and Technical Base, the participant must provide: – if the material and technical base is its own – certificates of registration of vehicles (for movable property), an extract from the State Register of Property Rights on registration of ownership (for immovable property), a turnover balance sheet or an extract from it, or expense invoices, or acceptance and transfer certificates, etc. (for other inventory and equipment), or another document by which the participant can confirm his own right of use; – if the material and technical base is used on the basis of an agreement (s) certifying the right of use (lease agreement, etc.) – relevant scanned copies of the original agreements in full (with attachments) are provided. 8) the original certificate of the availability of employees with the appropriate qualifications of the participant of the established form, which contains information about the personnel of the business entity, indicating the number, level of education, experience, qualifications of employees (taking into account agreements on the involvement of co-performers) as of the 1st day of the month in which the competitive offer is submitted, in accordance with appendix 6 to the tender documentation; 9) calculations of the price of management services for each apartment building included in the tender object, separately, are provided in accordance with appendix 7 to the tender documentation; 10) a certificate of any form containing information on the availability of experience in providing services in the field of housing and communal services and copies of documents confirming the availability of experience in providing services in the field of housing and communal services. The tender proposal is submitted for each tender object separately. If the tender object is a group of houses, the tender participant shall submit the price calculation as part of the tender proposal for each apartment building included in the tender object separately. The tender proposal is submitted in person or through a duly authorized person or sent by mail to the tender organizer in a sealed envelope indicating the full name and location of the organizer and the name (surname, first name, patronymic) of the tender participant, date and time of the tender, contact telephone numbers of the tender participant, e-mail, title of the tender «"Competitive offer" on the appointment of a manager of an apartment building on the territory of the Chuguiv urban territorial community. The tender proposal is drawn up in Ukrainian, numbered, stitched, signed by an authorized person of the tender participant and sealed (if any) with an indication of the number of pages. The tender proposal is sealed in one envelope, which in the places of gluing must contain the impressions of the participant's seal (if any). All sheets or pages of the tender proposal of the tender participant must be numbered. All pages containing information must contain the signature of the tender participant or a duly authorized person of the tender participant, as well as impressions of the seal. The authority to sign the documents of the tender proposal of the tender participant is confirmed by one of the following documents: an extract from the minutes of the founders, a copy of the order on appointment, a power of attorney, a mandate or another document confirming the authority of the participant to sign documents, and certified in accordance with the legislation. The tender proposal must have a numbered register of the documents provided. A tender participant has the right to submit only one tender proposal regarding one object of the tender. All copies of documents must be properly certified, namely - it must be indicated: - a mark on the certification of a copy of the document consisting of the words "According to the original", "A true copy", "Corresponds to the original", etc.; - a personal signature of the person certifying the copy; - a seal impression. Bids received after the deadline for their submission, or submitted by non-participants of the competition, are not opened and are returned to the persons who submitted them. A participant in the competition has the right to withdraw his own bid or make changes (additions) to it before the deadline for submission of bids. At the request of a participant in the competition, the organizer of the competition shall confirm the receipt of his bid, indicating the date and time, within one business day from the date of receipt of the request. |
| 5. Date of inspection of the competition objects and access to them | Access to the competition objects and inspection of the houses is carried out by agreement with the competition participants.
