2024 was a year of active cooperation with international partners, which allowed attracting significant resources for the restoration and development of the Chuguiv community. The total amount of funds raised amounted to almost 272 million hryvnias, and the main focus was on ensuring sustainable heating season and strengthening critical infrastructure.
Given that critical infrastructure facilities were repeatedly targeted by the enemy, the community was preparing for any scenario. In 2023, during a visit by representatives of the Embassy of the Czech Republic to the community, the head of the Chuguiv City Military Administration Galina Minaeva an agreement was reached on the delivery to the community 4 cogeneration installations in addition to two more that have already been delivered in 2023. The delivery of these 4 cogeneration units allows to ensure the stable heating season of 86 multi-apartment residential buildings, 9 educational institutions and 16 budget organizations. The capacity of two of these units is 200 kW each, one of these units is 120 kW and another one is 530 kW. The total cost of the 4 units is 72,571.9 thousand UAH.

Another 2 cogeneration units with a capacity of 70 kW each were received from German Society for International Cooperation (GIZ).The received installations are connected to 2 boiler houses in the village of Kochetok, which allows to ensure a stable heating season for 1.5 thousand residents of 24 multi-storey residential buildings of the village. The cost of the transferred equipment is 10,367.1 thousand UAH.

Additionally, to enhance the energy stability of the village of Kochetok, from International Organization for Migration received modular boiler room.
Thanks to participation in the grant competition German Society for International Cooperation (GIZ), which was carried out within the framework of the project "Improving energy efficiency and implementing the EU Energy Efficiency Directive in Ukraine", managed to attract funding for the equipment of boiler houses, sewage pumping stations and water pumping stations of the community frequency converters. The amount of the grant attracted from GIZ is 199.5 thousand euros. During the reporting year, 5,670.0 thousand UAH of grant funds were spent, of which 2,422.7 thousand UAH were allocated to the purchase of equipment for the Commune «Chuguyivteplo», 3,247.3 thousand UAH – for the Commune «Chuguyivvoda».
Work continued on replenishing the fleet of special equipment for our municipal enterprises. KP "Chuguyivvoda" within the framework of the project USAID "Democratic Governance in Eastern Ukraine"« received a backhoe loader JCB 4CX SITEMASTER, as well as a set of tires for it. For the needs of the same enterprise International Committee of the Red Cross handed over the backhoe loader JCB 3CX SITEMASTER. From the Partnership for a Strong Ukraine Foundation« attachments received. Tetra Tech ES Inc within the framework energy security project, which is financed USAID, transferred excavator - Backhoe Loader JCB 3CX SITEMASTER for the municipal enterprise "Chuguyivteplo".

The municipal enterprise "Chuguyiv Municipal Complex" received from the USAID Decentralization Delivers Better Results and Efficiency (DOBRE) Programs specialized equipment for maintaining streets and roads in the summer (tractor trailer) ERDEMLI TRA-VAC 500.

Also, with the support of the USAID DOBRE Program, a shopping area was equipped in the village of Kochetok. The cost of the transferred equipment is 1642.8 thousand UAH. Another project, implemented in cooperation with the DOBRE Program, was aimed at opening a youth space in one of the community shelters.
Special attention is paid to ensuring the proper functioning of the KNP "Chuguyiv Central Hospital named after M.I. Kononenko" of the Chuguyiv City Council of the Kharkiv region. To ensure stable functioning, the institution constantly cooperates with representatives of international and national organizations: the amount of funds raised for the renewal of medical equipment, instruments, and provision of medical drugs is more than 30 million UAH.
In addition, World Health Organization In 2024, the project «Reconstruction of the heat supply system with the installation of a reserve block-modular boiler room» for the medical and diagnostic department No. 1 was completed. The boiler room capacity is 700 kW, and the total cost of the work is UAH 7,027.3 thousand. Another boiler room, designed to heat the main medical building and the mother and child building, was equipped in cooperation with International Committee of the Red Cross, the amount of funds raised is UAH 1,199.6 thousand.

Thanks to participation in the grant competition of the Program USAID "Support to Health Care Reform"«, it was possible to update the computer equipment at the Hospital, for which another 4.9 million UAH was raised.

Another significant project implemented in the healthcare sector is obtaining from the Czech Republic medical equipment for 6 general therapy rooms, 1 day surgery room and 1 gynecology room for the amount of UAH 24.1 million.

Another project implemented in cooperation with the Czech Republic is the project «"Mobile housing complex"». Thanks to its implementation, the Chuguiv community received 8 tents for accommodation, equipped with folding beds, mattresses, bedside tables, 4 tents for general use, equipped with tables, chairs, 4 sanitary containers with toilets and showers, and 4 mini-kitchens with refrigerators and electric stoves.
«The »Mobile Housing Complex” is designed for 64 people. The received equipment will significantly increase the ability of the Chuguiv community to respond to emergencies, promptly provide people with the necessary conditions for temporary housing, food and hygiene. The cost of the transferred equipment is UAH 16.5 million. Since the educational process in the community is conducted exclusively in an online format, in order to organize a proper online learning process, the Department of Science and Education of the Kharkiv Regional State Administration transferred the provided The United Nations Children's Fund (UNICEF) laptops, laptop bags, headphones, computer mice (total 1847 sets) for the amount of 17,479.6 thousand UAH.

Also cooperation with The United Nations Children's Fund (UNICEF) allowed to equip the Municipal Enterprise "Center for Primary Medical and Sanitary Assistance" with a Suzuki Vitara passenger car.

Cooperation with UNICEF, despite all the challenges associated with the armed aggression of the Russian Federation, has opened two new spaces in the community - this Youth Center "CAMPUS"« and "«Resilience Center».


In order to provide remedial education and psychological support services, educational institutions received equipment and furniture worth UAH 1,813.4 thousand from UNICEF.
The international technical assistance program remains an important partner of the Chuguiv City Council «"Partnership for a Strong Ukraine" Foundation«. Participation in the Program allowed to eliminate damage caused by rocket attacks on the building of the Municipal Institution "Center for Comprehensive Rehabilitation for Children with Disabilities "SHANS". The Chuguiev KZHREP was provided with a vehicle for the emergency repair team, tarpaulin and OSB boards for the prompt elimination of the consequences of enemy shelling, and the premises of the Chuguiev branch of the KNP of the Kharkiv Regional Council "Center for Emergency (Urgent) Medical Care and Disaster Medicine", renovated at the expense of the local budget, were equipped with modern equipment and furniture. In addition, participation in the program allowed to partially update the computer equipment for specialists of the city council responsible for communication with community residents, and to update the computer and rehabilitation equipment for the KU "SHANS".

A dozen other projects were implemented in collaboration with charitable foundations and public organizations, both national and international. Cooperation was also carried out with the community's partner cities.

In 2024, the residents of Harpswell held their second fundraising event. As a result, they managed to raise $31,000: these funds were used to purchase equipment for the maternity ward of Chuguiv Hospital.

Also in 2024, in cooperation with the cities of Nordhorn (Germany), Coevoorden (Netherlands), and Cherbourg-en-Cotentin (France), we managed to organize two cultural and leisure trips abroad for children of the community.
