On November 18, 2021, by the decision of the session of the Chuguiv City Council (XI session of the VIII convocation), the Kamyanoyaruga Starostynsky District was formed with the center in the village of Kamyana Yaruga, consisting of the village of Kamyana Yaruga.
As of January 1, 2025, 2,100 residents live in the Kamianoyaruz Starostyn district and 1,700 internally displaced persons are registered.
The village is home to: a village headman's office, a lyceum, a dispensary, 4 grocery stores, 2 grocery pavilions ("Kulynichi" and "Posad"), one grocery kiosk, a household goods store, a Ukrposhta branch, LLC "Kharkiv Electrical Engineering and Metal Structures Plant", LLC "Dorservice Kam'yana Yaruga".

The headman – MYKHAYLOVA Olga Mykolaivna, represents the interests of the residents of the village of Kam'yana Yaruga and exercises the powers defined by the legislation of Ukraine. The headman helps people in completing documents for local government bodies, promotes self-organization of the population, voices priority areas for the development of the territory, determines its problems, participates in sessions, in the preparation of draft decisions of the council regarding its territory, exercises control over the improvement, receives information and materials from the authorities and officials for the exercise of their powers, and receives citizens.

The headman provides administrative services and performs notarial actions:
In accordance with the order of the Chuguiv City Military Administration No. 576 dated 04/19/2024 «On the authorization of the elders of the elder districts of the Chuguiv City Territorial Community to perform notarial acts,» elder Olga Mykolayivna Mykhaylova may perform certain notarial acts:
– taking measures to protect inherited property;
– certification of wills (except secret ones);
– issuance of duplicates of documents certified by them, as well as duplicates of documents issued by village and settlement councils of the relevant district until their reorganization by joining the Chuguiv City Council;
– certification of the authenticity of copies (photocopies) of documents and extracts from them;
– certification of the authenticity of the signature on documents;
– power of attorney certificates of persons residing in the relevant settlements, except for the right to dispose of real estate, for the management and disposal of corporate rights and powers of attorney for the use and disposal of vehicles.
To perform a notarial act, the personal presence of the person in respect of whom the notarial act will be performed is necessary, since notarial acts involve the documentation of strict reporting.
The full list of documents for each notarial act varies, but in each case, an identity document and the registration number of the taxpayer's registration card are required. In addition, a receipt for payment of the state duty is required.
