Report of the head of the Zarozhnensky district, Olga Bychkova, on her work for 2023

I have been working as the headman of the villages of Zarozhne and Tetleha since 17.12.2020 in accordance with the decision of the 1st session of the Chuguiv City Council of the 8th convocation dated 15.12.2020 No. 11-УІІІ. By the decision of the 11th session of the Chuguiv City Council of the 8th convocation No. 458-УІІІІІ dated 18.11.2021, the headman districts of the Chuguiv City Council were formed. The Zarozhne starosty district includes the villages of Zarozhne and Tetleha, with the village of Zarozhne as the center.

Part 6 of Article 54-1 The Law of Ukraine "On Local Self-Government in Ukraine" dated May 21, 1997 No. 280/97-VR establishes that when exercising the powers granted, the headman is responsible and accountable to the city council.

2023, the third year of my work as the head of the Zarozhnensky Starostynsky District, was held under martial law. Despite new challenges and difficulties in work, effective cooperation was established with the head of the Chuguivsk City Military Administration, deputy mayors, heads of departments, heads of municipal enterprises, the population, the public, heads of enterprises and organizations located in the territory of the Starostynsky District.

Compared to the pre-war period, the population has decreased due to the departure of some villagers to safer regions of Ukraine and abroad and is 570 citizens. About 250 internally displaced persons are registered in the Starostyn district. The majority of the population works in agricultural production and is engaged in farming.

The consequence of the armed aggression of the Russian Federation is a significant reduction in the number of households that keep livestock and are engaged in the development of the peasant economy. Currently, 130 households have in their household: cattle (50 households), pigs (15 households), goats (10 households), sheep (1 household), rabbits (17 households), poultry (83 households), 7 families are engaged in beekeeping. In order to improve the development of peasant farms, the Polish Humanitarian Action was involved in the registration of financial assistance for the development of this sector. The villagers showed initiative and submitted about 150 applications.

According to the powers of the headman, participated in meetings of the commission on child rights protection, received citizens, facilitated the work of the mobile office of Ukrposhta, informed the population about the issuance of pensions to pensioners, social payments, subsidies and important events taking place in the village, participated in organizing the implementation of orders of the head of the city military administration in the territory of the Starostyn district and in exercising control over their implementation, kept records of personal farms.

She cooperated with the police station officer to maintain public order in the villages of Zarozhne and Tetlega. Together with members of the child protection commission and the station officer, she visited families in difficult life circumstances and families with many children.

One of the powers of the headman is to provide administrative services and perform certain tasks of the department-center for providing administrative services of the Chuguiv City Council. I studied the work on this issue and during the absence of the ASC administrator, I organized the work to provide the necessary services.

In the Zarozhnensky Starostynsky District, I carry out office work in accordance with the approved nomenclature of cases. During the reporting period, 108 certificates of various nature were issued, 27 documents were sent (initial documentation, including correspondence with various organizations, responses to requests for information from various institutions, etc.).

The main task of the village head is to ensure the livelihood of the settlements. The villages of Zarozhne and Tetleha are remote settlements of the Chuguiv City Council, but despite this, we feel the attention and assistance of the City Council and the Mayor every day.

The main issues that concern the population are road maintenance and repair, water supply, street lighting, and transport services. The municipal enterprises that provide housing and communal services in the Starostyn district are the municipal enterprise "Chuguyiv communal complex" and the municipal enterprise "Chuguyivvoda".

Since 01.02.2023, water supply services in the village of Zarozhne and the village of Tetleha have been provided by the KP "Chuguyivvoda". There have been noticeable positive changes in this regard: repairs to water supply networks are carried out in a timely and high-quality manner, charitable funds are being attracted to replace the Rozhnovsky towers, purchase pumping equipment, repair wells, etc.

There are two cemeteries in the district, in the village of Zarozhne and in the village of Tetlega. Usually in the spring we cleaned the cemeteries. 2023 was no exception, employees of the PSP "Zarozhnianske", village residents joined the cleaning.

In the spring, grading of dirt roads in settlements of the Starostyn district was carried out. The six most damaged roads (Zarozhne village: Sadova, Robocha, Svitla streets, Tetleha village: Zahisnyky Ukrainy, Dachna, Robocha streets) were filled with crushed stone (500 tons were spent).

The issue of solid waste removal has been partially resolved. "Boats" have been installed to collect solid waste, and as the garbage accumulates, it is removed by the municipal utility.

Street lighting has been restored. Transport links to the district center are available twice a week.

In the Starostyn district, there is a green construction worker at 0.5 rates. As the starost, I directly plan the work of the worker regarding cleaning at the improvement facilities. This is the territory of the park, playgrounds, football field, public transport stops, water pumps, village cemeteries, maintaining sanitary order on the streets of the village, cleaning up garbage along the roads, etc. In the Starostyn district, sanitary order is constantly maintained, grass is mowed, the territory and flower beds are maintained in proper condition, and the territory near the drinking water wells is being improved.

During the military operations, about 20 houses were damaged in the village. Part of the damaged property has been entered into the register for E-recovery. Two houses will be repaired by the NGO "ACTED", and two more households have been offered assistance with building materials by the NGO "Angels of Salvation".

Last year, many different types of humanitarian aid were received in the Starostyn district. Every month, the most vulnerable residents of the village and internally displaced persons received food packages from the UN World Food Program. In February, 40 households that were damaged during the period of armed aggression of the Russian Federation received humanitarian aid in the form of building materials from the Proliska Humanitarian Mission. In March 2023, 75 families of the preferential contingent received free firewood from the city council at the rate of 3.4 cubic meters per yard. The International Medical Corps visited repeatedly. Women with children were provided with hygiene products and phone chargers, and psychological relief measures were carried out for vulnerable segments of the population. Village residents had the opportunity to undergo a medical examination, which was conducted by a mobile medical group of the NGO Infection Control in Ukraine.

In April, the All-Ukrainian Association of Local Governments "All-Ukrainian Association of Communities" provided assistance to the villagers with vegetable seeds. The work of the United Nations Children's Fund "UNICEF" was organized at a high level. Families with children received various types of assistance: food kits, sanitary kits, clothing, shoes, medical first-aid kits, etc. The BLAGOROB Charity Foundation provided assistance to large families with equipment and hygiene products that they needed in the household. Seriously ill villagers received food kits, hygiene products, diapers from the German humanitarian organization "New Way". In November, 256 households registered and received financial assistance for the purchase of firewood from the BOU "ACTED". And this is not a complete list of humanitarian assistance received by the residents of the villages of Zarozhne and Tetleha.

The villagers joined in holding actions in support of the Armed Forces of Ukraine. This included making trench candles, weaving protective nets, making amulets and treats for our defenders, and joining the action: a delicious Easter cake for our soldiers. In addition, the villagers collected aid for the residents of Kherson and Kakhovka, joined in raising funds to purchase warm clothes for the military, etc.

There are 7 large families and 4 families in difficult life circumstances living in the Starostyn district. There are no orphans or children deprived of parental care in the district. In order to provide social protection for children in difficult life circumstances, to respond promptly to negative manifestations in families and children's environments, I, the starostyn, established cooperation with the Children's Service and the Center for Social Services for Families, Children and Youth of the Chuguiv City Council. A constant exchange of information was ensured regarding children in difficult life circumstances or victims of violence and other issues.

The housing subsidy program covered 37 people.

Citizens served by the territorial center at home - 30 people, served by three employees Khramtsova N.O., Pshechenko L.L., Tatarinova O.V. The elderly are grateful to the territorial center of the city council for the expanded scope of work provided by the employees, for the care and provision of humanitarian aid during the war.

In the village of Zarozhne, there is a medical assistant and obstetrician's station of the KP "Chuguyiv City Center of Primary Medical and Sanitary Aid", which serves residents of the villages of Zarozhne and Tetlega. A nurse works in the medical assistant's station every day. A family doctor sees patients every Wednesday. The medical assistant and obstetrician's station has modern telemedical equipment (electronic stethoscopes; digital video dermatoscopes; digital ophthalmoscopes; digital otoscopes; electrocardiographs with the ability to transfer data) and computer technology. This equipment allows doctors to communicate with patients remotely, in real time, every day.

The armed aggression of the Russian Federation deprived Ukrainian children of their childhood. Students of the Zarozhnensky Lyceum study online. Compared to the pre-war period, the number of classes has significantly decreased due to the migration of the population to safer places. However, despite the complexity of the life of the population in war conditions, a number of cultural events were held in the village, both for children and adults. During the spring holidays, when the situation was calmer, a holiday was held for children with fun games, contests and sweet gifts. An interesting event was held on Children's Day. A patriotic event was held on Constitution Day in the Zarozhnensky Lyceum. During the summer holidays, employees of the music school and the city library held an interactive lesson, and those who wanted to had the opportunity to try their hand at a clay modeling master class.

The meeting of the mayor with residents on Village Day was pleasant, the most active citizens received thanks and warm words of gratitude. Galina Mykolaivna congratulated agricultural producers on their professional holiday, and the best employees were awarded certificates of gratitude. The New Year holidays were also organized. Lyceum students were taken to safe places where the holiday was held, each of them received a holiday gift and good mood. In 2023, a storage room was renovated at the Zarozhnensky Lyceum, which will allow the educational and educational process of schoolchildren to be carried out safely.

The development of sports and tourism, due to military actions, was suspended. But the youth under the guidance of a physical education teacher trained and even organized football competitions. Smaleny T.V. also continued tourism work whenever possible. This work contributes to the development of children, educates them, and reduces negative manifestations among children and youth.

I am grateful to the residents of the villages of Zarozhne and Tetlega for their help, understanding and support in the most difficult times for the villages. I am grateful to the management of the PSP "Zarozhnyanske" and AF "Zarozhne" for the assistance provided, I thank the mayor, deputy mayors, heads of municipal enterprises for cooperation, for assistance in resolving the issues of the Zarozhne starostyn district. I thank everyone who supports us, provides advice and assistance, contributes to the protection and preservation of our villages.
