Report of the head of the Kamianoyaruzsky district, Olga MYKHAYLOVA, for 2024

For more than 4 years, I have been performing the functional powers of the headman, a new position of local government, which was created to ensure that the interests of all villagers in the territorial community are properly represented, that the social, household and other needs of the villagers are satisfied, that problems of local importance are resolved quickly, openly, and clearly. It is taking into account these criteria for the work of the headman that I organized my work during 2024. In accordance with the Law of Ukraine "On Local Self-Government in Ukraine", I must report on the work carried out over the past year. For your attention, a report on my work for the period from January 1, 2024 to December 31, 2024.

The workplace of the headman is a separate administrative building, which is located in the village of Kam'yana Yaruga on Tsentralna Street. Together with the headman, the following people work in the premises: the administrator of the Center for Providing Administrative Services of the Chuguiv City Council Achkasova Kateryna Volodymyrivna and the military registration inspector Nataliya Gennadiivna Kovtun. The premises meet the necessary sanitary and functional standards, there is the necessary furniture and technical equipment for the work of officials. Appropriate conditions for staying in the administrative building have also been created for visitors. The premises are equipped with a video surveillance system.

In accordance with her powers and duties, the village head of Kam'yana Yaruga received citizens daily, despite the established schedule. During the year, she was concerned with the problems of citizens that arose due to the war. Together with the village activists, the city council leadership, and caring citizens, she resolved issues of life support in the Kam'yana Yaruga starosty district:

  • delivery of humanitarian aid to the village,
  • providing displaced persons with housing and their registration,
  • improvement of the settlement, removal of solid waste, etc.

During the year, she carried out all the instructions and orders of the mayor regarding the life of the settlement and the work of the headman as an official.

During the reporting period, she did not allow any actions or inactions in the district that could harm the interests of residents. Together with the children's service of the executive committee, she participated in checking families with difficult life circumstances. During the year, she kept large families and families of displaced people with children under control in order to ensure that they received humanitarian assistance in a timely manner.

Together with the police officers, they reviewed citizens' complaints regarding violations of dog-keeping rules by village residents and other complaints.

By verbal agreement with the local tax authority, the tax service issued notices of land tax payment to payers who own land plots in the village.

Within the scope of the powers granted to me, I provided administrative services during the absence of the administrator of the department-center for providing administrative services of the Chuhuiv City Council. I have access to and work in the Registers: territorial community of the city council, territorial community (all-Ukrainian register), real estate.

One of the indicators of the work of the village head is correspondence with various institutions and leaders to solve the problems of the village. Correspondence in 2024 took place both through Ukrposhta and through the electronic system "Askod". In the reporting year, I received only 2 letters through Ukrposhta, and about 50 through "Askod". I sent 26 documents through Ukrposhta branches. Not only did the number of documents decrease during the war, but the content of the correspondence also changed. Mostly these were letters to charitable organizations and foundations with a request to provide humanitarian assistance to the villagers, to provide building materials for the repair of damaged property, to repair water pipes, etc. But there were also responses to requests from notaries; household characteristics for the villagers; acts of inspection of the living conditions of citizens for their provision to social services, etc. I responded on time to all requests in which the deadlines for the execution of the document were indicated.

During the reporting period, the village headman issued 129 certificates of various contents.

Due to Russian aggression, shelling and bombing of cities and villages of the Kharkiv region, during the year, not so many, but still, displaced persons came to the village of Kamyana Yaruga and registered their place of residence in the territory of the Starostyn district. The administrator of the Central Registration Center worked with them.

During 2024, the following administrative services of a social nature were provided:

  • subsidies – 90;
  • benefits – 25,
  • monetary compensation for the cost of one-time in-kind assistance «baby package» – 4;
  • assistance at the birth of a child – 23;
  • child support for single mothers – 9;
  • state social assistance to low-income families – 64;
  • registered places of residence of the person – 24;
  • 34 people were removed from their place of registration;
  • certificates issued about persons registered in a residential premises/house – 198;
  • extracts from the Register of the territorial community were provided – 140,
  • 1022 applications for confirmation from the owner of the housing for the accommodation of IDPs were accepted,
  • housing assistance for IDPs – 400,
  • 254 IDP registration certificates issued,
  • other social services –240.

During the year, the following facilities operated in the village: a lyceum, an outpatient clinic, 4 grocery stores, 2 grocery pavilions (Kulynichi and Posad), a household goods store, a branch of Ukrposhta, LLC "Kharkiv Electrical Engineering and Metal Structures Plant", LLC "Dorservice Kamyana Yaruga". The branch of "Nova Poshta" worked mobile and provided services three times a week.

Agriculture in the Starostyn district also developed during the year thanks to professional management by agricultural managers. All agricultural lands were cultivated and the crops were harvested on time.

During the year, medical services were provided by one family doctor, two nurses and a junior nurse. Doctors work in the premises of the starostat. 1,558 declarations were concluded with the new family doctor. The family doctor also serves residents of the villages of Velyka Babka and Zarozhne. Residents have only positive feedback about the provision of medical services by medical personnel.

A mobile pharmacy has been set up, providing its services to the population twice a month.

The village has a stable Ukrposhta branch with a competent manager, Olga Shurkhno, and a responsible postwoman, Zhanna Vilkevich. All postal services are provided in a timely and high-quality manner.

Thanks to the close cooperation of the Head of the Chuguiv City Military Administration, Galina Minaeva, Head of the Department of Social Protection of the Population of the Chuguiv City Council, Olena Kurylenko, Director of the Chuguiv Territorial Center for Social Services (Provision of Social Services) of the Chuguiv City Council, Tetyana Semiletova, with various charitable organizations and foundations, vulnerable groups of the population of the village of Kam'yana Yaruga and internally displaced persons registered in the village received significant humanitarian assistance during 2024.

In January-February, a charity project was successfully implemented by the NGO "Responsible Citizens" with the support of the United Nations Children's Fund (UNICEF) to provide assistance to families with children. 20 of the most vulnerable families in need of financial support received 25 certificates for the purchase of children's clothing in the amount of 3,800 hryvnias each. Parents chose clothes for their children in an online store and paid for them using a certificate.

Powerful assistance from IOM (International Organization for Migration) arrived in January. 2 trucks with humanitarian aid were delivered: boxes of bed linen, warm blankets and mattresses, sets of children's clothing from 0 to 13 years old and sets of clothing for adults. A total of 14.5 tons of items: 1226 sets of bed linen, 690 sets of clothing for adults, 208 sets of children's clothing.

Good support for 10 months was the help from the NGO "Network of 100 percent of life of Kharkiv"« by financial support «"World Food Program" UN»". In February and March, 1,877 food kits weighing 13 kg were delivered and distributed. Since April, food kits have been replaced with cash assistance - 1,500 hryvnias per person. During April-July, 1,100 people from vulnerable categories received cash assistance, and from August to November - 823 people.

In early May, as part of the "SEADS OF VICTORY" initiative of the "UNITED COMMUNITIES" project, which was implemented by the All-Ukrainian Association of Communities with the support of the USAID Agricultural and Rural Development Program AGRO, 700 households received seeds of watermelons, corn, cucumbers, parsley, pepper, and tomato.

Charitable organizations did not forget about seriously ill people who needed diapers. In January and July, the charitable organization CF "New Way" provided 15 families with bedridden and seriously ill family members with humanitarian aid in the form of large boxes of diapers with individual sizes for a person, food kits for each family member, and a box of hygiene products. The Ukrainian Red Cross also provided diapers to seriously ill people during the year.

A large amount of assistance from the Danish Refugee Council (DRC) was provided throughout the year. At the end of May, 268 families of internally displaced persons registered and living in the territory of the Kamianoyaruz district received sets of bed linen and dishes. And in the fall, registration of persons in the preferential category for firewood was carried out, and as a result, by the end of the year, 157 families received 22,000 hryvnias in assistance for the purchase of firewood.

Zaporizhzhia NGO «Unity for the Future» also provided significant assistance. 26 families received 3,600 hryvnias for each family member for 3 months, and in September each family received 20,000 hryvnias to purchase firewood for the heating season.

The charitable organization "Peaceful Sky of Kharkiv" was able to implement the project "Early Recovery and Livelihood Assurance in Kharkiv Oblast" in the village from October to December. Through questionnaires and household monitoring, 245 families were selected, who in December received $700 each to purchase agricultural items.

At the end of November, the Humanity & Inclusion NGO examined and provided assistance to families with children with disabilities, as well as people with group 1 disabilities. 21 families were examined. Each family member received 10,800 hryvnias by the end of the year.

The Norwegian Refugee Council's project to provide the village residents with medical mobility aids is also finishing with excellent results. During the year, 70 Kamianyaruzh residents and internally displaced persons who needed mobility aids received: wheelchairs, roller skates, walkers on wheels, walkers without wheels, canes with armrests, and simple canes (canes).

An interesting and necessary project for the residents of the village was implemented in early December by the Yevgeny Pivovarov Charitable Foundation, the For a Peaceful Sky Charitable Foundation, and the American organization Samaritan's Purse - mobile dentistry. The project used a specially equipped bus that functions as a full-fledged dental office. Over five days, 90 residents of the village, mostly the elderly, received free dental services, and 230 dental procedures were performed, which were provided by a dentist-therapist and a nurse.

As part of the implementation of the Resolution of the Cabinet of Ministers of Ukraine No. 993 dated August 30, 2024 on providing one-time cash assistance to the population during the 2024/25 heating season for the purchase of solid household fuel, 13 families of Kamianyaruzh residents and IDPs received 21,000 hryvnias each in December.

At the end of December, 50 villagers and internally displaced persons were able to undergo a fluorographic examination using a mobile fluoroscope, thanks to the close cooperation of the management of the Chuguiv City Center for Primary Health Care and the Municipal Non-Profit Enterprise of the Kharkiv Regional Council "Regional Phthisiopulmonological Center.".

6 families from Kamianyaruzh received financial assistance in the amount of 25,000 hryvnias to get through the winter period from the International Committee of the Red Cross.

In November 2024, 193 households in the village of Kam'yana Yaruga applied for financial support in the amount of $150 for the purchase of animal feed from the Kharkiv Regional Advisory Center in partnership with the UN International Organization FAO. At the end of January 2025, this assistance was credited to the project participants.

There are nineteen gardening societies located outside the settlement. At the beginning of the war, the garden houses in these societies became shelters for displaced persons. I constantly maintained contact with the leaders of the gardening societies and their activists, communicating on issues of IDP registration, receiving social assistance, medical care, etc.

During the year, she carried out all the instructions and orders of the head of the Chuguiv city military administration regarding the life of the settlement. In accordance with her duties, she daily monitored the improvement of the settlement and took measures to maintain it in proper condition.

With the support of the management of the ChMVA, the following village improvement activities were carried out:

  • timely removal of solid household waste,
  • pothole repair of asphalt concrete road surface on Centralnaya Street,
  • filling the roads with crushed stone on the village streets,
  • road grading,
  • import of anti-icing materials for a stable winter period,
  • clearing roads of snow and sprinkling roads with a sand-salt mixture,
  • cleaning of wells for public use in the village at the expense of the local budget,
  • conducting microbiological research on water quality in wells that are not under the control of the Chuguyivvoda municipal enterprise,
  • mowing weeds on playgrounds and roadsides by representatives of the Chuguyiv Municipal Complex.

On my initiative, a number of improvement activities were also carried out during the year:

  • organization of a meeting on the repair and improvement of the village's wells (painted elements on 6 wells, 2 wells for public use were overhauled),
  • organization of a work group on the improvement of the bridge on Tatarska Street and painting of the bridge fence elements,
  • organization of cleaning of the village cemetery,
  • improvement of the territories of white playgrounds, mini-football field, monuments.

An active role in the improvement activities was taken by both the worker of the landscaping and improvement section of the Chuguiv communal complex, as well as the village residents, entrepreneurs and farmers of the village. With the financial support of the village entrepreneurs, the damaged fence around the mini football field was restored, the net on the goal and the net behind the goal of the football field were replaced. About 90,000 hryvnias were spent.

One of the indicators of the proper sanitary condition of a settlement is the provision of quality services for the removal of solid household waste. Since August 2022, the municipal enterprise "Chuguyiv Municipal Complex" has been providing solid waste removal services. Twice a week, a garbage truck comes and removes the garbage. The service provider diligently fulfills its duties. For my part, I tried to influence the timely payment of the fee for the removal of solid waste by the residents of the village. To do this, I conducted a monthly analysis of the residents' debt for the service, communicated with the debtors and explained the need for timely payment.

Water supply services in the village of Kamyana Yaruga are provided by the Donets Water Treatment Complex, a separate division of the municipal enterprise Kharkivvodokanal. Centralized water supply is available in individual houses on Kharkivska, Tsentralna, Pastukhova, Myra streets and Pershotravnevoe Lane, with a total of 120 personal accounts.

During the year, I worked closely with the management and dispatcher of the Chuhuyiv district of the Kharkiv Electric Networks JSC on issues of providing the population with high-quality electricity supply, on issues of planned power outages in the settlement. I brought all the necessary information to the heads of enterprises and organizations of the village personally via telephone messages, and for the residents of the village – via my Facebook and Telegram pages..

Due to the ban on mass gatherings, cultural and sporting events were not held in the village.

On the occasion of the Independence Day of Ukraine and the Day of the Village, a meeting was held between the leadership of the Chuhuiv MVA with the active and volunteers of the village, who actively helped the Ukrainian army during the year. The active and caring residents of the settlement were presented with certificates of gratitude from the head of the ChMVA.

The heads and employees of agricultural enterprises located in the village also received thanks from the head of the ChMVA on the occasion of their professional holiday in November.

A very respected person lives in the village, Feodosia Khomivna Zavalyaeva, who turned 103 on May 9. The long-liver from the entire Chuhuiv community was congratulated on her birthday by Deputy Mayor Lyudmila Makarenko and the village headman.

Two social workers from the territorial social service center (provision of social services) of the Chuguiv City Council worked and are working in the district. During the reporting period, they provided home care services to 21 residents of the village. I worked closely with women to provide assistance to single citizens, to provide them with humanitarian assistance. We worked together to identify single elderly people, so that, if necessary, they could be provided with the necessary social service in a timely manner - home care, and effectively and quickly solve their everyday problems.

During the year, I organized 18 gatherings to help the Ukrainian army. Our slogan was: "We donate. We help. We win." By uniting the residents of Kamianyaruzh and internally displaced persons, in 15 months we were able to collect more than half a million hryvnias (513 15 3UAH). We collected for things needed for the military: we sent the military 1,150 pieces of trench candles, spending 350 kg of paraffin and wax on them, we delivered about 200 kilograms of food, we collected funds for spare parts for cars, for medicines and warm clothes. We purchased: 3 charging stations, 3 starlinks, six portable radios, 24 turnstiles, 8 rolls of fabric for camouflage nets, one bulletproof vest. And so on. There is no other way today. Shoulder to shoulder, together we bring our Victory closer.

Throughout the year, villagers and immigrants lived, worked, helped, gave birth, got married, believed, and thanked the military, the leadership of the Central Military District, and benefactors for their protection, support, and assistance.

My activities were open and transparent. I was in constant contact every day, every minute, with the heads of enterprises located in the village, with fellow villagers and displaced persons. Almost every resident has my phone and, if necessary, every resident can call. During the year, I communicated with residents in the premises of the village headman's office when they came to receive humanitarian aid. I also maintained contact with them through the social networks Facebook and Telegram. I constantly wrote posts about life in the community, supported and inspired fellow villagers to believe in the Armed Forces of Ukraine. I supplemented my stories with photos. This is our story during the full-scale Russian-Ukrainian war, which we must remember.

I would like to thank everyone who supported my initiatives and participated in solving the issues of life support in a settlement in an extremely difficult time for Ukraine. period.

I thank the head of the Chuguiv city military administration, Galina Minaeva, and her deputies for our cooperation and for their assistance in solving the problems of our village. I thank the heads of municipal institutions of the Chuguiv city council, city council employees, village residents, volunteers, private entrepreneurs, and heads of agricultural enterprises.

I want to assure you that I will continue to actively participate in the public life of our community and will continue to defend the interests of the Kamianoyaruz district. Despite the war, life goes on, and therefore each of us must work every day, every hour, to help, support and thereby bring victory closer.

I wish all of us success, strength, and endurance in making important decisions for the development of the Kamianoyaruz district, for the restoration and development of the entire Chuguiv territorial community.
