Guided by Article 54-1 of the Law of Ukraine "On Local Self-Government in Ukraine", the headman reports to the Chuguiv City Council and residents of the headman district on his activities. Fulfilling the requirements of this Law, guided by the Constitution, laws of Ukraine, other legislative acts, the Regulations on the headman, which determine the procedure for his activities, I offer a report on my work for 2024.
At the meeting of the 1st session of the Chuhuiv City Council of the 8th convocation dated 12/15/2020, I was elected to the position of the headman of the village of Velyka Babka (№11-VІІІ), and the headman districts of the Chuhuiv City Council were formed by the decision of the 11th session of the Chuhuiv City Council of the 8th convocation dated 11/18/2021 No. 458-VІІІІ. The Velyka Babcha headman district includes the village of Pishchane and the village of Velyka Babka, which is designated as the center. The administrative building of the Velyka Babcha headman district is located on Peremohy Street, and the headman and the administrator of the Administrative Services Center work there.
As a member of the executive committee of the Chuguiv City Council, he participated in meetings of the executive committee of the Chuguiv City Council, where he represented the interests of residents of the Starostyn district. He participated in meetings of the commission on the protection of children's rights, received citizens in accordance with his powers both during working and non-working hours, contributed to the work on organizing water supply to the population, as well as bus services, informed the population about the issuance of pensions, social payments, subsidies to pensioners, and also informed about important events taking place in the village, participated in organizing the implementation of decisions of the Chuguiv City Council, its executive committee, orders of the mayor on the territory of the Starostyn district and in exercising control over their implementation, kept records of personal farms and farm accounts.
In the Starostyn district, office work was carried out in accordance with the approved nomenclature of cases. During the reporting period, in accordance with the granted powers, 200 certificates of various nature were issued, 15 source documents were sent (source documentation, including correspondence with various organizations, responses to requests for information from various institutions, etc.).
My 2024 year of work as the head of the Velykobabchansky Starostynsky District was spent in cooperation with the Chuguiv City Council, the population of the Starostynsky District. Close contact was also established with the head of the Chuguivsky City Military Administration, deputy mayors, heads of departments, heads of municipal enterprises, the population, the public, heads of enterprises and organizations located in the territory of the Starostynsky District.
With the beginning of the war, the issue of providing the district residents and IDPs with food also became very important. Every month, the most vulnerable residents of the village and internally displaced persons received cash assistance in the amount of 1,500 UAH per person from the UN World Food Program, the NGO "100 percent of life" in Kharkiv.
Compared to the pre-war period, the population has decreased due to the departure of some villagers to safer regions of Ukraine and abroad, and currently amounts to 693 citizens in two villages. About 338 internally displaced persons are registered in the Starostyn district. The population works in agricultural production, forestry, and is engaged in farming.
The consequence of the armed aggression of the Russian Federation is a significant reduction in the number of households that keep livestock and are engaged in the development of the peasant economy. Currently, only 110 households have livestock and poultry on their farms. There has been a significant reduction in cattle, about 20 heads remain, and the number of households that keep pigs has also decreased, etc. In order to improve the development of peasant farms, the Food and Agricultural Organization FAO Ukraine and the French government were involved, together with the implementing partner "Kharkiv Regional Advisory Center", in the registration of financial assistance for the purchase of feed for livestock and poultry.
A village resident was provided with consulting assistance regarding receiving cash assistance in the amount of UAH 42,000 for the development of the KRH from DAR.
Work was carried out to repair damaged residential buildings that lack legal documents for various reasons. 5 residential buildings that were damaged during the Russian shelling were repaired by the "Angels of Salvation" NGO. These buildings are home to people from privileged categories and pensioners.
Work was also carried out to identify individuals who needed clarification regarding the processing of assistance for damaged property. Together with the competent authorities, a damage survey was conducted, relevant acts were drawn up, and advisory assistance was provided regarding the submission of applications in the "Diya" application.
During the year, with the assistance of the Chuguiv City Military Administration, work was organized with charitable organizations, namely:
The German humanitarian organization "NEW WAY" provided humanitarian aid to seriously ill bedridden people (diapers, personal hygiene products, and food kits).
The charity organization "April 10" cooperated with large families, families of single parents and mothers, families with children with disabilities and seriously ill people. Low-income families with children received certificates for the purchase of clothes, seriously ill bedridden people received sanitary kits and diapers. Psychological trainings were held for adults and children, and events were held to develop children's creativity.
«The All-Ukrainian Association of Communities provided assistance to 180 residents of the villages of the Starostyn district with vegetable seeds for the spring planting period.
The Polish Humanitarian Action provided almost every household with UAH 30,000 for the development of a rural subsidiary farm.
The public organization "Angels of Salvation", which provides psychological support to women and girls, has repeatedly conducted psychological trainings, preventive conversations with women and girls, and provided the necessary assistance in person.
Extensive joint work with the Chuguiv City Council's Department of Fire Protection was carried out to attract charitable funds that provide financial assistance for the purchase of firewood for heating from the Estonian Refugee Council. 168 households living in privileged categories received financial assistance of UAH 21,000 for the purchase of firewood for heating, and 80 households received financial assistance for the purchase of solid fuel in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 309.
18 households with large families, single fathers, mothers, and people with disabilities received multi-purpose assistance of UAH 10,800 per family member and UAH 21,000 for the purchase of firewood from the charitable organization "Unity for the Future".
1 household received financial assistance for the purchase of solid fuel from the International Red Cross.
The village headman has repeatedly organized the distribution of humanitarian clothing for children and adults to the population.
In 2024, residents of the villages of the Starostyn district were provided with medical care by a family doctor from the Chuguiv Primary Health Care Center. With the assistance of the leadership of the Chuguiv City Military Administration, the FAP of the village of Velyka Babka was completely renovated and new medical equipment was installed. Receptions of the village residents by doctors from international missions were repeatedly organized.
The mobile office of Ukrposhta has been established, the services of which are used by the majority of the population, in particular, for receiving parcels.
The village water supply was taken under the personal control of the village headman. During the year, work was carried out to replace the pipeline, a new water tower was installed, and all emergencies were promptly resolved.
Constant work is being carried out to maintain the territories of settlements in proper condition. I planned the work of a municipal service employee to clean up at improvement sites. This includes the area near monuments, playgrounds, public transport stops, water pumps, village cemeteries, maintaining sanitary order on village streets, cleaning up garbage along roads, etc. Garbage was regularly taken out, which the population collected in special "boats". The intra-village roads were filled with rubble, and the local pond was improved.
The Chuguiv - V. Babka transport service was carried out three times a week. In 2024, an additional flight was organized on Saturdays at the request of the population.
The village also held cultural events for children and adults, namely: an exhibition of paintings by a resident of the village, L. Bazarna, St. Nicholas Day. Video greetings were prepared for public holidays, and flowers were laid at monuments.
Thanks to the head of the Chuguiv city military administration, Minaeva Galina Mykolaivna, her deputies, specialists of the structural divisions of the Chuguiv city council and municipal enterprises of the territorial community, the leadership of AF "Zorya", and the caring and active residents of the district managed to resolve many difficult issues.
