Fulfilling the requirements of the Law of Ukraine "On Local Self-Government in Ukraine", guided by the Constitution, laws of Ukraine, other legislative acts, and the Regulations on the headman, which determine the procedure for his activities, I offer a report on my work for 2025.
At the meeting of the 1st session of the Chuguiv City Council of the 8th convocation on December 15, 2020, I was elected to the position of headman of the village of Velyka Babka.
The Velykobabchansky Starostynsky District includes the village of Pishchane and the village of Velyka Babka, which is designated as the center. The administrative building of the Velykobabchansky Starostynsky District is located at the address: 63510, Kharkiv region, Chuhuyiv district, Velyka Babka village, Peremohy street, house 34, where the starostynsky and the administrator of the Center for Administrative Services work.
During the year, he participated in meetings of the commission on the protection of children's rights, received citizens in accordance with his powers both during working and non-working hours, contributed to the organization of water supply to the population, as well as bus services, informed the population about the issuance of pensions to pensioners, social payments, subsidies and important events taking place in the village, participated in organizing the implementation of decisions of the Chuguiv City Council, its executive committee, orders of the mayor on the territory of the Starostyn district and in monitoring their implementation, kept records of personal farms and farm accounts.
In the Starostyn district, office work was carried out in accordance with the approved nomenclature of cases. During the reporting period, in accordance with the granted powers, 439 certificates of various nature were issued, 10 source documents were sent (source documentation, including correspondence with various organizations, responses to requests for information from various institutions, etc.).
My 2025 years of work as the head of the Velykobabchansky Starostynsky District were spent in cooperation with the Chuguiv City Council, the population of the Starostynsky District. Close contact was also established with the head of the Chuguivsky City Military Administration, deputy mayors, heads of departments, heads of municipal enterprises, the population, the public, heads of enterprises and organizations located in the territory of the Starostynsky District.
With the beginning of the war, the issue of providing the residents of the district and IDPs with food also became very important. Every month, the most vulnerable residents of the village and internally displaced persons received cash assistance in the amount of 1,200 UAH per person from the UN World Food Program, the NGO "100 percent of life" in Kharkiv.
The population is 615 citizens in two villages. About 360 internally displaced persons are registered in the territory of the Starostyn district. The population works in the field of agricultural production, forestry, and is engaged in peasant farming.
The consequence of the armed aggression of the Russian Federation is a significant reduction in the number of households that keep livestock and are engaged in the development of the peasant economy. Currently, only 80 households have livestock and poultry in their farms. There has been a significant reduction in cattle, about 15 heads remain, and the number of households that keep pigs, etc. has also decreased.
The city council, together with charitable organizations and the village headman, carried out work on repairing damaged residential buildings that lack legal documents for various reasons. 15 residential buildings that were damaged during the Russian shelling were repaired by the "Angels of Salvation" NGO. These buildings are home to people from privileged categories and pensioners.
Extensive information and explanatory work was also carried out with residents of the starostat regarding the registration of assistance for damaged property. The relevant commissions of the city council conducted an inspection of the damage, drew up the relevant acts and the administrator of the administrative services department. Advisory assistance was provided regarding the submission of applications in the "Diya" application.
The issue of water supply in the village was taken under the personal control of the village headman. During the year, the state of water supply was monitored and information about problems was urgently transmitted to the municipal enterprise "Chuguyivvoda" for carrying out appropriate work. All emergency situations were eliminated in a timely manner.
Constant work is being carried out to maintain the territories of settlements in proper condition. I planned the work of a municipal service employee to clean up at improvement sites. This is the area near monuments, playgrounds, public transport stops, water pumps, village cemeteries, maintaining sanitary order on village streets, cleaning up garbage along roads, etc. Garbage was regularly taken out, which the population collected in special "boats". Rural roads were filled with rubble, and a local pond was beautified.
This year, the territory of the village of Velyka Babka was greened, and 30 trees were planted.
The playground was renovated together with the public association and teachers of the Velykobabchansky Lyceum.
Weaving of protective nets for defenders (150 pieces) continues.
In 2025, the Chuguiv-V.Babka transport service was carried out four times a week.
The village headman organized the delivery of humanitarian clothing for adults and children of the villages of Velyka Babka and Pishchane.
The Starosta district has an "Invincibility Point". During the year, residents of the starosta had the opportunity to receive administrative services directly in the administrative premises of the starostas every day. In addition, visits by specialists from the Pension Fund and the State Migration Service of Ukraine were organized to provide explanations and provide relevant consultations.
The City Council's Sustainability Center conducted about 10 field trips during the year to hold educational and cultural events.
Medical services during the reporting period were provided by specialists from the Kamianoyaruz outpatient clinic, which includes the Velykobabchanskyi FAP, who were provided with everything necessary to provide medical services to the population, including humanitarian medicines. A mobile pharmacy has been set up, which provides its services to the population of the starostat twice a month.
In addition to the family doctor, the population was repeatedly visited by mobile medical teams of the International Humanitarian Organization INTERSOS and the Charitable Organization "Charitable Foundation "SAMARITENS' PEARL UKRAINE", which provided consultations, dispensed medicines, and distributed first aid kits. Village residents can also purchase medicines at mobile pharmacies 9-1-1 and at the pharmacy-warehouse.
During the year, with the assistance of the head of the Chuguiv City Military Administration, work was organized with charitable organizations, namely:
• monthly, the most vulnerable residents of the village and internally displaced persons received cash assistance in the amount of UAH 1,200 per person from the UN World Food Program, the NGO "100 percent of life" in Kharkiv;
• «Salvation Angels» provided consultations regarding damaged residential buildings;
• Center for Resilience (psychological work with children and parents). Psychological trainings were conducted for adults and children, and events were held to develop children's creativity;
• The NGO «Unity and Strength» provided psychological assistance to the population;
• The NGO «Charity Foundation «SAMARITENS PEARS UKRAINE» has repeatedly provided free healthcare services (doctor consultations and medicines);
• a trip for the elderly was organized to the mobile dental office of the Yevgeny Pivovarov Charity Foundation, the NGO «Charity Foundation »For a Peaceful Sky« and the American organization Samaritan's Purse;
• The international humanitarian organization HUMANITI INKLUSION provided support to 30 residents of the village of Velyka Babka, provided diapers and clothing to people with special needs;
• 700 food kits were distributed with the assistance of the Howard G. Buffett Foundation;
• 150 residents of villages in the Starostyn district were provided with vegetable seeds for the spring planting period;
• households in the Starostyn district received 220 bags of flour;
• with the assistance of the Chuguiv City Military Administration, a reception of residents of the village of Velyka Babka in the village of Zarozhne by dentists from charitable foundations, over 30 people, was organized;
• 290 households of the starostat received financial assistance for the purchase of solid fuel;
• The Angels of Salvation charity foundation organized meetings for village women to provide psychological relief.
We continue to help the military, residents of the starostat have made 150 protective nets.
The village hall held cultural events for children and adults, namely: an exhibition of creative works by residents of the village of Velyka Babka, St. Nicholas Day, and for the New Year holidays, single residents of the village of Velyka Babka received winter bouquets.
Thanks to the head of the Chuguiv City Military Administration, Minaeva Galina Mykolaivna, her deputies, specialists from the structural divisions of the Chuguiv City Council and municipal enterprises of the territorial community, the leadership of AF "Zorya", and the caring and active residents of the district managed to resolve many complex issues.
