Guided by Article 54-1 of the Law of Ukraine "On Local Self-Government in Ukraine", the headman reports to the Chuguiv City Council and residents of the headman district on his activities. Fulfilling the requirements of this Law, guided by the Constitution, laws of Ukraine, other legislative acts, the Regulations on the headman, which determine the procedure for his activities, I offer a report on my work for 2025.
The workplace of the headman is a separate administrative building, which is located at the address: Kochetok village, Osinnia Street, 17 (former premises of the village council). Together with the headman, the administrator of the administrative services sector at remote workplaces of the administrative services department of the Chuguiv city council, Kadygrob Olena Alekseevna, works in the premises. The premises meet the necessary sanitary and functional standards, there is the necessary furniture and technical equipment for the work of officials. Appropriate conditions for staying in the administrative building have also been created for visitors.
As a member of the executive committee of the Chuguiv City Council, she participated in meetings of the commission on child rights protection and other events, received citizens in accordance with her powers both during working and after-hours, contributed to the organization of water supply to the population, informed the population about important events taking place in the village and changes in legislation, participated in organizing the orders of the head of the military administration in the territory of the Starostyn district and in monitoring their implementation, and worked with various organizations on humanitarian issues.
The past 2025 years of my work as the head of the Kochetotsky Starosty District were spent in cooperation with the Chuguiv City Council, the population of the Starosty District, and in close contact with the head and deputy head of the Chuguiv City Military Administration, deputy mayors, heads of departments, heads of municipal enterprises, the population, the public, and heads of enterprises and organizations located in the territory of the Starosty District.
During the reporting period, the village headman issued 551 certificates of various contents.
During 2025, the administrator of the administrative services sector at remote workplaces of the administrative services department of the Chuguiv City Council received documents from 1,026 subjects of appeals on the provision of administrative services, of which: 163 to the Citizen Service Department No. 19 (service center) of the Main Department of the Pension Fund in the Kharkiv region, 173 to the Department of Social Protection of the Population of the Chuguiv City Council, 48 to the Department of Housing and Communal Services of the Chuguiv City Council, 101 appeals for registration/deregistration of a person's place of residence, 97 extracts from the Register of the territorial community were provided, regarding the registration of a person's place of residence, 238 certificates of registered persons in a residential building, about obtaining a deferral from conscription for military service during mobilization, for a special period - 6 appeals, 36 appeals regarding the provision of a certificate of the circle of persons who were registered with the deceased person on the day of his death (for notary office).
Every month, the most vulnerable residents of the village and internally displaced persons received cash assistance in the amount of UAH 1,200 per person from the UN World Food Program, the NGO "100 Percent of Life" in Kharkiv.
Compared to the pre-war period, the population has decreased due to the departure of some residents of the village to safer regions of Ukraine and abroad, and currently amounts to 3,002 people. About 994 internally displaced persons are registered in the Starostyn district. The population works in the field of agricultural production, forestry, municipal enterprises, trade and educational institutions.
In February 2025, thanks to cooperation with Svitlo Shakhtarya LLC, it was possible to manufacture and transfer mini-stoves (mini-stoves) for the needs of the Armed Forces of Ukraine.
On March 28, an environmental campaign was held within the recreational zone along the Siverskyi Donets River in the village of Kochetok, during which about 60 black alder and white willow seedlings were planted. The event aimed to strengthen the coastline, restore coastal vegetation, and prevent soil erosion. The initiators of the event were students and teachers of the Forestry Department of the Chuhuyevo-Babchansky Forestry College.
On April 14-19 and November 17-20, 2025, thanks to the cooperation of the Chuguiv City Military Administration, the Yevgeny Pivovarov Charitable Foundation, the For a Peaceful Sky Charitable Foundation, and the American organization Samaritan's Purse, a free reception of a mobile team of dentists was organized for residents of the village of Kochetok. 250 residents of the village of Kochetok, including IDPs, received services. But the cooperation was not limited to dentists, so in May and November, residents of the village of Kochetok were able to receive free consultations and examinations from specialized doctors. The receptions were conducted by the following specialists: a gynecologist, an endocrinologist-therapist, a psychiatrist, a cardiologist, and a psychiatrist-neuropathologist.
Educational institutions take an active part in the life of their native village, so on April 15, 2025, the teams of the Kochetotsky kindergarten and the Kochetotsky school created and installed a thematic photo zone for Easter. .
In April and August 2025, residents of the village had the opportunity to consult and receive answers on various issues of the Pension Fund. The consultation was conducted by the head of the Chuguyiv department of the Pension Fund, Valentyna Alekseevna Bulgakova.
During the year, residents of the village of Kochetok also received free legal advice from the International Rescue Committee (IRC) in Ukraine, with which cooperation continues.
Comprehensive support continues for internally displaced persons living in the Temporary Accommodation Place based on the dormitory of the Chuguievo-Babchansky Forestry Vocational College, both from the Chuguievo City Military Administration and from charitable foundations.
In November 2025, UNHCR, in collaboration with the Government of Ukraine, provided approximately 125 households in the village of Kochetok with a one-time cash assistance of UAH 19,400 per household. This support was intended to help families purchase solid fuel for heating during the 2025/2026 winter season.
One of the urgent issues in 2025 for the village of Kochetok was the interruption of water supply to the «Hora» microdistrict (about 2,000 inhabitants), the cause of which was the condition of the water main and problems in the energy system due to shelling by the aggressor country. The Kochetok VKVCG, the «Chuguyivvoda» municipal enterprise, the «Donets» military district, the Infrastructure Restoration and Development Service in the Kharkiv region, and the Chuguyiv city military administration were involved in solving the problem, as a result of their fruitful cooperation, a new 300-meter-long water main was laid and subscribers were reconnected.
The main problems in the village of Kochetok remain the condition of water supply, heat supply, sewage, street lighting and the condition of intra-district roads. For 2026, proposals have been planned and submitted to the community budget for backfilling and grading intra-district dirt roads of the village, repair and expansion of the street lighting system. With the support of the Chuguiv city military administration, negotiations are underway on cooperation with the Embassy of Switzerland within the framework of Swiss humanitarian aid on the reconstruction of the complex of treatment facilities in the village of Kochetok.
Sincere gratitude to the head of the Chuguiv City Military Administration, Minaeva Galina Mykolaivna, her deputies, specialists of the structural units of the Chuguiv City Council and municipal enterprises of the territorial community, enterprises and institutions of the village, and the caring and active residents of the district, with whose assistance we managed to resolve many complex issues.
