Attention to victims of Russian aggression! The Council of Europe operates an international register of damages. Submit a claim for compensation through the International Register of Damages.

What is it?

The register records the losses caused by the Russian aggression and will become the basis for future compensation.

Important: submission at the national and international levels do not overlap or exclude each other.

That is, even if you have already received assistance under the E-recovery program, you can and should submit an application to this registry to receive compensation.

Who can submit an application to the Register of Losses? 
  • Forced Displaced Persons (Internal Displacement) 
  • Families of those killed in the war 
  • Families of the missing 
  • People who have suffered serious bodily injuries 
  • Victims of sexual violence 
  • Victims of torture or inhumane treatment 
  • Former prisoners of war or unlawfully detained 
  • Victims of forced labor or service 
  • Owners of destroyed or damaged housing 

The registry will be expanded to include legal entities, government agencies, and businesses over time. In total, the registry will soon accept applications in 45 categories.
