On July 15, 2026, the Government adopted Resolution No. 959, which amended certain resolutions of the Cabinet of Ministers of Ukraine on certain issues of mandatory state social insurance.
From now on, insurance contributions paid for mandatory state pension insurance in accordance with Part 9 of Article 12 of the Law of Ukraine “On Mandatory State Pension Insurance” - voluntary pension contributions to the Pension Fund of Ukraine in accordance with the Agreement on Voluntary Participation, will be taken into account when determining the right to certain types of state benefits.
The changes concern the following types of social support:
- housing subsidy;
- child benefits for single mothers;
- state social assistance to low-income families.
What has changed?
The right to these types of state benefits is granted, in particular, if able-bodied persons, during the period for which income is taken into account, have paid (or had paid for them) a single contribution to mandatory state social insurance and, taking into account changes, a voluntary insurance contribution to mandatory state pension insurance.
