
On July 9, 2024, by Resolution of the Cabinet of Ministers of Ukraine No. 806, amendments were made to the "Procedure for performing urgent work to eliminate the consequences of the armed aggression of the Russian Federation related to damage to buildings and structures" (hereinafter referred to as the Procedure), the purpose of which is to resolve problematic issues related to entering information about destroyed objects in the territories of hostilities into the State Register of Damaged and Destroyed Property and receiving compensation under the eRecovery program.
What has changed?
The changes provide that, by decision of the authorized body and taking into account the security situation, the relevant commission may conduct an inspection of destroyed facilities in the territory of active hostilities, where state electronic information resources operate.
Until recently, the norms of the current Procedure did not provide for the possibility of conducting commission inspections of buildings and structures destroyed as a result of the armed aggression of the Russian Federation and located in the territories of active hostilities.
Please note that the report drawn up by the commission based on the results of the inspection can be used by the owners of such objects to receive compensation for destroyed housing under the eReconstruction program.
What is needed to receive compensation under the eRecovery program for destroyed housing located in the territory of hostilities?
You need:
Submit an information report about damaged and destroyed real estate as a result of hostilities, terrorist acts, sabotage caused by the military aggression of the Russian Federation to the nearest ASN, notary or through the "Diya" application.
Open a card eRenewal at partner banks (you can open it both in the banking application and in a physical branch of a partner bank).
Submit an application for compensation to the nearest ASC or in the "Diya" application. Please note that in order to submit an application, the ownership of the housing must be registered in the State Register of Property Rights.
After submitting the application, a special Commission for consideration of issues regarding the provision of compensation, established under the local government body, must consider the relevant application, conduct an inspection of the damaged property, enter data about it in the Register of Damaged and Destroyed Property and determine the cost of its restoration. The term for considering the application and making a decision on compensation must not exceed 30 calendar days from the date of its submission.
Upon completion of this procedure and receipt of confirmation, the value of the damaged property in the form of cash determined by the commission should be transferred to the specialized eRecovery card you opened.
