
On November 15, 2025, the "Winter Support" program was launched, which unites more than 10 government programs to assist Ukrainians during the winter period.
The Winter Support Program is an operational decision of the Government to respond to the need for additional assistance to the most vulnerable categories of the population this winter. Within its framework, it is already possible to apply for assistance in the amount of UAH 1,000 through the Diya application or at a Ukrposhta branch. Applications will be accepted until December 24, 2025. The payment of UAH 1,000 supplements existing social programs, but does not replace them. Among the recipients of assistance are families with children of various categories, single pensioners, internally displaced persons and other citizens living in Ukraine.
UAH 1,000 can be spent on the most relevant goods and services in the pre-winter period – medicines, food products of Ukrainian producers, postal and communal services, as well as books and charitable contributions. After the funds are accrued, they can be spent until June 30, 2026 on the most necessary goods for children and adults. The payment of UAH 1,000 is available to all citizens of Ukraine – both adults and children can receive it. To receive assistance for a child, an application is submitted by one of the parents or another legal representative. A separate application must be submitted for each child. If an incapacitated person receives assistance, their guardian can apply. To do this, you must have documents confirming his identity and appointment as a guardian. The payment is not provided to those who are outside Ukraine or in temporarily occupied territory. Ukrainians can apply in two ways: online via the Diya application or at a Ukrposhta branch. Acceptance of applications began on November 15, 2025 and will last until December 24, 2025.
Last year, most Ukrainians applied through Diya, so this year it is expected that the online method will be the main one. If necessary, the application must be updated to the latest version.
Open the Services → Winter Support section.
Fill in the details and select the "National Cashback" card.
After confirmation, the application will automatically be processed.
If you already have a National Cashback card, Diya will offer to select it. If you don't have a card yet, you need to apply for one at one of the partner banks, then return to the application and link the card for payment. In Diya, you can only apply for a child when the child's birth certificate is displayed in the application. If the document is missing, this may be due to various reasons: for example, the mother's surname changed after receiving the certificate or an error when entering the series and number.
You can add a child's birth certificate to the Registry yourself, for this you need:
- Scroll through your digital documents in the app.
- On the last card, click "Add document.".
- Select "Child's Birth Certificate.".
- Enter the series and number of the certificate.
If the certificate has not been received, although all the data has been checked, you must first contact the DRACS department. If the problem is not resolved, submit a written application to the Ukrposhta branch.
If a person receives a pension or state social assistance through Ukrposhta, there is no need to fill out an application - the payment of UAH 1,000 will be automatically credited to the special account to which the pension or assistance is received.
If the pension is deposited into a bank account and a person does not use the Action, they can apply to a Ukrposhta branch from November 18 and submit a written application. The same can be done by those who do not have a RNOKPP or who are the legal representative of a child or another person. Those who have difficulty moving around can call the Ukrposhta hotline 0 800 300 545, and a postman will visit them to help them submit an application. Residents of front-line areas who do not have a branch nearby can submit an application in writing via a mobile branch.
The assistance can be spent on goods of Ukrainian production: food products, except for excisable ones, as well as medicines and books. You can pay for postal and utility services and make charitable contributions. You must use the funds received on the National Cashback card through Diya by June 30, 2026. If a person receives a pension or social benefits from Ukrposhta and received the funds automatically, you can spend them by December 25, 2025. If you applied for assistance through Ukrposhta, the funds must be spent by January 25, 2026.
