
The Chuguyiv RUP of the Main Directorate of the National Police in the Kharkiv region summarized the results of the work during January-June 2025, the state and effectiveness of the interaction of law enforcement agencies in combating crime under martial law, coordination and organizational measures were taken aimed at increasing the effectiveness of activities to properly protect citizens, society and the state from criminal encroachments under the legal situation in the service area, as well as ensuring the implementation of the Plan of Main Activities of the Main Directorate of the National Police in the Kharkiv region for 2025, and the main priorities of work for the second half of 2025 were determined.
Chuhuiv RUP of the Main Police Department in the Kharkiv region exercises its powers directly and through subordinate structural units and territorial (separate) departments formed in accordance with the established procedure: VP No. 1 of the Chuhuiv RUP of the Main Police Department in the Kharkiv region, VP No. 2 of the Chuhuiv RUP of the Main Police Department in the Kharkiv region and the water-based SPD of the Chuhuiv RUP of the Main Police Department in the Kharkiv region, which serve: Chuhuiv, Vovchansk, Zmiivsk cities and Malinivsk, Novopokrovsk, Pechenizhsk, Slobozhansk, Starosaltivsk and Prolisnensk territorial communities.
The activities of the police units of the Chuguiv RUP of the Main Police Department in Kharkiv region during the specified period were aimed at the high-quality implementation of the tasks and priorities set by the National Police of Ukraine regarding the digitalization of activities, ensuring community security, protecting human rights, ensuring road safety, combating criminal offenses, logistics and support. In addition, measures and powers necessary to ensure the protection and security of the population and the interests of the state, stipulated by the Law of Ukraine "On the Legal Regime of Martial Law", were implemented.
During the implementation of the planned activities:
- Working meetings were held with representatives of the military-civilian administration, representatives of territorial defense units, the Special Forces, and military units in the service area on establishing operational information and implementing coordinated actions under martial law;
- Organized and ongoing measures are being taken by the units of the Chuguiv District Police Department to identify and stop the activities of persons who are or may be involved in cooperation with the occupation forces, espionage, collaboration, sabotage, intelligence, terrorist and other activities directed against Ukraine;
- a set of operational measures was carried out to identify persons involved in the illegal trafficking of weapons, ammunition and explosives, as well as to solve crimes committed using weapons and explosives;
- a set of operational measures was carried out to uncover fraud, in particular those committed using information technologies;
- while on duty at checkpoints, vehicles and citizens are constantly checked to detect weapons, ammunition, narcotics, and other prohibited items or things;
- measures were taken to prevent and detect thefts from households, especially those abandoned by citizens and damaged as a result of shelling, in the Chuguiv district;
- measures were taken to identify drivers who are driving vehicles while on duty at checkpoints while intoxicated, without appropriate documents, as well as to identify vehicles that are wanted;
- Search measures were carried out against persons who were serving sentences and expressed a desire to mobilize and voluntarily joined the ranks of the Armed Forces of Ukraine, but subsequently left the military unit or place of service without permission, in order to ensure the proper level of military discipline and law and order among servicemen, prevent the commission of offenses in the Defense Forces of Ukraine, and take measures to bring them to justice;
- measures were taken to search for servicemen who had left a military unit or place of service (hereinafter referred to as the MLS), and cooperation was established in carrying out these measures with units of the Military Law Enforcement Service (hereinafter referred to as the MLS), the State Border Service, and the National Guard;
- measures were taken to identify persons who engage in collaborative activities and transfer such persons to the relevant law enforcement agencies; joint measures were taken with the RTCC and the Joint Forces to search for persons who evade conscription;
- preventive measures were carried out with children registered in juvenile prevention units and their parents, in order to prevent the commission of criminal offenses, identify adults who involve children in criminal activities, as well as children's unauthorized abandonment of families and children's institutions; measures were carried out in places of compact residence of persons belonging to the Roma national minority, preventive work aimed at preventing neglect, homelessness of children, preventing their involvement in criminal activities, preventing domestic violence, drug addiction, smoking and alcoholism; online lectures, seminars, conversations were held in educational institutions on legal topics, anti-drug orientation, in order to prevent the involvement of young people in illegal actions with drugs, as well as a conscious choice of a healthy lifestyle; together with representatives of the Central Committee for the Protection of Children and Families and the children's services of the Chuguiv City Military Administration and the Chuguiv Regional Administrative Organization, visits were made to the specified families in order to establish their lifestyle, needs and well-being of children living in such families;
- Targeted inspections of police teams were carried out to ensure the timeliness of the provision of public services for rapid response to applications and reports of criminal, administrative offenses and other events (the time of arrival of the police team (crew) at the scene of the incident from the moment the call was received on the «102» line);
- a set of measures to combat poaching, identify persons who violate the established procedure for the rational use, protection and reproduction of fish and other aquatic fauna; personnel are oriented to the needs of the local population, maintaining constant contact with residents, ensuring order in the service area, timely responding to community problems and preventing offenses;
- On an ongoing basis, authorities and local governments are informed about the state of law and order, the results of the fight against criminal offenses under martial law, as well as informing the public; the results are covered in the media, including the social network Facebook.
To ensure the fight against crime, the unification of efforts of local governments, law enforcement and regulatory bodies in the direction of protecting human rights and freedoms, maintaining public safety and order in the territory of the Chuguiv district of the Kharkiv region in order to fulfill the tasks of the leadership of the National Police of Ukraine and implement measures to prevent threats to the national security and defense of Ukraine, ensure effective cooperation of the police with government bodies in solving tasks related to the provision of police services, the use of modern work methods to increase the effectiveness of police activities and improve the security situation in the service area, video surveillance systems are being implemented.
In the first quarter of 2025, the Chuguyiv RUP of the Main Police Department in the Kharkiv region received 26142 statements and reports of criminal offenses and other events.
This year, compared to the same period in 2024, the crime rate in the Chuguiv district decreased by 1132 to 1038 criminal offenses, or -8,3%.
The level of criminal offense detection has decreased from 500 for the same period in 2024 to 372 in 2025. Dynamics -25,6%.
Crime analysis by type:
Serious and especially serious crimes
During January-June 2025, registered 563 criminal proceedings for serious and especially serious crimes, 130 who have been notified of the suspicion or 23,1% specific gravity. For the same period in 2024, registered 682 criminal proceedings, according to 267 who have been reported suspected or 39.2% specific gravity. The dynamics of registered is -17,5%, and the dynamics of disclosure is -51,3%.
Premeditated murders
During January-June 2025, registered 4 criminal proceedings for intentional murders that were 100% opened and suspicion was reported. During the same period in 2024, 3 criminal proceedings were registered, which were also opened on 100%. The dynamics of registered is 33,33%, and the dynamics of disclosure is 33%.
Serious bodily injuries
During January-June 2025, registered 4 criminal proceedings on the fact of serious bodily injuries that were 100% disclosure and suspicion reported. For the same period in 2024, 5 criminal proceedings, which were also disclosed on 100%. The dynamics of registered is -20%, and the dynamics of disclosure is 20%.
Serious bodily injury resulting in death
During January-June 2025, registered 1 criminal proceedings on the fact of serious bodily harm resulting in death, which was on 100% disclosed. For the same period in 2024, registered 2 criminal proceedings, which were also opened on 100%. The dynamics of registered is
-50%, and the dynamics of disclosure is -50%.
Rape
During January-June 2025 missing criminal proceedings for rape. During the same period in 2024, 2 criminal proceedings that were opened on 100%. The dynamics of registered is -100%, and the dynamics of disclosure is -100%.
Illegal handling of weapons, ammunition or explosives
During January-June 2025 with 20 registered criminal proceedings for illegal handling of weapons, ammunition or explosives, 17 was discovered and reported on suspicion or 85%. During the same period in 2024, 23 criminal proceedings, 19 of which are disclosed or 82,6%. The dynamics of registered is

Robberies
During January-June 2025, there were no criminal proceedings for robbery. During the same period in 2024, there were 1 criminal proceedings that were 100% disclosed. The dynamics of registered is – 100%, and the dynamics of disclosure is -100%.

During January-June 2025, registered 2 criminal proceedings for robbery, which was on 100% disclosed. For the same period in 2024, registered 3 criminal proceedings that were opened on 100%. The dynamics of registered is -33,3%, and the dynamics of disclosure is -33,3%.
Thefts
During January-June 2025, registered 100 criminal proceedings for thefts, 65 who were notified of the suspicion or 65%. During the same period in 2024, 209 criminal proceedings, according to 134 who were reported suspicious. The dynamics of registered is -52,2%, and the dynamics of disclosure is -51,5%.
Hooliganism
During January-June 2025, registered 2 criminal proceedings for hooliganism, 1 of which were disclosed. For the same period in 2024, registered 2 criminal proceedings, which 100% disclosed. The dynamics of registered is 0%, and the dynamics of disclosure is -50%.
Illegal possession of vehicles
During January-June 2025, registered 3 criminal proceedings for the illegal seizure of vehicles, which are disclosed on 100%. During the same period in 2024, 3 criminal proceedings that are opened on 100%. The dynamics of registered is 0%, and the dynamics of disclosure is 0%.
Illegal possession of cars
During January-June 2025, registered 2 criminal proceedings for the illegal seizure of cars, which are disclosed on 100%. During the same period in 2024, 1 criminal proceedings opened on 100%. The dynamics of registered is 100%, and the dynamics of disclosure is 100%.
Illegal production, manufacture, acquisition, storage, transportation or transfer for the purpose of sale, as well as illegal sale of narcotic drugs, psychotropic substances or their analogues
During January-June 2025, registered 27 criminal proceedings, of which revealed 24 or 88,9%. During the same period in 2024, 95 criminal proceedings, of which – 94 or on 98,9%. The dynamics of registered is -71,6%, and the dynamics of disclosure is -74.5%. Illegal production, manufacture, acquisition, storage, transportation or shipment of narcotic drugs, psychotropic substances or their analogues without the purpose of sale.
During January-June 2025, registered 53 criminal proceedings, of which revealed 25 or 47,2%. During the same period in 2024, 51 criminal proceedings, of which – 22 or on 43,2%. The dynamics of registered is 3,9%, and the dynamics of disclosure is -13,6%.
Fraud
During January-June 2025, registered 167 criminal proceedings for fraud, of which revealed 76 or 45,5%. During the same period in 2024, 250 criminal proceedings, of which – 94 or on 37,6%. The dynamics of registered is -33,2%, and the dynamics of disclosure is -19,2%.
Violation of road safety rules or transport operation by persons driving vehicles
During January-June 2025, registered 12 criminal proceedings, of which revealed 5. During the same period in 2024,
14 criminal proceedings that remain unsolved. The dynamics of registered -14,3%, and the dynamics of disclosure is 100%.
Crime in public places
According to Chuguiv RUP for January-June 2025 11 criminal offenses committed in public places, and in the same period in 2024 - 18. The dynamics are -38%.
At the same time, the analysis of the criminogenic situation indicates the formation of certain negative trends in the dynamics and structure of crime, which require an urgent response. It is necessary to implement measures to identify and terminate the activities of criminal groups and individuals who commit serious and especially serious crimes, measures to reduce the level of illegal handling of weapons, ammunition or explosives; illegal production, manufacture, acquisition, storage, transportation or shipment of narcotic drugs, psychotropic substances or their analogues without the purpose of sale; illegal production, manufacture, acquisition, storage, transportation or shipment for the purpose of sale, as well as illegal sale of narcotic drugs, psychotropic substances or their analogues; measures to counteract violations of road safety rules or transport operation by persons driving vehicles and measures to counteract fraud.
There is also a need to take measures to prevent juvenile delinquency.
The emergence of these negative trends was contributed by:
- external factors, in particular: the armed attack of the Russian Federation on the territory of Ukraine, the temporary occupation of part of the district's territory, a decrease in the population due to evacuation to other regions of the country, the introduction of a curfew, socio-economic factors, which led to an imbalance in the system of work of the economy and finances, employment of the population, the education processes of children and youth, and caused an increase in the unemployment rate, a decrease in incomes of the population, an increase in prices for goods and services;
- proximity to the zone of military operations;
- significant involvement of personnel in ensuring public security and order, primarily in the deoccupied territory, duty at checkpoints, the difficulty of conducting investigative actions, operational measures in conditions of artillery shelling and aerial bombing, the impossibility of conducting a pre-trial investigation in the temporarily occupied territory;
- facts of the removal of weapons from military units and their entry into illegal circulation;
- the border location of the region, which causes a high level of cross-border crime related to human trafficking, illegal migration, and drug crime.
Internal factors of police work are related to: the lack of criteria for evaluating the work of a police officer, the lack or imperfection of internal control over the areas of police work, staff turnover, and insufficient technical support for police work.
The activities of the Chuguiv RUP of the Main Police Department in the Kharkiv region are based on the principles of the rule of law, respect for human rights and freedoms, openness and transparency, political neutrality, interaction with the population on the basis of partnership, as well as continuity.
