The general plan of the territory is a local-level urban planning documentation that determines the territorial development of the village and the development strategy for all spheres of its life for a long period in order to achieve stable, sustainable development of the economic complex, and on this basis, to ensure all the social needs of its residents.
The general plan of the village of Zarozhne provides for:
– determination of future needs for the preferred areas of use of the territory;
– taking into account state, public and private interests when planning development and other use of territories;
– justification for changing the boundaries of a settlement, the sequence and priority of development and other use of territories;
– determination of the boundaries of functional zones, priority and permissible types of use and development of territories;
– improvement of the planning structure and spatial composition of the settlement's development;
– assessment of the general condition of the settlement, the main factors of its formation, definition, urban planning measures to improve the ecological and sanitary-hygienic condition;
– identification of territories that have construction, sanitary and hygienic, environmental and other restrictions on their use.
When developing a master plan for the territory, the following are taken into account: the master plan for the territory of Ukraine, the master plan developed by the Republican Design Institute for Land Management "UKRZEMPROEKT" in 1967 "Master Plan of the Village of Zarozhne, Chuguiv District, Kharkiv Region", the Master Plan for the Territory of Kharkiv Region, functional zoning of the territories of existing enterprises; technical, economic and environmental efficiency of planning solutions; relief, natural, climatic and geological conditions of the area; sanitary and fire gaps between buildings; technological and engineering and technological requirements and location of existing networks.
The General Plan of the village of Zarozhne defines the territorial (spatial) conditions for the implementation of activities or facilities, including those for which the legislation provides for the implementation of the environmental impact assessment procedure, in terms of compliance with planning restrictions (sanitary protection zones, protection zones), as well as in terms of compliance with economic activity regimes within their boundaries.
3. The extent to which the state planning document determines the conditions for the implementation of activities or facilities for which the legislation provides for the implementation of environmental impact assessment procedures (including determining the location, size, capacity or allocation of resources)
The general plan provides for an increase in the territory of the village of Zarozhne, the area of the territory within the existing boundaries is 421.2 hectares, the area of the territory within the project boundaries is 630.93 Ha.
The following surface water bodies are located on the territory of the settlement:
– Tetlega River. The length of the river is 16 km., the slope of the river is 3.7 m/km. It is formed from 2 reservoirs. The basin area is 77.8 km².
– water body (pond) with an area of 0.5 hectares, watercourse – unnamed beam, Tetlega River basin.
The village is accessed via local public roads:
– C212608 Zarozhne – Velyka Babka – Molodove – 0.9km;
– С212609 entrance to the village of Tetlega – 2.3 km.
In the immediate vicinity of the existing borders and within the village of Zarozhne, there are the territories of the farmyards of the PSP "Zarozhnianske" and the AF "Zarozhne". There is no industry in the village.
There is one cemetery in the territory of the settlement: in the central part of the settlement (within the boundaries of the settlement). The approximate area of the cemetery is 1.3 hectares.
The project solution provides for the closure of the cemetery within the settlement with the cessation of burials. Further burial is provided for on the project territory, with an area of 0.7529 hectares.
The general plan provides for the improvement of the village community center with the creation of green areas and main recreation areas for the population.
There are 2 wells on the territory of the village to provide centralized water supply to the population of the village of Zarozhne. The total length of the village water supply network is about 15 km. The municipal water supply provides 188 households and social welfare facilities. The rest of the population uses local water supply systems - mine wells and wells located on household plots.
It is planned to cover 100% of the housing stock with centralized water supply. To provide each area with centralized networks, it is proposed to build new water supply networks by building 4 artesian wells (1 reserve).
There are no centralized sewage networks and treatment facilities in the village. Households, enterprises, and organizations use outdoor latrines and local treatment facilities, cesspools. For the treatment of domestic wastewater, complete biochemical treatment facilities using treatment plants are provided. The final selection of treatment plants is proposed to be carried out at the later stages of design. After treatment, wastewater is expected to be discharged into water bodies outside the village.
There is no place for the disposal and processing of solid household waste in the village. Waste is removed from containers by special transport, in accordance with the contract for the disposal of solid waste. Removal of solid household waste is carried out by special vehicles under contracts.
There are no natural reserve objects within the village.
In accordance with Part One of Article 3 of the Law of Ukraine "On Environmental Impact Assessment", the implementation of an environmental impact assessment is mandatory in the process of making decisions on the implementation of planned activities specified in Parts Two and Three of Article Three. Such planned activities are subject to environmental impact assessment before making a decision on the implementation of the planned activities.
The scope of the strategic environmental assessment is determined by the list of main environmental problems existing in the village of Zarozhne, Chuhuyiv district, Kharkiv region.
4. Consideration of likely environmental impacts
Among the main likely environmental impacts associated with the implementation of the General Plan for the village of Zarozhne are the following:
a) for the environment:
- Atmospheric air - possible pollution from stationary sources (agricultural and municipal and warehouse enterprises) and mobile sources (motor vehicles). The DDP envisages an increase in public green spaces in the village, including landscaping of external roads and sanitary protection zones;
- Soils – possible contamination and disturbance of soils from surface water drained from the village. The DDP envisages the installation of sewage treatment facilities for development, which will reduce the level of soil contamination;
- Waste management - possible soil contamination and clogging, groundwater contamination, etc., due to the unsatisfactory organization of planned cleaning for the collection and timely removal of waste, with the absence of a specialized enterprise in the field of solid waste management. The DDP provides for the allocation of specially equipped places and the installation of containers on asphalt or concrete sites, the organization of a centralized scheduled and regular sanitary cleaning system, and the introduction of separate solid waste collection;
- Water resources – possible contamination of groundwater from untreated domestic wastewater from cesspools of private houses, possible contamination of groundwater from surface water discharged from the village territory. The DDP envisages the construction of a centralized sewage system for the village, treatment facilities and the installation of storm sewer treatment facilities;
- Public health – possible noise pollution, the main source of noise is the street network with traffic. The DDP provides for the development to be carried out in accordance with the functional zoning planned in the documentation, the establishment and organization of sanitary protection zones for residential development;
b) for territories with nature conservation status – design decisions of the DDP do not have an impact on territories with nature conservation status;
c) transboundary impacts on the environment, including public health – the draft decision of the DDP has no impact.
5. Justifiable alternatives to be considered, including if the state planning document is not approved
In the process of implementing the strategic environmental assessment of the DDP of the General Plan of the village of Zarozhne, Chuhuiv district, Kharkiv region, the following alternatives will be considered:
Given the complexity of the decisions of the General Plan's DDP, which is determined by the need to ensure the development of transport links, engineering infrastructure for water supply, sewage, placement of recreational zones, principled functional zoning of the territory of the settlement by types of predominant use, determination of industrial and production areas, consideration of justified alternatives to design solutions takes place during the development of the General Plan. The assessment of the indicated alternatives will be reflected in the Strategic Environmental Assessment Report.
6. Studies to be conducted, methods and criteria to be used during the strategic environmental assessment
The development of the SEA assumes:
- conducting an analysis of existing materials on the state of the environment (report on the state of the environment, environmental monitoring data, statistical data, etc.);
- conducting independent expert assessments and scientific research (if necessary).
7. Measures to be considered to prevent, reduce and mitigate the negative consequences of the implementation of the state planning document
During the implementation of the SEA, it is planned to consider measures to prevent, reduce and mitigate negative environmental impacts, as provided for by current legislation.
The General Plan of the village of Zarozhne provides for measures to monitor the consequences of the implementation of the General Plan of the settlement for the environment, including for public health.
To prevent, reduce and mitigate the negative consequences of implementing the DDP, the following measures are envisaged:
– increase in public green spaces in the village;
– improvement of the road surface of the rural street network;
– ongoing maintenance of public green spaces;
– landscaping of external roads and sanitary protection zones;
– determine sanitary protection zones for all water supply facilities and adhere to the regime of their use;
– engineering improvement of territories around water supply facilities;
– engineering improvement of the village, sanitary cleaning;
– to equip specially equipped sites for placing containers for temporary storage of MSW;
– introduce separate collection of solid household waste;
– establishment and organization of sanitary protection zones.
8. Proposals for the structure and content of the strategic environmental assessment report
The strategic environmental assessment will be carried out in accordance with the Final and Transitional Provisions of the Law of Ukraine "On Strategic Environmental Assessment", Part 4 of Article 2 of the Law of Ukraine "On Regulation of Urban Planning Activities" in the section "Environmental Protection", which is developed as part of the draft urban planning documentation and is simultaneously a report on the strategic environmental assessment, in the scope determined by the requirements of Article 11 of the Law of Ukraine "On Strategic Environmental Assessment".
9. Body to which comments and suggestions are submitted, and deadlines for submission
Comments and suggestions to the Statement on determining the scope of the strategic environmental assessment of the state planning document - the General Plan of the village of Zarozhne, Chuguiv district, Kharkiv region, are submitted to the Chuguiv City Council of Chuguiv district, Kharkiv region, at the address: 63503, Kharkiv region, Chuguiv city, Staronikolska st., 37. The General Plan of the village of Tetlega defines the territorial (spatial) conditions for the implementation of activities or facilities, including those for which the legislation provides for the implementation of the environmental impact assessment procedure, in terms of compliance with planning restrictions (sanitary protection zones, protection zones), as well as in terms of compliance with economic activity regimes within their boundaries.
3. The extent to which the state planning document determines the conditions for the implementation of activities or facilities for which the legislation provides for the implementation of environmental impact assessment procedures (including determining the location, size, capacity or allocation of resources)
The general plan provides for an increase in the territory of the village of Tetlega, the area of the territory within the existing borders is 260.8 hectares, the area of the territory within the project borders is 355.11 hectares.
The entrance to the village is via the local public road C212609, the entrance to the village of Tetlega is 1.2 km (category IV).
At the time of development of the master plan, the following surface water bodies are located in the village:
– Tetlega River, right tributary of the Siversky Donets. The length of the river is 16 km., the slope of the river is 3.7 m/km. It is formed from 2 reservoirs. The basin area is 77.8 km².
– water body (pond) with an area of 0.5 hectares, watercourse – unnamed beam, Tetlega River basin.
The basis of the economic development of the village of Tetleha is agricultural production and crop production, livestock enterprises. In the immediate vicinity of the existing borders, there are the territories of the farmsteads of PSP "Zarozhnianske" and AF "Tetleha". There is no industry in the village.
There is one cemetery in the territory of the settlement: in the central part of the settlement (within the settlement). The approximate area of the cemetery is 0.71 hectares.
It is planned to close the cemetery within the settlement with the cessation of burials. Within the village of Zarozhne, there is a territory of the project cemetery, which is planned to be used for burials of settlements, including the village of Tetleha.

The existing sanitary cleaning scheme of the village of Tetlega includes the collection and removal of solid household waste to the existing external regional landfill. The removal of solid household waste is carried out by special vehicles under contracts.

The DDP provides for the development to be carried out in accordance with the functional zoning planned in the documentation, the establishment and organization of sanitary protection zones for residential development;
b) for territories with nature conservation status – the design decisions of the DDP do not have an impact on territories with nature conservation status;
c) there are no transboundary impacts on the environment, including on public health.
