Dear residents of Chuguev!
In this difficult time for both the country and the residents of our city, the Chuguyivteplo Communal Enterprise, being in a difficult financial situation and with a power outage in the summer of 2024, timely and satisfactorily conducted the preparation and the heating season of 2024-2025. There was minor damage to the heating networks, but they occurred infrequently and were quickly eliminated.
And now preparations for the new heating season are under threat due to power outages at the facilities of the Chuguyivteplo municipal enterprise.
Since April 17, we have had our electricity supply cut off at a number of facilities due to debts. 12 boiler rooms, 2 heat distribution centers (HDPs) and a lathe workshop were left without electricity. The reason is the debt to PJSC "Kharkivenergozbut" for consumed electricity, which as of April 10 is UAH 9.23 million.
Due to financial difficulties, the Chuguyivteplo Communal Enterprise is unable to repay its debt, and the company will not be able to fulfill the proposal to restructure its debt for 12 months due to lack of funds.
We cannot allow the next heating season to be disrupted, but we are also unable to finance the repayment of debts from the community budget - it has exhausted its resources.
The enterprise is in a critical financial situation. The main reasons are the long-term application of an economically unjustified tariff for the population, which was approved in 2018, as well as the lack of compensation from the state - as of today, this debt amounts to UAH 113 million.
In addition, according to the government resolution, only 35% of funds received from consumers remain with the enterprise, the remaining 65% is automatically transferred to NJSC Naftogaz of Ukraine. This norm is currently in effect and has been extended indefinitely, which makes it impossible to financially stabilize the enterprise.
Debt of the population for consumed services for the supply of thermal energy as of April 10, 2025 - UAH 61,245.6 thousand.
Due to non-payers, the next heating season in the city is currently under threat.
KP "Chuguyivteplo" has already begun preparations for the new heating season. Repair work is being carried out on boiler rooms and hydraulic testing of external heating networks. However, the interruption of electricity supply could seriously hinder the implementation of planned work and jeopardize the timely start of the heating season.
Currently, the accounts of the municipal enterprise "Chuguyivteplo" are arrested for debts, in the fall the city may be left without heat. This cannot be allowed!
We appeal to you, dear fellow countrymen, to pay your current heating bills on time and, if possible, repay your existing debt. In this difficult time, it depends only on you and me whether our homes will be warm next winter!
