
Today, mobilization is not just a legal concept. It is a real step towards strengthening our defense, towards strengthening the Armed Forces of Ukraine and all Defense Forces. It is about the ability to effectively deter the enemy, to prevent the repetition of the horrors of Bucha, Izyum, and other destroyed cities.
We remind you: from February 24, 2022, due to Russia's armed aggression, based on Presidential Decree No. 69/2022, general mobilization is being carried out throughout the territory of Ukraine.
During the period of martial law, conscripted men aged 18 to 60 must:
- be registered with the district military registration and enlistment office at the place of stay or residence;
- to personally clarify their military registration data at the CCC and the SP, which will be entered into the Unified State Register of Military Conscripts and Conscripts;
- update your account details;
- always carry a military registration document in electronic or paper form together with an identity document, and present documents upon request to authorized persons, in particular, military personnel of the CCC and SP, police officers, and representatives of the State Border Service of Ukraine;
- appear at the CCC and the SP upon summons at the place and time specified in the summons or mobilization orders they received;
- Citizens liable for military service between the ages of 25 and 60 who have been recognized as limitedly fit must retake the VLK to determine their suitability for military service by May 4, 2024, by contacting the district CCC and SP, or by receiving a referral through the electronic account of conscripts, conscripts, and reservists (Reserv+).
We remind you! From April 1, military medical commissions will form all resolutions with conclusions in electronic form. Now, the conclusions of the VLK are automatically transferred to the register of military conscripts Oberig, and information about fitness or unfitness and the date of passing the VLK is displayed faster in the Reserve+ application. A conscript no longer needs to personally submit the VLK resolution to the CCK for entry in his personal file or wait for the commission to send paper documents and record them in the system.
The deadline for passing the medical examination is June 5, 2025!
We remind you: deferrals for people with disabilities, whose data is in the Unified Information System of the Social Sphere (UISS), have become available in the Reserve+ application. Previously, only people with disabilities, whose data was in the register of the Pension Fund of Ukraine (PFU) and who had a corresponding pension certificate, could apply for a deferral online. Persons with disabilities do not need to undergo a medical examination.
The following are recognized as valid reasons for non-arrival:
• natural obstacle,
• illness,
• military actions and their consequences,
• other circumstances that prevented the possibility of arriving at the specified point and time;
• death of a close relative (parents, spouse, child, sibling, grandfather, grandmother) or a close relative of the spouse.
In cases of violation of the rules of military registration, legislation on defense, mobilization training, and mobilization, violators will face a resolution imposing an administrative penalty in the form of a fine of 17 to 25.5 thousand hryvnias.
We remind you: on May 4, the Law of Ukraine No. 3621-ИХ came into force, which abolished the status of "limited suitability".
After passing the VLK, the conscript will receive one of the following conclusions:
1. "Suitable":
• to military service;
• to serve in military support units, TCK and SP, VVNIZ, training centers, institutions (establishments), medical units, logistics, communications, operational support, and security units;
2. "Unsuitable":
• to military service;
• to military service with a review after 6–12 months (the decision is made during martial law);
3. "Will require":
• release from duty for a certain number of calendar days;
• sick leave for a certain number of calendar days;
• leave for treatment after injury (contusion, trauma or mutilation) for a certain number of calendar days;
• treatment in a healthcare facility (institution) for a period of at least a certain number of calendar days;
4. "Temporarily Unsuitable":
• before the meeting (the decision is made regarding those liable for military service and reservists who are called up for the meeting);
• for military service (indicate the date of re-examination).
5. Does not require long-term treatment (the decision is made in cases where there is no need to continue long-term treatment).
The degree of fitness for military service is established by the Military Medical Service in accordance with the Schedule of Diseases.
The received status will automatically appear in the Reserve+ application.
