The main goal of introducing animal identification is to create an appropriate system of traceability of animal circulation in Ukraine, improve an effective and efficient means of detecting and localizing diseases, provide the population of Ukraine with high-quality and safe meat and dairy products, obtain reliable information about the conditions of their production, and increase consumer confidence in the quality of products.
According to the Law of Ukraine "On Identification and Registration of Animals", identification and registration of farm animals for legal and natural animals is mandatory.
According to Article 4 of the Law of Ukraine "On Identification and Registration of Animals", the object of identification and registration is agricultural animals - cattle, horses, pigs, sheep, goats.
Article 5 of the Law of Ukraine "On Identification and Registration of Animals" defines the basic principles of identification and registration of animals, the rights and obligations of animal owners engaged in animal breeding and keeping, namely:
- submit for registration data on identified animals, their breeding and keeping farms, movement, slaughter, disposal, death, and mortality of animals;
- identify all animals on the farm;
- to move animals with identification documents;
- submit data on all animal movements, the arrival of new animals to the farm, as well as the slaughter, disposal, and death of animals within 5 working days from the date of such actions or events;
- slaughter and dispose of only identified and registered animals.
Identification and registration of animals, depending on the species, in accordance with regulatory legal acts, is carried out within 7 days of birth for cattle, sheep and goats, and within 60 days of birth for pigs.
Timely identification and registration of animals gives the owner the opportunity to:
- freely obtain documents for the movement and slaughter of animals;
- to certify ownership of the animal;
- freely sell products obtained from animals;
- insure the animal;
- receive state subsidies for animals.
To identify and register animals in the household of an individual, the animal owner may contact the state institution of veterinary medicine at the place of residence or a structural unit of the State Enterprise "Agency for Animal Identification and Registration".
