
In the spring of 2026, Operation Pervotsvit will continue in Ukraine.
More than 20 species of early-flowering plants are under threat of extinction and are listed in the Red Book of Ukraine. These are snowdrop, Geifel's saffron, two-leaved snowdrop, forest anemone, common crocus, forest lily of the valley, large-flowered sun-grass, spring primrose, wild garlic (bear onion), spring adenium and others. These types of primroses are also found in our forests.
Unfortunately, the mass collection of primroses is leading to their gradual disappearance from the natural environment.
According to the legislation of Ukraine, by trading in rare and endangered plant species and their remains, citizens violate the laws of Ukraine «On the Flora», «On Environmental Protection», «On the Red Book of Ukraine», and in accordance with the Code of Ukraine on Administrative Offenses are punished with fines. In order to preserve plant species listed in the Red Book of Ukraine, the Ministry of Nature annually initiates the «Primrose» operation. Its purpose is to prevent the illegal collection, sale, and export of rare plant species outside Ukraine.
We appeal to the citizens of the Chuguiv urban territorial community to refrain from collecting and purchasing plants listed in the Red Book of Ukraine. Do not encourage unscrupulous individuals who illegally sell Red Book primroses. By doing so, you will preserve the country's natural heritage for future generations. Let's protect the environment together!
Violation of the Procedure for the acquisition or sale of flora objects listed in the Red Book of Ukraine or those protected in accordance with international treaties of Ukraine provides for liability under Article 88-1 of the Code of Administrative Offenses. Violation or deterioration of the habitat (growth) of plants, species of which are listed in the Red Book of Ukraine, destruction, illegal or in violation of the established procedure for their removal from the natural environment, as well as violation of the conditions for keeping (growing) plant species in botanical gardens, dendrological and zoological parks, other specially created artificial conditions, which led to their death and damage, a fine is imposed under Article 90 of the Code of Administrative Offenses.
