The Ministry of Digital Affairs has published updated results of the digitalization of regions and territorial communities for the second quarter of 2025. The data was collected through the Action.Digital Community platform, which allows you to get a complete picture of the country's digital transformation in a convenient format.
Compared to the first quarter, the average Digital Transformation Index score of regions increased from 30 to 38 points out of 100 possible. The leaders were Lviv region with a score of 54 points, Dnipropetrovsk region - 52 points, and Poltava region - 50 points. The regions have seen steady progress in the digitalization of public services, the development of digital infrastructure, and the improvement of the digital skills of the population.
The average Digital Transformation Index of communities also increased - from 16 to 27 points out of 100. The leaders of this quarter are Kryvyi Rih (74) and Dniprovsk (70) communities of Dnipropetrovsk region, Ternopil (69), Uzhhorod (68) and Vinnytsia (68) communities. Communities demonstrate strong positions in the digitalization of public services, the development of digital skills and infrastructure, but the digital economy remains the weakest component.
Key achievements for the second quarter include:
- 131 digital leaders have been appointed in territorial communities;
- out of 8,600 local government employees, 90% have a personal work computer, 45% of them use a modern computer under 5 years old;
- 712 territorial communities have electronic document management.
24 regions and 1,265 communities participated in the measurement. In total, more than 1,348 users were registered on the web portal.
