The government expanded the SvitloDIM program to the Kharkiv region

 
The government has decided to expand the SvitloDIM support program to the Kharkiv region. From now on, residents of apartment buildings in the region will be able to receive state assistance for installing equipment for autonomous power supply of homes during long outages.

The amount of state support ranges from 100 to 300 thousand hryvnias, depending on the number of storeys of the building and the number of entrances:

  • 100 thousand UAH – houses up to 6 floors
  • 200 thousand UAH – 7–16 floors
  • UAH 300,000 – from 17 floors, buildings with boiler rooms and from 4 to 16 floors (inclusive), which have 3 or more entrances.

The funds can be used to purchase:
· gasoline, diesel or gas generators
· inverters
· high-voltage battery control units
· batteries
· solar panels

The following can apply:
· Condominium
· housing and service cooperatives
· managers of apartment buildings regardless of the form of ownership

All applications will be submitted online on the official website of the program through an electronic account on the Diya portal. The procedure is completely digital - without paper documents, queues, and additional applications. The electronic report form on purchased equipment will be available in the Diya application during April.

Decisions will be made in a short time:
· a commission under the Ministry of Development considers and approves applications;
· Payment of funds is made within 48 hours after validation.

To receive assistance, applicants open a separate current account in hryvnia with a special usage regime in one of the program's partner banks.

· VST Bank
· Kredobank

After receiving the funds, the applicant must purchase the equipment within 45 calendar days, but no later than December 20, 2026. After installation, a report on the intended use of funds must be submitted through the Action within 30 business days.

The SvitloDIM government program is aimed at ensuring the uninterrupted operation of key life support systems: water supply, communications, elevators, lighting of public areas, and heat supply during the heating season.

To enable co-owners of apartment buildings to prepare an application in a high-quality manner, the Ministry of Development has prepared separate explanations regarding the correct execution of documents.
The SvitloDIM government program (service “Assistance to apartment buildings”) is implemented jointly by the Ministry of Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine together with partner banks.
