
Please note that if you are denied the assignment or extension of housing assistance for internally displaced persons, you have other options and ways to receive state support, namely:
1) If an IDP is able-bodied and not registered as an individual entrepreneur or at an employment center, he or she should register with the Employment Center as a job seeker or to obtain unemployed status. As a result of obtaining unemployed status, the IDP:
- will have the right to receive unemployment benefits in the amount of UAH 1,500 to UAH 7,100 for a duration of up to 90 calendar days (for persons of pre-retirement age – up to 360 calendar days) during martial law;
- will receive assistance from a career counselor in job search and employment;
- will have the right to receive consulting, information and career guidance services for the purpose of retraining;
2) if the average monthly total income of an IDP family is less than the level of ensuring the subsistence minimum for the family (3588.20 UAH - for children under 6 years old (140% of the corresponding subsistence minimum); 4,474.4 UAH - for children from 6 to 18 years old (140% of the corresponding subsistence minimum); 1,665.4 UAH - for able-bodied persons (55% of the corresponding subsistence minimum); 2361.00 UAH - for persons who have lost their ability to work (100% of the corresponding subsistence minimum)), then the IDP family has the right to receive state social assistance for low-income families;
3) IDPs have the right to receive subsidies for housing and communal services:
- to confirm actual residence in a house or apartment, it is sufficient to provide an IDP certificate. In this case, it is not required that the IDP be registered (declared) in the relevant residential premises or conclude and provide a rental agreement (lease) for such housing. The amount of the subsidy depends on the cost of housing and communal services and the family's income level;
- Residents of temporarily occupied territories or zones of active hostilities, for whom payments were extended for the period of martial law based on the Resolution of the Cabinet of Ministers of Ukraine dated 07.03.2022 № 215 „On the Peculiarities of Accrual and Payment of Cash Benefits, Benefits and Housing Subsidies for the Period of Martial Law”, including benefits and housing subsidies, the accrual and payment of which have ceased since June 2024, as well as benefits based on the Resolution of the Cabinet of Ministers of Ukraine dated 07.03.2022 № 214 „Some Issues of Providing State Social Assistance and Benefits for the Period of Martial Law”, and who have moved and registered as IDPs, must submit a corresponding application to the PFU bodies to recalculate such payments and benefits;
- Residents of temporarily occupied territories or zones of active hostilities, who have had their state social assistance payments extended for the period of martial law based on the Resolution of the Cabinet of Ministers of Ukraine dated 07.03.2022 No. 214 "Some Issues of Providing State Social Assistance and Benefits for the Period of Martial Law", and who have relocated and registered as IDPs, must submit a corresponding application to the social protection authorities for the recalculation of such payments;
4) in case of finding themselves in difficult life circumstances, an IDP has the right to receive social services, including home care, day care, supported living, social adaptation, counseling, in-kind assistance, etc. You can find out about social benefits and payments, in particular, on the website of the Action or the social community.
