
The United States of America is committed to providing a stable level of support to Ukraine for years to come.
In particular, it concerns the defense sector, the use of frozen Russian assets for the benefit of our state, and increased sanctions pressure on Russia. The agreement, in particular, promises to supply Ukraine with Patriot air defense systems and F-16 aircraft.
This agreement is the strongest that will be concluded between Ukraine and the United States since our country gained independence. It is also important that America will support Ukraine for Ukraine's victory, and not the usual formulation of "support as much as necessary.".
According to the agreement, the United States reaffirms to Ukraine its support for its sovereignty and territorial integrity. According to the signed document, in the event of a new attack or threat of an armed attack on Ukraine, its top officials, together with their American counterparts, will meet within 24 hours to consult on the response and determine Kyiv's defense needs.
The signatories recognize Ukraine's need for military strength, as well as reliable capabilities and sustainable investments in its defense-industrial base that meet North Atlantic Treaty Organization (NATO) standards.
This agreement thus accelerates Ukraine's integration into the European and transatlantic communities. It also contains a substantial commitment on Ukraine's part to implement democratic, economic and security reforms in line with the goals of EU accession and the NATO reform agenda.
Ukraine is grateful to President Biden for his leadership and years of support. We are also grateful to both parties and houses of Congress for helping our country defend its independence.
The agreement is a clear success for Ukraine and strengthens America's global leadership.
