Dear citizens, in accordance with the Law of Ukraine “On Local Self-Government in Ukraine”, I, as the headman of the Velykobabchanskyi starostyn district, report to my community on the work of the starostyn district, formed in November 2021 as part of the Chuhuivsk urban territorial community.
Guided by the Constitution and laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Regulations on the Headman, and other regulatory legal acts that determine the procedure for my activities, I report to you on my work for 2023.
As a village headman, I represent the interests of the residents of the villages of Velyka Babka and Pishchane, which are part of the village headman district. The district includes 300 households, where 570 residents live (including IDPs).
This year of my work as the head of the Velykobabchansky district was spent in cooperation with the Chuguiv city council, the population of the district, and the heads of enterprises, institutions, and organizations.
I receive citizens at their place of work, during working hours and after working hours at the place of residence of village residents.
According to the powers of the headman, participated in meetings of the commission on child rights protection, facilitated the work of the mobile office of Ukrposhta, informed the population about the issuance of pensions to pensioners, social payments, subsidies, and important events taking place in the district, participated in organizing the implementation of orders of the head of the city military administration in the territory of the Starostyn district and in exercising control over their implementation, and kept records of personal farms.
Monitored the status of compliance with the rights and legitimate interests of district residents in the areas of social protection, culture, education, physical education and sports, housing and communal services, and their exercise of the right to education and medical care.
During the reporting period, I issued certificates, extracts and characteristics of various nature; acts of inspection of material and living conditions; conducted consultations with citizens (in person and via means of communication) on various issues. I work to improve the living conditions and livelihoods of residents. I do not allow actions or inaction on the territory of the Starostyn district that may harm the interests of the territorial community and the state.
I adhere to the rules of professional ethics established by the legislative acts of Ukraine.
In accordance with his duties, he daily monitored the improvement of the settlement and took measures to maintain it in proper condition.
During 2023, the following work was carried out:
1. The roads of the village of Velyka Babka were filled with rubble and asphalt cuttings.
2. Grading of streets in the villages of Velyka Babka and Pishchane was carried out.
3. The damaged bridge in the village of Pishchane has been repaired.
4. The village pond was improved: a recreation area was built.
5. The roof of the Velykobabchansky Lyceum building was repaired.
During the period of 2023, residents were fully provided with medical services. A doctor from the Chuguiv Family Medicine Center visits the Velykobabchansky Family Medical Center every week.
The village's water supply was maintained in good condition, and all emergencies were promptly resolved with the active participation of the village residents.
Assistance to vulnerable segments of the population was organized at a high level. During the year, humanitarian assistance was provided to villagers and persons with IDP status, namely: the distribution of food packages, clothing, household items, cash assistance for the purchase of solid fuel, the provision of legal and psychological assistance, etc.
Despite the hostilities, the village also held cultural events for children and adults, namely: video greetings and video concerts for state and professional holidays, celebrations for Children's Day and Constitution Day, a clown performance, exhibitions of works by village residents, and events to honor those who died during World War II.
Throughout the year, the people of Velikobab and internally displaced persons, having united, helped the Defenders who defend the country from the Russian aggressor. They sent trench candles that they made themselves, sweets, twists, food, warm clothes to the soldiers on different fronts. They also donated things necessary for the soldiers and gave gifts for the holidays.
The most important thing in my work is mutual understanding, cooperation, and trust between residents of the village head office, community leaders, heads of enterprises, and institutions in jointly solving problems and achieving harmony and understanding during such a difficult time for the state.
Thank you for the support and cooperation of all the residents of the Starostyn district, the employees of the Chuguiv City Council, especially the mayor, Galina MINAYEVI, who work for the development of our native community.
