Chuhuiv City Council informs heads of enterprises, institutions, organizations and individual entrepreneurs operating in the community about the need to assess the degree of barrier-freeness of physical environment objects and services for people with disabilities.
Annual monitoring of accessibility is underway in Ukraine, announced by Ministry of Community and Territorial Development of Ukraine. Held once a year from June 1 to August 31.
Monitoring the degree of accessibility of physical environment objects and services for persons with disabilities involves collecting and summarizing information on the degree of accessibility of physical environment objects and services for persons with disabilities.
This year, the Ministry of Development and Urban Development determined a list of types of physical environment objects that are subject to assessment of the degree of barrier-free access in 2026:
I. Public buildings:
- healthcare facilities (including "rehabilitation departments");
- educational institutions (preschool education institutions, including special ones; secondary education institutions; vocational and technical education institutions; higher education institutions);
- administrative service centers (ASC);
- employment centers;
- veterans' spaces;
- buildings of social service and social protection providers;
- cultural institutions (cinemas, theaters, libraries, museums, cultural centers);
- sports infrastructure facilities (stadiums, sports complexes, etc.);
- youth spaces and centers;
- resilience centers;
- mental health centers;
- territorial recruitment and social support centers (without inclusion on the Barrier-Free Map);
- premises for holding a military medical commission (without displaying it on the Barrier-Free Map).
II. Residential buildings:
- multi-apartment residential buildings;
- buildings for temporary accommodation of IDPs and evacuees (modular camps, dormitories, etc.);
- hotels.
III. Buildings and structures of the service sector:
- banks;
- post offices;
- supermarkets and shops;
- cafes, restaurants;
- Gas station;
- pharmacies;
- care and beauty establishments;
- shopping and entertainment centers (SMC).
IV. Transport infrastructure facilities
- bus stations;
- bus stations;
- railway stations;
- railway stations.
V. Streets and roads
- streets included in the "barrier-free routes" projects in settlements;
- streets leading to healthcare facilities;
- streets leading to educational institutions;
- roads of national importance passing through settlements.
VI. Public transport stops:
- stops (bus, trolleybus, minibus);
- tram stops.
VII. Improvement facilities:
- areas;
- parks and squares;
- botanical gardens;
- zoos;
- playgrounds (including inclusive ones).
Procedure for monitoring and assessing the degree of barrier-free access of physical environment objects and services for persons with disabilities approved by Resolution of the Cabinet of Ministers of Ukraine dated May 26, 2021 No. 537 (hereinafter referred to as the Procedure). We urge owners and managers of shops, service facilities, office premises, medical, educational, cultural and other institutions identified for monitoring to ensure that their facilities are assessed for their degree of barrier-free accessibility.
The results of the assessment are entered by the managers into the barrier-free card (the form is approved by the Procedure). and enter and update information about the accessibility of objects on the Accessibility Map of Ukraine. Go to the "Add location" section, select the type of space whose accessibility is being assessed, and fill out the accessibility card with photo materials.
Until August 15, 2026 Barrier-free cards of facilities based on the results of the barrier-free assessment, filled out and signed by the persons who monitored barrier-free access, must be submitted to the Department of Urban Planning and Architecture of the Chuguiv City Council.
