Report of the headman of the Zarozhnensky district for 2025

The headman of the village of Zarozhne and the village of Tetleha was approved by the decision of the I session of the Chuguiv City Council of the VIII convocation dated 15.12.2020 No. 11-УІІІ, for the term of office of the city council. In November 2021, the headman districts of the Chuguiv City Council were formed, by the decision of the XI session of the Chuguiv City Council of the VIII convocation No. 458-УІІІІ dated 18.11. 2021. The Zarozhne starosty district includes the villages of Zarozhne and Tetleha, the center is the village of Zarozhne. The administrative building of the Zarozhne starosty district is located at the address: Zarozhne village, Molodizhna street, building 43, which is the workplace of the headman and the administrator of the ASC.
In accordance with the Law of Ukraine "On Local Self-Government in Ukraine", the headman, when exercising the powers granted, is responsible and accountable to the city council.
2025, the fifth year of my work as the head of the Zarozhnensky Starostynsky District, was held under martial law. I direct my functional powers to ensure the interests of the village residents, to solve the social and domestic needs of the population and to resolve problematic issues of local importance. Despite the new challenges and difficulties in the work, close contact has been established with the head of the Chuguyiv City Military Administration, deputy mayors, heads of departments, heads of municipal enterprises, the population, the public, heads of enterprises and organizations located in the territory of the Starostynsky District.
Compared to the pre-war period, the population has decreased due to the departure of some villagers to safer regions of Ukraine and abroad, and currently amounts to 720 citizens in two villages. About 270 internally displaced persons are registered in the Starostyn district. The majority of the population works in agricultural production and is engaged in farming.
The consequence of the armed aggression of the Russian Federation is a significant reduction in the number of households that keep livestock and are engaged in the development of the peasant economy. However, in 2025 there was an increase in households that keep livestock. Currently, 180 households have livestock and poultry on their farms. Cattle are kept by 55 households, with a total of 110 heads. Pigs are kept by 25 households, with a total of 106 heads. Goats are kept by 10 households, with a total of 89 heads. Sheep are kept by 2 households, with a total of 150 heads. Rabbits are kept by 17 households, poultry are kept by 83 households, and 7 families are engaged in beekeeping.
In order to improve the development of peasant farms, from the Food and Agriculture Organization FAO Ukraine and the Government of France, together with the implementing partner "Kharkiv Regional Advisory Center", 188 households received certificates in the amount of 150S for medicines and food additives for livestock and poultry. Training was also conducted on improving the breeding and keeping of cattle, pigs, poultry and the sale of agricultural products. Interesting lectures were given on beekeeping, which were useful for apiary keepers.
The main thing in the work of the village head is to ensure the livelihood of settlements. The villages of Zarozhne and Tetleha are remote settlements of the Chuguiv City Council, but despite this, we feel the attention and assistance of the city council and the mayor every day. Thanks to the joint actions of the community leadership, volunteers, and the village head over the past 2025, many different types of humanitarian aid have been received in the village head district. As a village head, I prepared lists for receiving assistance, resolved all organizational issues regarding the work of charitable organizations in the village.
Significant assistance for vulnerable categories of the population during the year was provided by the NGO "Network of 100 percent of life in Kharkiv" with the support of the UN World Food Program. By September, more than 300 people received cash assistance of 1,200 hryvnias. In August, representatives of the NGO "Adra Ukraine" verified the recipients and about 300 people received such assistance for another three months. However, due to the lack of funding, assistance has not been provided since December.
In January and July, 11 seriously ill people received humanitarian aid from the German humanitarian organization "NEW WAY", which included: three large boxes of diapers and one box of hygiene products.
The international charity foundation Caritas also provided assistance with diapers to seriously ill bedridden people.
In April, the All-Ukrainian Association of Local Governments "All-Ukrainian Association of Communities" provided assistance to villagers with vegetable seeds, which were useful for planting vegetable gardens. This assistance covered 100 households.
In June, the international humanitarian organization Humanpty & Inclusion conducted a survey of vulnerable categories of the population, about 200 people, regarding their needs aimed at restoring physical, psycho-emotional and social functions. Rehabilitation specialists conducted individual consultations, gave massages, developed personal recovery programs, and, if necessary, provided individual residents with walkers, crutches, and wheelchairs free of charge. People are very grateful for the help and attention provided.
During the year, mobile teams of the International Public Organization «InterSOS» and the Samaritans PERS Ukraine provided medical assistance to the villagers in the Zarozhnensky FAP every month. People who sought help were given free medicines, conducted psychological trainings, and provided social support and consultations.
In May, mobile dentistry from the charitable organization "Charity Fund of Yevgeny Pivovarov", the charitable organization "Charity Fund "For a Peaceful Sky" and the American organization Samaritan's Purse worked in the village for a week. As part of this project, a specially equipped bus was used, which functioned as a full-fledged dental office. More than 100 people received quality dental services free of charge.
At the initiative of the Kharkiv Regional Military Administration, 12 tons of flour were distributed to the villagers in June. Almost every household, including IDPs, received the necessary product for their families.
In July, the charitable foundation "Palons of Peace" received 130 pairs of rubber boots and many boxes of used clothes and shoes. These are very necessary things for the villagers.
«"Find out your blood type for your own safety" - this is the slogan with which representatives of the YASHCHENKO Charity Foundation visited the village. Everyone was offered a free rapid blood type test. This is a good opportunity to learn information about your health and join the community of donors who save lives in the most difficult moments.
In March and June, 350 households received humanitarian aid in the form of food packages from the Chuguiv City Military Administration. This was useful, first of all, for the privileged categories of the population, IDPs, and people of respectable age.
The residents of the village are grateful for the interesting psychological training from the Charitable Foundation "Angels of Salvation of Ukraine", which taught people how to cope with stressful situations in today's conditions.
The NGO "Ukrainian Association for Humanitarian Demining and Recovery" conducted educational work among the population on compliance with safety measures when detecting explosive objects on the territory of the starostat.
A lot of work has been done to attract charitable foundations that provide financial assistance for the purchase of firewood for heating.
From the NGO "Angels of Salvation" and UNHCR - 304 households received financial support of UAH 19,400 each to cover the costs of solid fuel for heating an average house during the heating season. Priority in receiving cash assistance was given, first of all, to the most vulnerable categories of the population.

In accordance with the powers of the headman, I participated in meetings of the commission on the protection of children's rights. There are 6 large families living in the headman's district. One family is in difficult life circumstances. There are no orphans or children deprived of parental care in the district. Together with the children's service, I participated in the survey of the living conditions of families who found themselves in difficult life circumstances. I kept a close eye on large families, families of single fathers and mothers, families of internally displaced persons with children, in order to timely register and receive humanitarian assistance. In order to provide social protection for children who found themselves in difficult life circumstances, to respond promptly to negative manifestations in families and the children's environment, I, the headman, established cooperation with the children's service and the Center for Social Services for Families, Children and Youth of the Chuguiv City Council. A constant exchange of information was ensured regarding children who found themselves in difficult life circumstances or became victims of violence, etc.

Participated in meetings of the advisory council "Openness and Transparency" at the Chuguiv city military administration.
Within the limits of her powers, she received citizens every day, regardless of the established schedule. She constantly improved her professional level.
Cooperated with the tax service. Notified land users about the need to pay land tax and issued payment notices.
During the year, I worked closely with the management and dispatcher of the Chuguiv district of the Kharkivblenergo JSC on issues of damage to electrical networks, quality power supply, and power outage schedules.
She facilitated the work of the mobile office of Ukrposhta, informed the population about the issuance of pensions, social payments, and subsidies to pensioners.
She carried out all orders of the head of the city military administration in the territory of the Starostyn district and monitored their implementation, and kept records of personal peasant farms.
Informed the population about important events taking place in the village and other issues related to ensuring the livelihood of the settlement.
One of the powers of the headman is to provide administrative services and perform certain tasks of the department-center for providing administrative services of the Chuguiv City Council. I studied the work on this issue and, during the absence of the administrator of the ASC, provided the necessary services. .
Last year, the village head was given the authority to perform notarial acts. A total of 36 notarial acts were performed during the year. Village residents have the opportunity to receive these services on site. In the Zarozhnensky village head district, I carry out office work in accordance with the approved nomenclature of cases. During the reporting period, I issued 125 certificates of various nature, sent 22 documents (initial documentation, including correspondence with various organizations, responses to requests for information from various institutions, etc.).
Collaborated with the police station officer to maintain public order in the villages of Zarozhne and Tetlega, as well as in working with families with children.
Liliya LEBEDEVA, an inspector of the Central Social Security Administration department, works in the Zarozhnensky Starostat. Her work is aimed at providing social services. Over the past year, 2025, a total of 939 services were provided:

Natalia KHRAMTSOVA, inspector of the Department of Defense and Mobilization Work at the Chuguiv City Council, ensures the registration and notification of conscripts liable for military service, those with limited fitness. Maintains military registration documentation, reconciles primary registration cards, and conducts outreach work among the population. .
There is a green construction worker in the Starosta district. As the starosta, I directly plan the worker's work on cleaning at the improvement sites. This includes the park area, playgrounds, football field, public transport stops, water pumps, village cemeteries, etc. Sanitary order is constantly maintained in the village, grass is mowed, the territory and flower beds are cleaned, and the territory near the drinking water wells is being improved.
During 2025, two mixed trade stores operated in the village of Zarozhne. The stores had a wide range of food products, and the goods were delivered in a high-quality and timely manner. The needs of the population were fully met.
Three employees work from the territorial center of social services (provision of social services) of the Chuguiv city council: Khramtsova N.O., Grigashiy M.Y., Tatarinova O.V. They serve 33 people. I constantly cooperate with these employees to provide assistance to lonely citizens, providing them with humanitarian assistance. I conducted joint work to identify lonely elderly people who need social services. The wards of the territorial center are grateful for the expanded scope of work provided by the employees, for the care and provision of humanitarian assistance during the war.
In the village of Zarozhne, there is a medical assistant and obstetrician's station of the KP "Chuguyiv City Center of Primary Medical and Sanitary Aid", which serves residents of the villages of Zarozhne and Tetlega. A nurse works in the FAP every day. A family doctor sees patients every Wednesday. The medical assistant and obstetrician's station has modern telemedical equipment (electronic stethoscopes; digital video dermatoscopes; digital ophthalmoscopes; digital otoscopes; electrocardiographs with the ability to transfer data) and computer equipment. This equipment allows doctors to communicate with patients at a distance, in real time, every day. During 2025, a mobile pharmacy department operated twice a month in the village of Zarozhne. Village residents were able to purchase the necessary medicines without leaving the village.
The armed aggression of the Russian Federation deprived Ukrainian children of their childhood. Students of the Zarozhnensky Lyceum study online. Compared to the pre-war period, the number of classes has significantly decreased due to the migration of the population to safer places. Therefore, in 2025, the work of the Zarozhnensky Lyceum was suspended in September. Currently, a preschool group and two groups are operating to make up for educational losses. The Lyceum has a storage room equipped in accordance with modern requirements. Children have the opportunity to participate in educational activities and activities to make up for educational losses, and the mobile team of the Center for Resilience conducts interesting classes with children and adults.
Village residents were also invited to the storage facility, where the Kharkiv Regional Advisory Center conducted training on rural development in safe conditions. In addition, charitable organizations also hold meetings with the population at the storage facility.
The mayor's meeting with residents on Village Day was pleasant, and the most active citizens received thanks and warm words of gratitude.
The municipal enterprises that provide housing and communal services in the Starostyn district are the municipal enterprise "Chuguyiv communal complex" and the municipal enterprise "Chuguyivvoda". The main issues that concern the population are road maintenance and repair, water supply, street lighting, and transport services.
Since 01.02.2023, water supply services in the village of Zarozhne and in the village of Tetleha have been provided by the KP "Chuguyivvoda". There have been noticeable positive changes in this regard: repairs to water supply networks are carried out in a timely and high-quality manner. I constantly cooperate with the water utility, monitor the pumping equipment, ensure that the residents of the village are provided with water, and conduct explanatory work on timely payment for the services provided. Preparatory work has begun with the BO "Inter SOS" on the possibility of building a well in the village of Zarozhne. Technical documentation has now been developed for the land plot on which the well is planned to be built. There are two cemeteries in the village of Zarozhne and in the village of Tetleha on the territory of the starostat. In the spring of 2025, a spring inspection was carried out to establish sanitary order in the cemeteries, sand was brought in. Employees of the Zarozhnianske municipal enterprise, village residents, and the Chuhuyiv communal complex joined the cleanup.
The issue of solid waste removal has been partially resolved. Two «shuttles» have been installed in the village of Zarozhne on Kharkivska Street and in the village of Zarozhne on Molodizhna Street. As the garbage accumulates, it is removed by a municipal enterprise. This helps to keep the settlement clean and tidy.
Street lighting has been restored. Transport links to the district center are available four times a week.
The development of sports and tourism, due to military actions, was suspended. But the youth under the guidance of a physical education teacher trained and even held football competitions. Smaleny T.V. also continued tourism work, if possible. This work contributes to the development of children, educates them, reduces negative manifestations among children and youth.
Despite the complexity of the population's life in wartime conditions, together with the villagers, they participated in activities to support the Armed Forces of Ukraine, namely: they transferred funds for material for weaving camouflage nets, joined in collecting warm clothes for the wounded, helped with the quartering of the military, participated in actions to support the military, and made personal transfers of funds to seriously wounded soldiers.
I thank the head of the Chuguyiv city military administration, Galina MINAYEVIY, her deputies, and heads of municipal enterprises for their cooperation and assistance in resolving issues of local importance in the Zarozhny district. I am grateful to the management of the PSP "Zarozhnyanske" and the AF "Zarozhne" for the assistance and cooperation provided. I thank the residents of the villages of Zarozhne and Tetleha for their help, understanding, and support in the most difficult times for the villages. I thank everyone who supports us, provides advice and assistance, and contributes to the protection and preservation of the country.
