Health screening 40+: procedure approved — Government decision

The Cabinet of Ministers of Ukraine has approved the procedure for implementing the "Health Screening 40+" program, which will be operational from 2026 and will allow Ukrainians aged 40 and older to undergo examinations and timely identify the risks of chronic diseases, monitor their health, and prevent complications that most often lead to disability or premature death. 

Cardiovascular diseases and sugar diabetes — these are the diseases that have the greatest impact on the deterioration of the quality of life of Ukrainians. And the great war "hits" our mental health as much as ever before. The risks of these diseases increase dramatically in people after the age of forty. 

Health screening 40+ is designed to make as many people as possible pay attention to their health, check it and be able to identify potential risks in a timely manner. For the implementation of this program, the state has allocated UAH 10 billion for 2026 - so that Ukrainians can undergo high-quality, comprehensive screening in a convenient place and at a convenient time. 

The Government has already approved the procedure for conducting the 40+ Health Screening. We explain what it entails.

What will the National 40+ Health Screening include? 

The 40+ health screening includes a questionnaire and assessment of individual risks (including cardiovascular disease, type 2 diabetes risk, and mental health status), a physical examination, and laboratory tests that show the functioning of the heart, blood vessels, and kidneys. 

After passing the screening, a person will receive personalized recommendations regarding lifestyle and health status. The doctor can also immediately prescribe certain medications if necessary. The state expands the list of medications that can be obtained free of charge or with a partial co-payment within the framework of the reimbursement program from year to year. «"Affordable medicines"» — now there are over 700 of them.

In particular, it concerns support for people with cardiovascular diseases and diabetes through the "Affordable Medicines" program. In 2024 alone, more than UAH 2.65 billion was reimbursed for insulin, UAH 29.9 million for test strips, and more than UAH 2.48 billion for drugs for the treatment of cardiovascular diseases, type 2 diabetes, and other chronic conditions. In 2025, this support increased: UAH 2.78 billion was already reimbursed for insulin, UAH 58.8 million for test strips, and UAH 2.53 billion for drugs for the treatment of cardiovascular diseases, cerebrovascular diseases, and type 2 diabetes.

How to participate in the National Health Screening 40+ program? 

Anyone aged 40 and over can become a member of the program. People will receive an invitation to undergo screening in the Diya application 30 days after their birthday. This applies to all Ukrainians aged 40 and over: whether you just turned 40, 50, or 60.

After the person accepts the invitation, they need to order a Diya.Card in the application or use their own, already issued one. In 7 days, funds will be credited to it - 2000 hryvnias. They can be used only for passing the 40+ Health Screening. 

Do you want to take care of your health and get tested, but don't use Diya? Then the algorithm for participating in the 40+ health screening is slightly different for you. 

In this case, it is enough to order a plastic card with a special account in certain banks 30 days after your birthday and contact the nearest ASN. They will help you submit an application, confirm your identity and indicate a special bank account. 2,000 hryvnias will be credited to it within 7 days to pay for the screening. Then everything will work the same as for Diya users: you choose a medical institution from the approved list and undergo a comprehensive examination.

In which medical institution can I undergo the National Health Screening 40+? 

You choose it yourself: regardless of your place of residence. You can undergo screening at any medical institution — state, municipal, or private — participating in the program.

The main thing is that the institution meets the requirements that allow for a truly high-quality examination. All requirements for medical institutions, a list of required documents, deadlines for submitting an application and the procedure for its consideration will soon be published by the National Health Service of Ukraine on its official website. It will also indicate how institutions should enter data on screening results into the electronic health care system.

Next, an official list of medical facilities that can conduct screening will be formed. We will publish this list separately and tell you where and how to choose a facility.

Why is it important to undergo the National Health Screening 40+?

It is after the age of 40 that people's risk of developing cardiovascular disease and diabetes begins to increase rapidly. 

More than 1.3 million Ukrainians have already been diagnosed with diabetes. Now imagine: the same number of people live with such a diagnosis and do not even know about it. One of the main reasons for disability in 2025 among Ukrainians this year was precisely circulatory system diseases: every fifth case falls on these diagnoses. And the full-scale war — as studies show — has led to the fact that up to ten million of our people may face mental health problems due to stress and losses. 

Screening is a simple and safe way to identify risk factors for non-communicable diseases early, which can develop unnoticed and manifest as complications. That is why people over the age of 40 are recommended to undergo such an examination even if they feel well.

We are all different: some get checked every year, some think «the disease can happen to someone, but not to me,» and some think «we will have to get checked somehow.» Unfortunately, this «somehow» is often delayed for years, and the disease does not happen to «someone.».
