Who is eligible for assistance?
Persons who, as of November 1, 2025, are:
- recipients of state assistance for children under guardianship or trusteeship – for each child who has not reached the age of 18 as of November 1, 2025;
- recipients of state social assistance for orphans and children deprived of parental care, persons from among them, including those with disabilities, who are in family-type orphanages and foster families - for each child who has not reached the age of 18 as of November 1, 2025.
One of the family members who, as of November 1, 2025, is:
- recipient of housing assistance for internally displaced persons – for each child registered as an IDP who has not reached the age of 18 as of November 1, 2025, and a person with a disability of group I from among IDPs;
- a single pensioner who receives a pension in an amount not exceeding 4 times the subsistence minimum for persons who have lost their ability to work, as of January 1, 2025, taking into account the amount of the care allowance in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 654 of July 16, 2008;
- recipient of state social assistance to low-income families - for each child who has not reached the age of 18 as of November 1, 2025.
IMPORTANTLY!
Recipients will receive a notification about their right to receive assistance via the Diya Portal mobile application or (if this is not possible) by telephone / through the personal account of the Pension Fund of Ukraine's electronic services web portal.
Payment of benefits is made according to the lists of persons entitled to receive such benefits, without the need for such recipients to additionally apply to the territorial bodies of the Pension Fund of Ukraine.
Assistance is provided to recipients in non-cash form exclusively for the purchase of clothing, shoes, and medicines.
The amount of assistance received is not taken into account when calculating the total family income for receiving all types of social assistance.
An application for assistance is made separately for each child.
If assistance is not received during November 2025, the recipient may apply to the territorial bodies of the Pension Fund of Ukraine by December 17, 2025:
- in electronic form using the mobile application of the Diya Portal (Diya);
- in paper form through the territorial body of the Pension Fund of Ukraine.
The amount of assistance is 6,500 hryvnias.
