
We remind you that on July 1, 2025, the internal administration of social benefits received by Ukrainians was transferred to the Pension Fund. Therefore, internally displaced persons can also contact the PFU service centers to apply for housing benefits.
From now on, it is the Pension Fund bodies that consider applications, make decisions, and calculate the payment of housing assistance to IDPs.
At the same time, the number of places where you can apply for housing assistance is not limited to the Pension Fund.
From July 1, 2025, IDPs can apply for residence assistance:
- through the Unified State Web Portal of Electronic Services (Action Portal) or the Action application for first-time assistance;
- to the service center of the Pension Fund of Ukraine, the Central Pension Fund or the executive bodies of village/settlement/city councils;
- by mail to the relevant body of the Pension Fund of Ukraine.
Who will provide housing assistance to internally displaced people?
The assistance will be provided directly by the Pension Fund.
It is important that nothing changes for recipients of benefits, so there is no need to apply for assistance again.
Where can I get a certificate of registration of an internally displaced person?
The procedure for issuing a certificate of registration of an internally displaced person, which is required for the assignment of housing assistance, has not changed.
To obtain the relevant certificate, you can continue to contact an authorized person of the local government body, the Central Administrative Center, or submit an application through the Unified State Web Portal of Electronic Services (Diya).
