
The Supervisory Board of the Energy Efficiency Fund has decided to resume accepting applications — and starting July 15, affected buildings in which condominiums have been established can again become participants in the “VidnovyDIM” Program.
The program is aimed at supporting apartment buildings that have suffered as a result of the armed aggression of the Russian Federation. It allows condominium associations not only to restore damaged housing to its original state, but also to improve its energy efficiency.
The new edition of the Program takes into account the achievements of previous stages and requests from participants. Among the main changes:
Key Program Updates
Increased maximum grant amount
The maximum grant amount that a condominium association can receive for one renovation project has been increased from UAH 8.8 million to UAH 10 million. This will allow for a larger scope of work and renovation of larger apartment buildings.
Expanded list of acceptable measures
The list of eligible activities for which you can receive a grant for repair work under the "RenovateDIM" Program has expanded.
From now on, with the funds received, you can:
– Install an individual heating point (for buildings with centralized heating that still do not have automatic coolant regulation). Thus, condominium associations can implement not only renovation, but also modernization measures for heating systems - to ensure efficient and comfortable heating. Importantly: The cost of this activity is not greater than the total cost of all other eligible activities within the Project, according to contractual prices or certificates of work performed.
– On facades with significant damage due to hostilities, old wooden translucent heating circuit structures (windows or balcony blocks of apartments) can be replaced even without visual signs of damage, if they are not energy efficient.
Compensation for technical supervision costs
The amount of the grant for technical supervision is 1.51% of the cost of construction work, which is paid for with grant funds. However, the total amount cannot exceed 80,000 hryvnias.
Importantly: The condominium association must directly contract an independent technical supervision specialist who will represent the customer during the construction process
Forensic examination of Acceptance Certificates of completed construction works
Certificates of completed work submitted to the Fund under the Program must necessarily undergo verification of the cost of the work by a state expert institution or a court expert.
In order for the application to be quickly checked and approved, it is important to perform the work qualitatively and in accordance with building codes, take detailed photographs, involve independent technical supervision, and also correctly draw up the acts and submit them for verification to qualified specialists.
New grant payment procedure: now 60/40 instead of 70/30
According to the updated terms of the "VidnovyDIM" Program, grant payments have been redistributed. Previously, after the application was approved, the condominium association received 70% of the amount in advance, now - 60% at the first stage and 40% - after the completion of the work.
The list of documents has been simplified and clarified
The requirements for technical reports on building inspections, certificates and photo documentation have been updated. Now they must be more accurate, structured and contain all the necessary information. In particular, the reports must clearly describe the volume of damaged structures. Photos must be of high quality, taken from the correct angles and with a reference to the object to clearly show what exactly was restored and how. The photos must reflect the materials and work performed, and the condition of the structures before and after repair must be recorded.
