
The government has introduced a new type of financial support for parents whose children are entering first grade – the «Student Package.» Under this program, parents of children enrolled in first grade in the new school year will be able to receive a one-time cash benefit of UAH 5,000.
A one-time cash benefit will be assigned to each student enrolled in the first grade of an educational institution. The recipient of the cash benefit is one of the parents or another legal representative, who are citizens of Ukraine, of a student enrolled in the first grade of an educational institution and who is a citizen of Ukraine.
The Children's Service of the Kharkiv Regional State Administration draws attention to the fact that a one-time cash benefit is assigned to each child who is enrolled in the first grade of an educational institution in the new academic year for a full-time, blended or distance (online) form of education. Restrictions are set only if the first grade student has gone abroad or is in temporarily occupied territories. In this case, the benefit is assigned in the event of the return of first grade students from abroad or such territories.

In accordance with the provisions of the Resolution of the Cabinet of Ministers of Ukraine dated July 7, 2025 No. 809 «Some Issues of Providing One-Time Cash Assistance to First-Grade Students “Student Package”», starting from July 15, 2025, the Pension Fund of Ukraine will receive lists of first-grade students and their parents/legal representatives from the Ministry of Education and Science of Ukraine. After verifying the data, parents/legal representatives will be informed via the Diya mobile application about the possibility of receiving one-time cash assistance.
How to get help?
An application for payment can be submitted until November 15, 2025 via the Diya mobile application.
Parents/legal representatives who do not have the appropriate technical capabilities submit an application to the service center of the territorial body of the Pension Fund of Ukraine in paper form.
What can the assistance be used for?
Assistance is provided to the recipient in non-cash form (and is credited to a special account opened in one of the authorized banks) exclusively for the purchase of school supplies, children's clothing and footwear for the student from business entities whose field of activity is the trade in school supplies (stationery), children's clothing and footwear.
What to do if you don't have a special bank account?
Citizens who previously received payments under state social support programs ("eSupport", National Cashback "Made in Ukraine", "Winter Support", "Baby Package", etc.) do not need to open a special account.
However, if a person does not currently have an active special account, they can contact one of the authorized banks to open one (according to the IBAN standard). Services related to opening and maintaining such an account are provided free of charge.
By what time do you need to spend the money?
One-time cash assistance funds are used within 180 calendar days from the moment they are credited to a special account.
