The signing of the agreement took place as part of the participation of the Head of the Chuguiv City Military Administration, Halyna Minaeva, in the Second Swedish-Ukrainian Municipal Partnership Forum at the invitation of the Polaris Program "Support for Multilevel Governance in Ukraine", Salar International, and the Cities4Cities initiative.
The start of the cooperation was laid during the URC2024 conference on the reconstruction of Ukraine, where Halyna Minaeva met with the Swedish Minister of Migration, Johan Forsell, and drew his attention to the potential of Ukrainian communities. Within a month, the municipality of Danderyd expressed interest in cooperation with Chuguev.
The first online meeting between the communities took place in August 2024. The parties presented their communities and outlined common interests, including cultural exchanges, sustainable urban development, support for education and healthcare, and increasing community resilience to crises.
The memorandum provides for multifaceted cooperation - from organizing youth exchanges to implementing projects in the field of urban development and spatial planning, which opens up new opportunities for inter-municipal dialogue, exchange of experience, and joint initiatives.

Danderyd has a thriving business community, although a significant portion of the population commutes to central Stockholm. The municipality consists of four local areas – Danderyd, Dürsholm, Enebyberg and Stocksund – and is an important medical hub for northern Stockholm thanks to the large hospital Danderyds sjukhus. The chair of the Danderyd municipal executive committee since September 2024 has been Johanna Hornberger, a politician with many years of experience in local and national government, focusing on urban development and youth policy.
