
Despite the fact that large-scale Russian aggression against our country continues, the rehabilitation of children is extremely urgent and important now. After all, stress, staying in shelters, and forced relocation have left some children with psychological and physical trauma.
According to preliminary data received from authorities and local governments, owners (founders), and managers of children's health and recreation facilities, due to Russian aggression, the proximity of possible and active hostilities, and the threat of missile strikes on the territory of the Kharkiv region and the city of Kharkiv, the opening of children's health and recreation facilities in the Kharkiv region and the holding of a health campaign in 2025 are not planned.
However, children's health and recreation can be organized in other regions of Ukraine or abroad.
It is useful for parents who send their children for recreation and recreation to know that the State Sanitary Rules and Regulations "Establishment, Maintenance and Organization of the Mode of Activity of Children's Recreational Facilities" DSanPiN 5.5.5.23-99 provide for:
- The operation of children's health and recreation facilities is possible only if there is an Act of Acceptance of a children's health camp signed by all members of the commission, which contains a conclusion on the possibility of the facility's operation (clause 2.1 of section 2). Therefore, before sending a child for health and recreation, it is necessary to find out whether the facility has a signed Act;
- Children are admitted only if there is a conclusion on the possibility of the child's stay in a children's health and recreation facility, which is provided by a medical worker of an educational institution or healthcare institution, which must be contacted to undergo a medical examination and obtain a medical certificate for a child leaving for a children's health and recreation facility (Appendix 12 - form 079o "Medical certificate for a schoolchild going to a children's health camp");
- the medical certificate must indicate the state of health, the presence of allergic diseases, past infectious diseases (measles, scarlet fever, whooping cough, mumps, viral hepatitis, chickenpox, dysentery), vaccinations (against diphtheria, whooping cough, tetanus, measles, viral hepatitis, BCG, tuberculin tests in dynamics, etc.) with an indication of the dates of their conduct, the results of the examination for pediculosis and scabies, the presence of a certificate of no contact with infectious patients, physical development, physical education group, recommended regimen (clause 12.3.1 of section 12, appendix 12);
- The results of the children's stay at the camp are noted in the medical certificate, which is returned to the student for transfer to the school doctor or clinic; in the case of transmission of the disease, the medical certificate indicates the diagnosis and duration of the illness (clause 12.4 of section 12).
In the event of deviations in the child's health, parents must inform the doctor of the health and recreation facility and the educators.
In addition, before going to a health and recreation facility, parents should have a conversation with their child about the mandatory observance of the daily routine there; fulfilling the requirements of educators and medical staff; prohibiting unauthorized leaving the facility and swimming in water bodies or a pool; in case of health problems, notify educators and medical staff.
When sending children to a health and recreation facility, it is necessary to provide them with personal hygiene products, warm clothing in case the air temperature drops, light, closed clothing for evening walks, trips, hikes in the forest, comfortable shoes (preferably several pairs), and a hat.
What should not be given to a child at a health and recreation facility:
- medicines – each suburban institution is provided with the necessary medicines and medical equipment, and qualified medical personnel, including a doctor, work around the clock;
- Food products – in rural health and recreation facilities, the cost of food allows children to be provided with a full, varied diet.
