By order of the head of the Chuguiv city military administration No. 1224 on August 30, 2024, I was approved for the position of starosta of the Kochetotsky starosta district. In accordance with the order of the mayor No. 319-0 dated September 02, 2024, I began to exercise my powers on September 2, 2024. I exercise the functional powers of the starosta, primarily so that the interests of all residents of the village in the territorial community are properly represented, so that the social, household and other needs of the residents of the village are satisfied, so that problems of local importance are resolved quickly, openly, and clearly. It is taking into account these criteria for the work of the starosta that I organized my work. In accordance with the Law of Ukraine "On Local Self-Government in Ukraine", I must report on the work carried out for the past year. For your attention, a report on my work for the period from September 2, 2024 to December 31, 2024.
The number of residents of the village as of January 1, 2025 is 3,996 people. Of these, 992 are internally displaced persons who permanently reside in the territory of the Starostyn district.
The workplace of the headman is a separate administrative building, which is located in the village of Kochetok on Osinnia Street. Together with the headman, the administrator of the Center for Providing Administrative Services of the Chuguiv City Council Kadygrob Elena Alekseevna works in the premises. The premises meet the necessary sanitary and functional standards, there is the necessary furniture and technical equipment for the work of officials. For visitors, proper conditions for staying in the administrative building have also been created.
In accordance with her powers and duties, the headman received citizens daily, despite the established schedule. During the year, she was concerned with the problems of citizens that arose due to the full-scale invasion of the aggressor country. Together with the village activists, the city council leadership, and concerned citizens, she resolved the issues of life support in the Kochetotskyi headman's district:
- providing the village with humanitarian aid,
- providing internally displaced persons with housing and their registration,
- improvement of the settlement, removal of solid waste, others.
During the year, she carried out all the instructions and orders of the mayor regarding the life of the settlement and the work of the headman as an official.
During the reporting period, she did not allow any actions or inactions in the district that could harm the interests of residents. Together with the children's service of the executive committee, she participated in the inspection of families in difficult life circumstances. During the year, she kept large families and families of internally displaced persons with children under control in order to ensure that they received timely humanitarian assistance and social services.
Together with the police station officers, they reviewed citizens' complaints regarding violations of the rules of improvement by the village residents and other content of the complaint.
Cooperated with the tax service regarding notifications of land tax payments to payers who have land plots in the Starostyn district.
Responses were provided to notaries' requests; household characteristics for residents of the village; acts of inspection of citizens' living conditions for submission to social services, etc. All requests, in which deadlines for the execution of the document were indicated, were answered on time.
During the reporting period, the village headman issued 267 certificates of various contents.
During 2024, the administrator of the Administrative Services Center of the village of Kochetok received documents from 1,649 subjects of appeals on the provision of administrative services, of which: 148 - to the Citizen Service Department No. 19 (service center) of the Main Department of the Pension Fund in the Kharkiv region, 405 - to the Department of Social Protection of the Population of the Chuguiv City Council, 388 - to the Department of Housing and Communal Services of the Chuguiv City Council, 153 appeals for registration/deregistration of a person's place of residence, 81 extracts from the Register of the territorial community for registration of a person's place of residence were provided, 253 certificates of registered persons in a residential building, updating personal data of conscripts, military conscripts and reservists - 148, 34 appeals for providing a certificate of the circle of persons who were registered with the deceased person on the day of his or her death (for the notary office).
During the year, the following worked in the district: Chuhuyevo-Babchansky Forestry Vocational College, Kochetok Gymnasium, general practice family medicine outpatient clinic in the village of Kochetok, Chuhuyevo City Center for Primary Medical and Sanitary Care, Kochetok Sanatorium School, Kochetok Production Municipal Enterprise for Water Supply and Sewerage, Water Treatment Complex "DONETS", a separate subdivision of the Municipal Enterprise "KHARKIVVODOKANAL", State Enterprise "Chuhuyevo-Babchansky Forestry", other enterprises, shops, Ukrposhta branches, Nova Poshta branches.
Agricultural enterprises in the Starostyn district also continued to function during the year thanks to the professional management of agricultural managers. All agricultural lands were cultivated and the crops were harvested on time.
During the year, shops operated in the village: 6 grocery stores, 4 food pavilions, a household goods store, and a well-equipped place for selling products grown by residents (a market) functioned. All necessary goods were delivered on time and of good quality. No complaints about the work of retail establishments and their sellers were received from residents to the village headman.
During the year, medical services were provided by one family doctor, a therapist, two nurses, and a junior nurse. Residents have only positive feedback about the provision of medical services by the medical staff.
In a dormitory located in the village, which was damaged by enemy shelling in 2022, with the support of the Chuguiv City Military Administration and the Angels of Salvation Charity Foundation, new metal-plastic windows in living rooms and doors in entrance groups were installed.
With the support of the Chuguiv City Military Administration, a major renovation of the premises of the family medicine outpatient clinic in the village of Kochetok was carried out, which resulted in the opportunity to receive patients by family medicine doctors and therapists in comfortable conditions for both patients and doctors. Also, in cooperation with the Czech Republic (Medical equipment company COMEDEQ), the gynecologist's and day surgery offices in the family medicine building were equipped with the most modern medical equipment.
Thanks to optimization, comfortable conditions for work and reception of subscribers of the Kochetok VKVCG were created. The library of the village of Kochetok was moved to a modern building. Thus, the library became accessible to people of all categories, including people with disabilities. In cooperation with the USAID Program «Decentralization Brings Better Results and Efficiency (DOBRE)», a rallying event was held in the library of the village of Kochetok, the participants of which were representatives of three headmen of the Chuhuiv community, the result of the event was the replenishment of the library's book collection and the creation of a reading corner in the library of the village of Kochetok for a total amount of 27,000 UAH.
With the support of the Chuguiv City Military Administration in cooperation with international organizations Zaporizhia Charitable Foundation "Unity for the Future", Estonian Refugee Council, Non-profit Organization "Charitable Foundation "SOLIDAR SWISS UKRAINE", HENDICAP INTERNATIONAL, more than 100 households were provided with material assistance to get through the winter period, including material multi-purpose one-time assistance to persons with disabilities.
During 2024, cooperation with the international organization Premier Urgence AIDE Medicale International continued in the form of consulting assistance from a general practitioner, psychologist, and social worker for residents of the village of Kochetok.
Until September 2024, the project "Support Space for Women and Girls" was implemented in the district together with the organization "Green-Landiya" in partnership with the International Rescue Committee (IRC). As part of the project, the Space provided psychological and legal support to women and girls, and also held various events, namely art therapy master classes, information sessions on combating and preventing gender-based violence, information sessions on women's health, and group consultations with psychologists aimed at stabilizing the psychological state of community residents.
In the administrative building of the starostat, a project from the UN IOM Migration was implemented, co-financed with the Chuguiv City Military Administration, to re-equip and expand the services of the Central Administrative Center (replacement of office equipment, furniture, installation and purchase of safes), and to equip a bathroom in the starostat building, taking into account accessibility for all categories of the population.
The cooperation between the Chuguiv City Military Administration and the Chuguiv-Babchansky Professional Forestry College on the placement and support of internally displaced persons from combat zones continues; currently, 54 people from the Kupyansky, Izyumsky, and Vovchansky districts of the Kharkiv region and Donetsk region live in the MCP on the basis of the college. In cooperation with the NGO "MOLODIYI" and Helvetas Swiss Intercooperation, 2 energy efficiency projects have been implemented in the MCP, namely: replacement of thermal communications in the dormitory, installation of energy-saving metal-plastic windows in the dormitory. Assistance from other funds has also been attracted.
In 2024, work was carried out to ensure that residents of the starosta received humanitarian aid in the form of cash from the UN World Food Program from the 100% Life Foundation.
In cooperation with the Chuguiv City Military Administration and the Program USAID «Decentralization brings better results and efficiency"» (GOOD)» In the village of Kochetok, a trading platform was reconstructed and trading platforms were created for the development of local small and medium-sized businesses.
During the year, she carried out all the instructions and orders of the head of the Chuguiv city military administration regarding the vital activities of the starostat. In accordance with her duties, she daily monitored the improvement of the settlement and took measures to maintain it in proper condition.
With the support of the management, the following measures were carried out to improve the village:
– timely removal of solid household waste is ensured,
– gravel was poured on the roads on the village streets, almost 500 tons of gravel were brought in,
– road grading has been completed,
– anti-icing materials have been imported for a sustainable winter period,
– roads were cleared of snow and roads were sprinkled with snowsearched–saltнwith this mixture.
In the spring, residents of the village, employees of institutions and enterprises took an active part in the "Green Spring" improvement campaign. The result of the campaign was the landscaping of the territories of the Kochetok school and the outpatient clinic. Garbage collection near the monument to the fallen soldiers, improvement of the sanitary condition of the village cemeteries, clearing of thickets and garbage from the forest belt, elimination of natural landfills.
The worker of the landscaping and improvement section of the Chuguyiv Municipal Complex took an active role in the improvement activities. During the year, the worker diligently performed his duties and brought order to the territory of the village, namely:
– weekly cleaned up garbage on the streets of the village, children's and sports grounds, public transport stops, and near garbage cans,
– arranged the territory near the monument to the soldiers who died in World War II and the monument to the victims of the Holodomor,
– mowed grass and removed overgrowth in public areas;
– cleared snow and ice from public areas (stops, stairs, sidewalks), performed other landscaping work.
One of the indicators of the proper sanitary condition of a settlement is the provision of quality services for the removal of solid household waste. Services for the removal of solid household waste are provided by the KP "Chuguyiv Communal Complex". The service provider diligently fulfills its duties. Twice a week, a garbage truck comes and removes garbage from the tanks. Once a week, yard-by-yard garbage collection is carried out. Village residents are satisfied with the work of the CKC employees.
Water supply services in the village of Kam'yana Yaruga are provided by the Donets Water Treatment Complex, a separate division of the Kharkivvodokanal utility company. Services for water drainage, heat supply, and maintenance of water supply networks are provided by the Kochetotsk Production Utility Enterprise of Water Supply and Sewerage. Despite the significant wear and tear of the networks, the enterprise provides its services and responds in a timely manner to emergency situations on the networks.
During the year, I worked closely with the management and dispatcher of the Chuhuyiv district of the Kharkiv Electric Networks JSC on issues of providing the population with high-quality electricity supply, on issues of planned power outages in the settlement. I brought all the necessary information to the heads of enterprises and organizations of the village personally via telephone messages, and for the residents of the village - using local chats.
Due to the security ban on mass gatherings, cultural and sports events in the village were held in the shelter of the Chuhuyevo-Babchansky Forestry Vocational College in accordance with legislative and safety regulations. With the assistance of the management of the ChMVA, entertainment events were organized for children on Children's Day and during spring vacation.
Three social workers from the territorial social service center (provision of social services) of the Chuguiv City Council worked and are working in the district. During the reporting period, they served 28 residents of the village, including internally displaced persons.
During the year, the village council organized work to involve residents in helping the Armed Forces. Kochetov residents made trench candles, knitted warm socks, joined in collecting warm clothes, goodies, purchased chemical heating pads, and much more. Entrepreneurs of the village actively help the Armed Forces in buying tires for cars, repairing cars, repairing and purchasing chainsaws, and purchasing tools.
My activities were open and transparent. I was in constant contact every day, every minute, with the heads of enterprises located in the village, with fellow villagers and displaced persons. Almost every resident has my phone number and, if necessary, every resident can call. During the year, I communicated with residents in the premises of the village headman's office and outside it. I also maintained contact with them via мplaintiff chats.
