The Resolution of the Cabinet of Ministers of Ukraine dated 13.12.2024 No. 1432 approved the Procedure for providing internally displaced persons with compensation for damaged/destroyed real estate objects as a result of hostilities, terrorist acts, sabotage caused by the armed aggression of the Russian Federation against Ukraine (hereinafter referred to as the Order).
In accordance with paragraph 2 of the said Procedure compensation first and foremost provided internally displaced persons (hereinafter referred to as IDPs), who are registered internally displaced persons and found themselves in difficult life circumstances.
Compensation is provided for destroyed objects real estate, regarding which authorized body approved in accordance with the Procedure for providing compensation for destroyed real estate objects, approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 30, 2023 No. 600 (as amended), decision on compensation for destroyed real estate.
Compensation for IDPs can to receive on condition that:
- the destroyed home was the only home in the property citizen and is located in controlled territory Ukraine;
- ownership for destroyed housing registered in the State Register of Property Rights;
- a citizen has current information internally displaced person.
If an IDP meets these criteria and has already received compensation for destroyed housing under the e-Reconstruction program in the form of a housing certificate and has submitted an application for booking funds, she will receive a notification about the successful booking of the certificate and will have 30 days to sell it and purchase a new home.
If an IDP has a certificate but has not yet applied for funds under it, they can do so through the portal or app "Diya" or the Central Assistance Center. Within 5 business days, the person will receive confirmation of the availability of funds under the certificate (processing of newly created certificates may take longer).
If an IDP has not yet applied for compensation under the eRecovery program, but meets the criteria, they can apply through the portal or app "Diya" or the ASC.
Compensation lists are generated automatically, based on the data specified in the internally displaced person's certificate.
