Report of the Chuhuyiv District Police Department of the Main Police Department in Kharkiv Region on the results of work in 2024

The Chuhuiv RUP of the Main Police Department in the Kharkiv region exercises its powers directly and through subordinate structural units and territorial (separate) departments formed in accordance with the established procedure: Police Department No. 1 of the Chuhuiv RUP of the Main Police Department in the Kharkiv region, Police Department No. 2 of the Chuhuiv RUP of the Main Police Department in the Kharkiv region and the water police sector of the Chuhuiv RUP of the Main Police Department in the Kharkiv region.

Chuguyiv district borders Kharkiv, Kup'yansky, Izyumsky, Lozovsky, Berestynsky districts and the border with the Russian Federation. The district includes: Chuguyiv, Vovchansky, Zmiivsky urban communities and Malynivsky, Novopokrovsky, Pechenizhsky, Slobozhansky, Starosaltivsky and Chkalovsky settlement territorial communities. The total number of settlements is 225. The area of the district: 4746 km².

In 2024, the activities of the Chuguivskyi district police were carried out under conditions of increased workload, which was associated with the performance of both direct functions to combat crime and the performance of tasks to repel and deter armed aggression of the Russian Federation.

Military aggression led to the mass commission of war crimes by the military personnel of the armed forces of the aggressor country, including in the temporarily occupied territories of the Kharkiv region, partial occupation of the territory of service of the Chuhuiv RUP of the Main Police Department in the Kharkiv region and the conduct of active hostilities (Vovchansk urban territorial community of the Chuhuiv district), constant rocket and artillery shelling, air bombing, which continue to this day, a significant increase in the number of weapons and ammunition among the civilian population, the destruction of critical infrastructure facilities, primarily energy, the blocking of logistics channels, the destruction of the housing stock of settlements and industrial facilities, an increase in spending on military and reconstruction needs, mass displacement of refugees, an increase in unemployment and, as a result, a deterioration in the financial and economic situation of the population of the district.

However, despite the destabilizing factors, as well as the constant involvement of the personnel of the Chuhuiv RUP in the performance of territorial defense tasks, ensuring and implementing measures of the legal regime of martial law, in particular, documenting war crimes, providing police services to ensure public safety and order, protecting human rights and freedoms, as well as the interests of society and the state, combating crime and providing, within the limits determined by law, services to assist persons in need of such assistance, serving at checkpoints, responding to applications and reports in war conditions, participating in evacuation measures and demining measures of deoccupied territories, etc., the police units of the Chuhuiv RUP of the Main Police Department in the Kharkiv region maintained the security situation in the district at an adequate level.

In 2024, uninterrupted operation of the duty units was ensured in conditions of their overload. In the period from 01.01.2024 to 31.12.2024, 37308 applications and reports of criminal offenses and other events were registered in the territory of the Chuguyiv district. The workplaces of the duty units are equipped with all the necessary equipment for a high-quality and prompt response.

In 2024, investigators and interrogators of the Chuguiv RUP of the Main Department of National Police in the Kharkiv region initiated more than 836 criminal proceedings on the facts of crimes committed on the territory of the country by servicemen of the Russian Armed Forces and their accomplices.

Among such crimes are violation of the laws and customs of war (Article 438 of the Criminal Code of Ukraine) – 787, justification of the armed aggression of the Russian Federation against Ukraine, glorification of its participants (Article 4362 of the Criminal Code of Ukraine) – 1, encroachment on the territorial integrity and inviolability of Ukraine (Article 110 of the Criminal Code of Ukraine) – 1, collaborationist activities (Article 111-1 of the Criminal Code of Ukraine) – 46.

A total of over 393 criminal proceedings have been transferred to the SBU for investigation, and 9 have been sent to court. Today, pre-trial investigations are ongoing in almost 698 criminal proceedings of this category.

During the documentation of war crimes in the Chuguiv district, 304 citizens were declared missing. 83 citizens were also found, including 34 military personnel and 49 civilians, including 2 children.

Particular attention is paid to persons who collaborate with the enemy in the interests of the aggressor state. Thus, in police department No. 1, police department No. 2 and Chuguiv RUP, 35 criminal proceedings were initiated on the facts of collaboration activities (Article 111-1 of the Criminal Code of Ukraine), in which 5 persons were notified of suspicion of committing 5 criminal offenses.

The Chuguiv District police also use a set of measures to counter sabotage, intelligence and terrorist groups.

The participation of police explosives service units in the survey of deoccupied settlements of the Chuguiv district and adjacent territories was ensured in order to identify dangerous objects, explosives, ammunition, and weapons.

In 2024, 75 police officers were involved in ensuring public safety and order, protecting human rights and freedoms, responding to applications and reports, serving at checkpoints and protecting important facilities in the Chuguiv district every day.

Police officers of the Chuguiv RUP, together with volunteers, carried out evacuation measures for citizens, including children, from areas close to the zone of active fighting, namely the Volchansk urban territorial community of the Chuguiv district, to safer places in the region. In total, 3,572 people were evacuated in 2024, including 290 children. Evacuation took place only with relatives or one of them. Rescue operations to evacuate families to safe places and the organization of assistance for them are constantly monitored. Police officers constantly explain to adults their rights and obligations regarding children and the mechanism of mandatory evacuation.

In particular, the implementation of the "Community Police Officer" project is ongoing, which aims to provide each territorial community with a police officer who works and lives on its territory.

The main goals of this project are to build sustainable cooperation with the community to create a shared safe environment, integrate the police into society, meet the security needs of citizens, involve all stakeholders in the partnership, and effectively and consolidatedly solve local community problems.

Today, the project "Community Police Officer" is being implemented in 9 communities of the Chuhuyiv district, namely: Chuhuyiv, Zmiiv and Vovchansk urban territorial communities, Maliniv, Novopokrov, Slobozhansk, Starosaltiv, Chkaliv and Pecheniz settlement territorial communities. In order to provide high-quality services to the population in terms of forming and ensuring a safe space, 7 community police officers (23 in total) were selected from active police officers and trained at higher educational institutions of the Ministry of Internal Affairs.

At the same time, in order to provide quality police services in territorial communities and create appropriate conditions for the work of community police officers, with the assistance of local self-government bodies, 2 police stations were opened in 2024, the maintenance of which is carried out at the expense of local budgets. Currently, a total of 9 police stations operate in the district, and 3 service vehicles have been purchased.

A video surveillance system is being developed, in 2024, work was carried out with communities in the Chuguivsky district on the formation of a safe space, the implementation, development and expansion of video surveillance systems, and was also included in most programs to ensure public safety and order. As a result of the work carried out, a video surveillance complex with an intelligent component (the function of recognizing vehicle license plates) was installed with integration into the TIN. Currently, the police units of the Chuguivsky RUP have access to 70 video cameras, of which 2 video cameras with an intelligent component. The installed cameras operate around the clock and have high resolution.

Currently, the video surveillance system has proven itself on the positive side and has proven its effectiveness for the safety of citizens' residence, changes in the criminal environment, prevention and counteraction to possible threats to the interests of the state, increasing the efficiency of responding to emergencies, providing criminal and administrative proceedings with evidence, enhancing road safety, increasing the level of detection of offenses, strengthening defense capabilities, and strengthening security measures.

During 2024, investigators of Police Department No. 1, Police Department No. 2, and Chuhuiv RUP of the Main Police Department in Kharkiv region registered 2,664 criminal offenses in the ERDR, which is 60.21% more than in 2023 (1,663).

There is a decrease in the number of certain types of criminal offenses committed against the life and health of people, as well as against property, in particular murders - by 17% (from 12 to 10), illegal seizure of vehicles - 44% (from 9 to 5), including illegal seizure of cars - 60% (from 5 to 2), illegal handling of weapons, ammunition or explosives - 8% (from 39 to 36), violation of road safety rules or transport operation by persons driving vehicles - 18% (from 34 to 28).

At the same time, 8% more criminal offenses (873) were solved. All serious bodily injuries (out of 12), murders (out of 10), criminal offenses against sexual freedom and sexual integrity (out of 7), robberies (out of 6), hooliganism (out of 3), thefts from apartments (out of 10), illegal seizure of vehicles (out of 10), 91% robberies (10 out of 11) committed in 2024 were solved.

In general, the effectiveness of solving some types of criminal offenses has increased compared to 2023, +2% thefts (233), in 2 years fraud (110), in 2 years hooliganism (3), +45% theft from economic structures (26), +2% serious bodily injuries with death (5).

During 2024, police operatives carried out urgent measures to search for missing persons, including under special circumstances. Thus, last year, relevant cases were opened and searches were carried out against 292 people. The location of 76 citizens was established. In addition, 31 children were returned home within 24 hours without opening a relevant case.

In 2024, 36 facts of illegal handling of weapons were identified, of which 4 facts of weapons sales, which is associated with a significant increase in the number of weapons among the population, in particular captured weapons, due to the continuation of hostilities on the territory of the state. More than 92 firearms were seized from illegal circulation, including 2 assault rifles, more than 6.8 thousand ammunition of various calibers, 21 grenades and fuses for them, 32 explosive devices, 463.5 kg of explosives.

Employees of the sector for control over the circulation of weapons of the Chuguivsky RUP of the Main Department of National Police in the Kharkiv region, within the framework of the National Program, carried out measures to ensure that citizens declare firearms and ammunition for them, as well as measures to identify weapons that are wanted and withdraw them from illegal circulation. Thus, since the beginning of the measures, namely from 11/25/2024 to 12/31/2024, 32 units of unregistered weapons were declared, including 13 assault rifles, 1 pistol, 4 carbines and rifles, 14 smoothbore rifles and 1280 cartridges of various calibers. Also, during this period, 6 grenades, 1 (200 g) TNT bomb and 1548 cartridges of various calibers were voluntarily surrendered.

Work has been intensified to combat criminal offenses in the field of illegal drug trafficking. Compared to 2023, the number of detected drug crimes increased by 67% (from 125 to 209).

93% more drug crimes were revealed (from 86 to 166), including a 9% decrease in drug sales (from 106 to 96).

More than 6,157 grams of narcotic substances were seized (including 6,151 grams of cannabis, 2 grams of methadone, 2 grams of cannabis resin), more than 27 grams of psychotropic substances (including 26 grams of "designer drugs", 1 gram of amphetamine), 1 liter of precursors, 1 liter of hydrochloric acid, 105 narcotic plants (hemp).

A set of measures is being taken to combat criminal offenses in the economic sphere.

9 criminal offenses in the field of economic activity were registered, 2 persons were reported as suspected of committing economic criminal offenses, and 2 criminal proceedings were sent to court.

The development of a system for preventing and combating domestic violence and gender-based violence continues. During 2024, 1,262 applications and reports of offenses and other events related to domestic violence were registered.

As a result of responding to such reports, 544 administrative protocols were drawn up under Article 173-2 of the Code of Administrative Offenses and pre-trial investigations were initiated into 9 criminal offenses related to domestic violence, and pre-trial investigations were completed into 4 proceedings.

Juvenile police officers of the Chuguiv RUP during 2024 drew up 236 administrative protocols - 216 protocols on adults, of which: 145 protocols under Art. 184 of the Code of Administrative Offenses (failure of parents to fulfill their duties), 4 protocols for the sale of alcoholic and low-alcohol beverages to minors, Part 2 of Art. 156 of the Code of Administrative Offenses, 48 protocols under Art. 173-2 of the Code of Administrative Offenses (domestic violence), 13 protocols under Art. 180 of the Code of Administrative Offenses (bringing a minor to a state of intoxication), 20 protocols against minors: 10 protocols under Art. 178 of the Code of Administrative Offenses (drinking beer, alcoholic, low-alcohol beverages in places prohibited by law or appearing in public places in a drunken state, 3 for committing petty hooliganism, Art. 173 of the Code of Administrative Offenses, 5 for committing domestic violence, Art. 173-2 of the Code of Administrative Offenses.

Together with representatives of children's services and education departments, 35 raids were conducted, during which 15 minor offenders were identified. 83 conversations and speeches on legal topics were held in educational institutions in the service area and with minors on the following topics: "Preventive measures against the sale of alcoholic beverages to minors", "Dangerous water", "STOP drugs", "Conducting lectures in primary schools", "Children's rights", "Bullying", "Recruitment", "Safe Internet", "Counteracting violence and how to protect yourself during online communication", participated in the national-patriotic event "Unity for safety", introduced children to the mobile safety class.

Police officers of the Chuguiv District Police Department regularly participate in charity events and take the initiative to become blood donors. In the conditions of a full-scale Russian military invasion, the need for donated blood is extremely great. Often, this is not only to support our military, but also to help civilians who find themselves in difficult situations. We feel a responsibility to everyone who needs help and are ready to do everything possible to provide support. Being a donor is a small but extremely important contribution to the Victory of Ukraine, our common Victory. Every drop of blood can be decisive for someone's life. We believe in the power of joint action and support, and we maintain our faith in Ukraine and the Ukrainian people. And, of course, we believe in the Armed Forces of Ukraine and the fighters of other units and formations of the security and defense forces. Together we are strong!
