
On January 31, 2025, the Cabinet of Ministers of Ukraine adopted a resolution introducing the pilot project "Side by Side: United Communities", the Ministry of Community and Territorial Development reported.
The project aims to strengthen cooperation between frontline outpost communities and partner communities in the rear. This solution is aimed at strengthening the unity of the country, overcoming the consequences of the war, and supporting the livelihoods of communities in the most difficult conditions.
The project involves creating cooperation mechanisms that will help outpost communities receive the necessary support: from humanitarian assistance to infrastructure restoration, economic development, and improving the quality of services for local residents.
«"This project is about solidarity and mutual assistance. Outpost communities located within a 100-kilometer zone from the contact line or the border with the Russian Federation can count on support from logistics partners in the form of humanitarian, social, medical, logistical and financial assistance. Now this can be done through the conclusion of special agreements under which assistance will be provided. This will allow restoring institutional capacity, supporting the livelihoods of communities, carrying out reconstruction work and ensuring the basic needs of people.
"Within the first stage, 111 communities have already joined forces, signing memorandums of cooperation and building joint action plans. The next stage is to involve another 150 communities, and the final goal is to provide partner support for each outpost community. Together we are building a strong, united country," said Oleksiy Kuleba, Vice Prime Minister of Ukraine - Minister of Community and Territorial Development.
The resolution also approves the procedure for implementing the pilot project and a standard form of a memorandum of cooperation between communities. The project will involve territorial communities from all regions of Ukraine.
