Disability and Deferral of Mobilization: Who Really Needs to Be Re-Examined in the New Evaluation System

Recently, fakes have been spreading that people with disabilities will be mobilized from January 1, 2025 due to the elimination of MSEKs and the alleged automatic cancellation of disability status. The Ministry of Health of Ukraine provided official information and explained how everything will actually happen.

All people with disability status will continue to receive benefits, services, assistance, and deferral from mobilization, based on the conclusion of the MSEC for the duration of its validity.

The information that all disabled men aged 25-60 must undergo a disability review is NOT true.

This category of people will undergo a re-examination only if they were supposed to undergo it during 2022-2024, but were unable to for good reasons and in accordance with exceptions in the legislation during martial law.

Both the MSEC and the expert teams of practicing physicians who will replace them from January 1, 2025, establish or cancel disability solely on the basis of the grounds and criteria defined in the legislation.

What will remain unchanged? Disability status guarantees deferral from mobilization, access to benefits, social guarantees, and assistance.

How will the process change? Instead of the MSEC, expert teams of doctors will work from January 1, 2025. They will assess a person's daily functioning transparently and according to clear criteria.
