The Kharkiv Regional CCC and the Joint Venture explained who and where has the right to serve a summons

A summons is an official summons to the CCC and the SP. Failure to appear at the CCC and the SP upon summons entails administrative and criminal liability.

In the event that a reservist or conscript has updated their credentials after the 60 days allotted by law to update their credentials, the summons may be sent to the address of residence indicated by the reservist or conscript when updating their credentials.

If a reservist or conscript fails to specify his/her address of residence within 60 days, the summons may be sent to his/her registered/declared address of residence.

During mobilization, citizens may be summoned to district territorial recruitment and social support centers or their departments for the purpose of: being registered for military service; undergoing a medical examination to determine suitability for military service; clarifying their personal data, military registration document data with military registration data from the Unified State Register of Conscripts, Military Obligees; being called up for military service during mobilization and sent to places of military service;

The day of appearance upon summons of a reservist or conscript from a settlement that is the administrative center of the region is determined within seven days, and from other settlements - within ten days from the date of sending the summons by registered mail with a description of the attachment and a notification of delivery.

Representatives authorized to serve summonses notify citizens both independently and as part of notification groups.

Summonses are served 24 hours a day at the address of the place of residence or the address of the declared/registered place of residence, work, study, in public places, public buildings and structures, places of mass gathering of people, territorial recruitment and social support centers, at checkpoints (blockposts), and checkpoints across the state border of Ukraine.

Reservists and conscripts may be notified at their residence address or at their declared/registered residence address:

  • through notification precincts by calling them to such precincts and delivering summonses received from district territorial recruitment and social support centers by representatives of these precincts, and delivering summonses to the address of residence or the address of the declared/registered place of residence;
  • representatives of district, city state administrations (military administrations), executive bodies of village, settlement, city, district councils in cities (in case of their formation);
  • representatives of territorial recruitment and social support centers in person or by means of communication;
  • notification groups, which may include representatives of district, city state administrations (military administrations), executive bodies of village, settlement, city, district councils in cities (if they are formed), territorial recruitment and social support centers, police officers, and when notifying residents of apartment buildings - the head of the institution (organization) or an individual entrepreneur who provides services for managing apartment buildings, or the chairman of the board of the association of co-owners of an apartment building.

At their place of work or training, reservists and conscripts may be notified:

  • representatives of the enterprise, institution, organization where he works;
  • representatives of the educational institution where he/she studies;
  • representatives of territorial recruitment and social support centers;
  • notification groups, which may include representatives of district and city state administrations (military administrations), enterprises (institutions, organizations), territorial recruitment and social support centers, and police officers.

In public places, public buildings and structures, places of mass gathering of people, at checkpoints (blockposts), checkpoints across the state border of Ukraine, reservists and conscripts may be notified:

  • representatives of territorial recruitment and social support centers;
  • notification groups, which may include representatives of district and city state administrations (military administrations), territorial recruitment and social support centers, and police officers.

In district (city) territorial recruitment and social support centers, reservists and conscripts are served with a summons by military personnel or employees of such centers.

The Kharkiv Central Military District and the Joint Service also reminded that from May 18, 2024, all men aged 18 to 60 are required to always carry a military registration document in paper form or a military registration document in electronic form, along with an identity document.

Mobilization events are being held in Kharkiv and the region, authorized representatives of the territorial recruitment and social support center or police officers have the right to demand from male citizens aged 18 to 60 a military registration document in electronic or paper form along with an identity document.
