Winter cleaning is a shared responsibility: who is responsible for clearing snow and ice near establishments, homes, and shops?

January 2026 brought heavy snowfall and ice to our community. The administration reminds us: safe movement on sidewalks depends on the responsibility of each owner, tenant, or manager of an institution.

According to Ukrainian legislation, the obligation to remove snow and sprinkle ice with a sand mixture is distributed as follows:

Shops, pharmacies, banks and cafes

Business entities of all forms of ownership:

  • Who is responsible: Owners or tenants of premises.
  • Limit: Area within radius 10–20 meters from the boundary of the land plot or to the roadway.
  • Requirements: Timely sprinkling of sidewalks with anti-icing materials and installation of warning signs in case of threat of falling icicles.

Apartment buildings

  • Who is responsible: Condominium, housing cooperatives or management companies.
  • Task: Clearing of walkways, entrances to driveways and de-icing of areas for free passage of residents.

Private sector

  • Who is responsible: Owners of private households.
  • Task: Keeping the sidewalk and the area along your fence to the curb clean.

State and municipal institutions

Educational institutions (schools, kindergartens), healthcare (hospitals, clinics), culture and other government institutions:

  • Who is responsible: Heads of relevant institutions and organizations.
  • Task: Ensure safe access to the entrance, clean the interior area and adjacent sidewalks. Cleaning is usually carried out by full-time staff or under contracts with contractors.


Legislative framework

Compliance with landscaping rules is mandatory according to the following acts:

  1. Law of Ukraine "On Improvement of Settlements"« — establishes general obligations of citizens and businesses.
  2. Order of the Ministry of Regional Development No. 178 "Model Rules for Landscaping"« — clearly defines the technology and timing of snow removal (clause 7 of section VII).
  3. Order of the State Housing and Communal Economy No. 76 — standards for the maintenance of adjacent territories.

It is important to know!
Fines are provided for violations of landscaping rules (uncleared snow, ice) in accordance with Article 152 of the Code of Administrative Offenses:

  • For citizens and residents of the private sector: 340 – 1,360 UAH.
  • For entrepreneurs, heads of institutions and officials: 850 – 1,700 UAH.
