The Department of Social Protection of the Population of the Kharkiv Regional State (Military) Administration reports: in order to support Ukrainians, including the most vulnerable categories of the population, for the period of the winter period of 2025-2026, the Government has introduced a package of social programs "Winter Support", approved by the Resolution of the Cabinet of Ministers of Ukraine dated 05.11.2025 No. 1433 "Some issues of supporting certain categories of persons for the winter period of 2025/26 "Winter Support".
The program package provides for the payment of a one-time cash assistance of 1,000 hryvnias to all Ukrainians staying in Ukraine to cover basic expenses at the beginning of winter.
Application deadlines for receiving the payment: from November 15 to December 24, 2025. One person can receive only one payment of UAH 1,000 under this program. Parents can submit a separate application for each child.
A mandatory condition for receiving assistance is residence in Ukraine. You can apply for funds through the "Diya" application or at Ukrposhta branches. An application for assistance for children is submitted by parents, guardians or legal representatives. For incapacitated persons, an application is submitted by their guardian.
If the benefit is issued through the "Diya" application, the above-mentioned amount will be credited to the "National Cashback" card. If a person receives a pension or state social assistance through Ukrposhta, the funds will be automatically credited on the day the pension or social benefit is paid.
The 1,000 hryvnias received can be used for daily needs or important purchases in the following categories:
- utility services (payment for electricity, gas, water or heating);
- medicines and medical preparations (in pharmacies and medical stores);
- food products (goods of Ukrainian production (except for excisable goods);
- books and printed matter (in bookstores or newsstands);
- charity (in particular, donations to support the Armed Forces of Ukraine);
- goods of Ukrainian production (purchased at Ukrposhta branches);
- postal services (deliveries, transfers, other Ukrposhta services).
The funds must be spent by June 30, 2026. The remaining unused funds after the end of the allotted period will be returned to the state budget.
Another type of payment within this package is a one-time cash assistance of UAH 6,500 for vulnerable categories of citizens, which is provided at the expense of the state budget and provides exclusively for the purchase of clothing, shoes, and medicines.
The categories of persons entitled to receive this assistance include:
- children under guardianship or care;
- orphans and children deprived of parental care, persons among them, including those with disabilities, who are in family-type orphanages and foster families;
- children from among internally displaced persons;
- persons with disabilities of group I from among internally displaced persons;
- children from low-income families;
- single pensioners who receive care allowance.
The payment of a lump sum cash benefit is made in accordance with the lists of persons entitled to receive a lump sum cash benefit, formed and transferred to the Pension Fund of Ukraine by November 18, 2025 by the State Enterprise "Information and Computing Center of the Ministry of Social Policy, Family and Unity of Ukraine" on the basis of information contained in the Unified Information System of the Social Sphere (hereinafter referred to as the Unified System), without the need for such recipients to additionally apply to the territorial bodies of the Pension Fund of Ukraine. In the event of failure to receive a lump sum cash benefit during November 2025, the recipient of the benefit may apply to the territorial bodies of the Pension Fund of Ukraine by December 17, 2025 to clarify the information contained in the Unified System, with the recipient providing the necessary supporting documents.
An application for a one-time cash benefit is submitted by December 17, 2025 to the Pension Fund of Ukraine at the recipient's choice:
- using the mobile application of the Diya Portal (Diya) through electronic information interaction;
- in paper form through the territorial body of the Pension Fund of Ukraine.
Payments are made to a virtual payment card "Diya. Kartka" or to a current account with a special use mode. One-time cash assistance funds are used within 180 calendar days from the date of their last crediting to the special account.
