2. Type and main objectives of the DDP, its relationship with other state planning documents
The Development Strategy of the Chuguiv Urban Territorial Community for the period until 2027 and the Action Plan for the Implementation of the Development Strategy of the Chuguiv Urban Territorial Community for the period until 2027 (hereinafter referred to as the Strategy and the Plan) are state planning documents at the local level and are developed based on an analysis of the resources of the Chuguiv Urban Territorial Community and define the goals and priorities of socio-economic development until 2027, as well as measures aimed at ensuring the necessary conditions for a systematic and consistent approximation of the standard of living of community residents to European standards.
Strategic Environmental Assessment (hereinafter referred to as SEA) of the Strategy provides an opportunity to focus on a comprehensive analysis of the possible impact of planned activities on the environment and public health, as well as to use the results of this analysis to prevent or mitigate environmental impacts in the strategic planning process.
The purpose of the SEA is to ensure a high level of environmental protection and promote the integration of environmental factors into the preparation of the Strategy in order to ensure balanced (sustainable) development of the community territory.
The strategy was developed taking into account the objectives and provisions of other state planning documents, namely:
- Sustainable Development Goals of Ukraine until 2030, approved by Decree of the President of Ukraine dated September 30, 2019 No. 722;
- State Strategy for Regional Development for 2021-2027, approved by Resolution of the Cabinet of Ministers of Ukraine No. 95 of August 5, 2020, as amended by Resolution of the Cabinet of Ministers of Ukraine No. 940 of August 13, 2024;
- The Development Strategy of the Kharkiv Region for 2021-2027 and the Action Plan for 2021-2023 for the implementation of the Development Strategy of the Kharkiv Region for 2021-2027, approved by the decision of the Kharkiv Regional Council dated February 27, 2020 No. 1196-VII;
- Resolution of the Cabinet of Ministers of Ukraine dated November 11, 2015 No. 932 «On approval of the Procedure for developing regional development strategies and action plans for their implementation, as well as monitoring and assessing the effectiveness of the implementation of the said regional strategies and action plans».
Strategic goals and objectives for the period until 2027:
1. Create conditions for the development of a strong community, based on the principles of equal opportunities.
2. Increase the competitiveness of the community economy, stimulate the development of all types of economic activity and entrepreneurship, taking into account the challenges of wartime and post-war reconstruction.
3. Ensure the infrastructural development of territories as the basis for a comfortable life in the community
4. Create a safe environment for living in the community.
The Strategy and Plan define the main conditions for the implementation of activities or facilities, including those for which the legislation provides for the implementation of an environmental impact assessment procedure.
3. The extent to which the state planning document determines the conditions for the implementation of activities or facilities for which the legislation provides for the implementation of environmental impact assessment procedures (including determining the location, size, capacity or allocation of resources)
The Strategy and Plan provide for the development of basic sectors of the economy and life support infrastructure and covers all types of economic activity, as well as the implementation of measures and projects aimed at eliminating and mitigating the effects of factors harmful to the environment and public health, ensuring environmental safety, and regenerating and maintaining the community's natural resources in good condition.
The main environmental problems related to the Strategy are: protection of atmospheric air; the need to restore and modernize the main structures and networks of engineering infrastructure (storm sewerage, centralized water supply and drainage), and the preservation of natural plant resources.
For each priority area of the Strategy and Plan, a number of measures and projects are being developed, which, in accordance with the Law of Ukraine "On Environmental Impact Assessment", will be subject to environmental impact assessment.
Among the main measures of the Strategy and Plan that have a direct impact on the environment, the following can be highlighted:
- creation of new small and medium-sized enterprises;
- development of the community's road and transport infrastructure;
- improving the water supply and drainage infrastructure of the community's settlements;
- preservation and protection of natural areas, with the possibility of partial use for recreation and tourism purposes, which provides for the highest level of preservation of the natural state of existing biocenoses, etc.
The main measures of the Strategy and Plan listed above relate to types of planned activities and facilities that may have a significant impact on the environment and are subject to environmental impact assessment in accordance with the requirements of Article 3 of the Law of Ukraine "On Environmental Impact Assessment".
4. Consideration of likely environmental impacts
Among the main likely environmental impacts associated with the implementation of the Strategy are the following:
a) for the environment:
- Atmospheric air - possible pollution from stationary sources (industrial and agricultural enterprises) and mobile sources (motor vehicles). To improve the state of atmospheric air, the Strategy and Plan consider the possibility of reducing emissions of pollutants into the atmospheric air by implementing measures to protect atmospheric air, as well as greening the community territory;
- Soils – possible pollution, clogging and disturbance of soils from untreated domestic wastewater, from surface water. The main measures of the Strategy and Plan to prevent and reduce the risk of soil pollution are to improve the water supply and drainage infrastructure of the community's settlements;
- Waste management - possible soil contamination and clogging, groundwater contamination, etc., due to the unsatisfactory level of centralized waste removal and separate waste collection, with unsatisfactory organization of scheduled cleaning for collection and timely removal of waste. The main direction of work in the field of waste management remains the resolution of the issue of ensuring complete waste collection for further utilization, processing (recycling) at specialized enterprises;
- Water resources - possible pollution of water bodies from untreated domestic wastewater, from surface water. The main measures of the Strategy and Plan to address problematic issues of protection and rational use of water resources are the reconstruction, construction of water supply networks, water drainage and sewage treatment facilities;
- Safety of life and Public health – possible burden on public health from transport infrastructure. The Strategy and Plan provide for the implementation of measures to protect atmospheric air from pollution and noise protection;
- Flora, fauna and biodiversity - the implementation of design solutions for the creation of landscape and recreational areas will have positive consequences for the preservation and enrichment of biodiversity. The design solutions provide for the formation of green spaces of all categories in the village;
- Subsoil – possible disturbance of land cover due to the implementation of the Strategy's decisions;
- Climate – there are no negative impacts of the planned activity on the climate, as well as the impact of physical factors on the nearest residential area. Climate changes directly related to the absence of active large-scale impacts of the planned activity (significant heat and moisture emissions) will not occur.
- Landscape - negative endogenous and exogenous processes, phenomena of natural and man-made origin (tectonic, seismic, landslide, mudflow, changes in the stress state and properties of rocks, deformations of the earth's surface) are not expected.
- Tangible assets - it is planned to improve the housing stock, increase the territory of the settlement by including already formed residential quarters within the boundaries of the settlement, organize green areas, etc. The impact is assessed as positive;
- Cultural heritage sites – monuments of architecture, urban planning, science and technology, garden and park art, and landscape are available. No negative impact is expected.
b) for territories with nature conservation status - the implementation of the decisions of the Strategy and Plan is planned outside the territories and objects of the nature reserve fund, their protection zones, and lands of the nature reserve fund of Ukraine;
c) there are no transboundary impacts on the environment, including public health.
5. Justifiable alternatives to be considered, including if the state planning document is not approved
During the implementation of the SEA of the Strategy and Plan, the following alternatives will be considered:
Alternative 1: «Baseline» – i.e. description, forecasting and assessment of the situation in the event of non-approval of the specified state planning document. The assessment of the specified alternative options will be reflected in the SEA report.
Alternative 2: "Baseline scenario" - is the rejection of some tasks of the Development Strategy and Action Plan. This alternative is impractical, because all tasks and measures of the Strategy are aimed at the economic and social development of the community, including improving the environment, living conditions of the population and their health.
Alternative 3: «Optimistic Scenario» – this scenario involves implementing the solutions proposed by the Strategy and Plan.
6. Studies to be conducted, methods and criteria to be used during the strategic environmental assessment
The development of a strategic environmental assessment involves:
- conducting an analysis of existing materials on the state of the environment;
- conducting an analysis of existing data, monitoring the state of the environment for a given area over the past years;
- statistical analysis of the state of the environment over the past years.
7. Measures that are planned to be considered to prevent, reduce and mitigate the negative consequences of the implementation of the state planning document
During the implementation of the strategic environmental assessment, it is planned to consider measures to prevent, reduce and mitigate negative environmental impacts, as provided for by current legislation and regulatory legal acts.
The Strategy and Plan provide for measures to monitor the consequences of the implementation of the state planning document for the environment, including for public health.
To prevent, reduce and mitigate the negative consequences of implementing the state planning document, the following measures are envisaged:
- construction, reconstruction and overhaul of water supply, drainage and sewage treatment networks;
- implementation of an environmentally safe mechanism for managing household and industrial waste;
- expansion of the network of nature reserves and more.
8. Proposals for the structure and content of the strategic environmental assessment report
The strategic environmental assessment will be carried out in accordance with the Law of Ukraine «On Strategic Environmental Assessment», Resolution of the Cabinet of Ministers of Ukraine dated 11.11.2015 No. 932 «On Approval of the Procedure for Developing Regional Development Strategies and Action Plans for Their Implementation, as well as Monitoring and Assessing the Effectiveness of the Implementation of the Said Regional Strategies and Action Plans», in the report on the strategic environmental assessment of the state planning document of the Development Strategy of the Chuguiv Urban Territorial Community for the Period Until 2027 and the Action Plan for the Implementation of the Development Strategy of the Chuguiv Urban Territorial Community for the Period Until 2027, in the volumes determined by the requirements of Article 11 of the Law of Ukraine «On Strategic Environmental Assessment».
9. Body to which comments and suggestions are submitted, and deadlines for submission
Comments and suggestions to the application for determining the scope of the strategic environmental assessment of the state planning document - the Development Strategy of the Chuguiv Urban Territorial Community for the period until 2027 and the Action Plan for the Implementation of the Development Strategy of the Chuguiv Urban Territorial Community for the period until 2027, are submitted electronically and in writing to the Chuguiv City Military Administration of the Chuguiv District of the Kharkiv Region, at the address: 63503, Kharkiv Region, Chuguiv District, Chuguiv, 35-a Staronikolska St. Email address: [email protected], with the subject of the letter "To the application for determining the scope of the strategic environmental assessment.".
The deadline for submitting comments and proposals is 10 days from the day after the publication of the statement on determining the scope of the strategic environmental assessment on the official website of the Chuguiv City Military Administration (in accordance with paragraphs 4, 5 of Article 10 of the Law of Ukraine «On Strategic Environmental Assessment»).
Proposals and comments submitted after the deadline will not be considered.
