The Law of Ukraine "On Ensuring Equal Rights and Opportunities for Women and Men": 20 Years of Gender Policy Development

In 2025, it will be 20 years since the adoption of the Law of Ukraine «On Ensuring Equal Rights and Opportunities for Women and Men» (No. 2866-IV of 08.09.2005). This law was an important step in the formation of a democratic society and created the legal basis for the implementation of state gender policy.

The purpose of the Law is to achieve equality between women and men in all spheres of life, eliminate discrimination on the basis of gender, and apply special temporary measures to overcome the imbalance in the implementation of equal rights guaranteed by the Constitution and laws of Ukraine.

Main achievements

  • Legislative changes. The law enshrined the principles of equality in all spheres of public life, defined mechanisms for combating discrimination, and laid the foundation for further reforms.
  • Protection from discrimination. Legal protection for women and men in the areas of labor, education, and family relations has been strengthened.
  • Institutional development. Bodies and mechanisms responsible for implementing state gender policy and monitoring its implementation have been created.
  • Growing public awareness. Gender equality is gradually being recognized as a social value, which helps overcome stereotypes and discrimination.

Current challenges

Despite significant progress, some problems remain unresolved:

  • Inequality in the labor market. Women still face barriers to career advancement and a pay gap.
  • Limited political participation. The share of women in representative and governing bodies remains low.
  • Persistent stereotypes. Traditional notions of "feminine" and "masculine" roles continue to influence social processes.
  • Low awareness among citizens. Not everyone knows about their rights and the mechanisms for protecting them.

Thus, the Law of Ukraine "On Ensuring Equal Rights and Opportunities for Women and Men" is the foundation for building a just society, where every person has equal rights and opportunities regardless of gender.
