
President Volodymyr Zelenskyy, on January 15, signed the law dated 09.01.2025 No. 4197-IX “On Amendments to the Law of Ukraine “On Military Duty and Military Service” regarding the features of taking citizens of Ukraine into military registration as conscripts and their medical examination during their basic military training”
An important change is the abolition of the commission for military registration of conscripts and the initial medical examination.
Every year from January 1 to July 31, male citizens of Ukraine who turn 17 in the year of military registration are registered as conscripts with the relevant information entered into the Unified State Register of Conscripts, Military Obligees, and Reservists.
The registration of Ukrainian citizens for military conscription is carried out in order to determine available human resources, establish educational level, and study personal qualities.
17-year-old boys can now register for military registration in two ways: remotely through "Reserve+" or in person at the CCK and SP.
Military registration through the "Reserve+" application«
It takes place by passing electronic identification and clarifying one's personal data using the electronic account of a conscript, conscript, or reservist in accordance with the procedure determined by the Cabinet of Ministers of Ukraine.

Registration for military registration in the CCC and SP
It takes place by personal arrival at the district (city) territorial center of recruitment and social support with the submission of the necessary documents, the list of which is established by the Ministry of Defense of Ukraine” (Order of 07/26/2024 No. 510 «On Approval of the List of Documents Provided by Citizens of Ukraine When Registering Conscripts for Military Registration»).
List of documents:
1. Passport of a citizen of Ukraine.
2. Extract from the register of the territorial community (information about the declared/registered place of residence (stay)).
3. Certificate of registration of an internally displaced person (for internally displaced persons).
4. Birth certificate.
5. Document certifying the registration of the person in the State Register of Individual Taxpayers.
6. Education document.
7. Certificate from the place of study / work (if available).
8. Four photos measuring 35 × 45 millimeters (photo without headgear)
The following are recognized as valid reasons for not passing electronic identification (failing to specify one's personal data) using the electronic cabinet of a conscript, conscript, or reservist and/or for not arriving at the district (city) territorial center for recruiting and social support for male citizens of Ukraine during the period from January 1 to July 31:
• illness;
• natural obstacle;
• residence in the temporarily occupied territory of Ukraine or the territory of Ukraine where hostilities are taking place;
• other circumstances that deprived him of the opportunity to register for military service.
Citizens of Ukraine who did not register for military conscripts between January 1 and July 31 are registered for military conscripts only after personal arrival at the district territorial recruitment and social support center.
Citizens of Ukraine who are serving sentences in penal institutions or who have been subjected to compulsory medical measures are not eligible for military registration as conscripts.
