The process of forming the draft budget of the Chuhuiv urban territorial community for 2025 is ongoing.
It should be noted that the budget system of Ukraine continues to function under martial law, an unstable macroeconomic situation due to the ongoing aggression of the Russian Federation against Ukraine, and the priority allocation of its available financial resources to defense and national security measures in Ukraine.
Military actions, which have been ongoing for the third year in a row, are having an extremely negative impact on all spheres of public life, creating new challenges, in particular in the areas of education, healthcare, the environment, housing and communal services, critical infrastructure, etc.
The draft Law of Ukraine "On the State Budget for 2025" provides for the withdrawal of 4% of personal income tax from communities - the return of 60% of the share of personal income tax, which is credited to local government budgets, the amount of the minimum wage and the subsistence minimum will remain at the level of 2024. The forecast of local budget revenues for 2025 was prepared based on an analysis of actual revenues to the community budget for previous years, expected revenues to the budget in 2024, calculations of the tax service, specialized departments and departments of the city council, and calculations of municipal enterprises. For the first time, the revenue part of the community budget for 2025 does not provide for an increase compared to the current year, which significantly limits the expenditure part.
Therefore, under martial law, the key priorities for forming the budget of the urban territorial community for the next year and directing financial resources remain unchanged:
- providing support to security and defense forces, ensuring civil protection, and creating safe conditions for community residents;
- supporting the functioning of critical infrastructure systems, in particular energy supply, water supply, heat supply, and maintenance of roads;
- support for healthcare institutions;
- provision of social services.
