
A voucher is a document that is issued once and gives the right to undergo free training in an approved list of professions and specialties at the expense of the Fund of Compulsory State Social Insurance of Ukraine in case of unemployment.
The main goal of issuing a voucher is to increase competitiveness and expand employment opportunities.
You can study with a voucher in the fields of IT technologies, construction, transport, education, medicine, agriculture, and social services, independently choosing a profession or specialty, an educational institution within Ukraine, and a form of study: full-time, part-time, or distance learning.
The following are eligible to receive a voucher:
- persons over 45 years of age, whose insurance experience is at least 15 years, until they reach retirement age;
- persons discharged from military service (except for conscripts), service in internal affairs bodies, the State Service for Special Communications and Information Protection of Ukraine, civil defense bodies and units, tax police, the Bureau of Economic Security of Ukraine or the State Penitentiary Service of Ukraine upon release under certain conditions;
- persons discharged from military service after participating in an anti-terrorist operation, implementing measures to ensure national security and defense, and repelling and deterring armed aggression of the Russian Federation, before they reach retirement age;
- internally displaced persons of working age in the absence of suitable work;
- persons with disabilities in the absence of suitable work;
- persons in respect of whom it has been established that they were deprived of their personal liberty as a result of armed aggression against Ukraine, after their release;
- persons who, during the period of martial law in Ukraine or its separate territories, received injuries, contusions, mutilations or diseases as a result of military aggression, while being directly in the areas of military (combat) operations.
All applicants must have a vocational, professional pre-university or higher education and not be registered with the employment service as unemployed.
The cost of the voucher is no more than 10 times the subsistence minimum for able-bodied persons, which is almost UAH 30,000. If the cost of training exceeds this amount, the employer or the individual pays the additional amount on their own.
