How will the National Health Service of Ukraine pay for outpatient services in 2025?

In 2025, the National Health Service detailed the list of free services for patients in outpatient settings.

So this year, under the "Prevention, diagnostics, monitoring and treatment in outpatient settings" package, five services are provided in 2025. 

We explain how the National Health Insurance Fund pays for outpatient medical services.

“Consultation and Treatment” Service”

In 2025, 40 classes are planned within this service. If a patient is provided with services by several specialists within different classes, these services will be paid for. 

For example, if a patient has a referral for a consultation with an ophthalmologist and a referral to a surgeon, the patient can receive consultations on the same day or on different days. 

The National Health Insurance Fund does not limit the time of receiving consultations from different doctors and will pay for these services. 

“Instrumental examinations” and “Laboratory examinations” services” 

In 2025, 5 classes of the “Instrumental Examinations” service are provided, including Magnetic Resonance Imaging, Computed Tomography, X-ray examinations, Ultrasound examinations and Clinical Instrumental Examinations. The National Health Insurance Fund pays for one instrumental examination within one class per patient, which can be up to 5 examinations per day. For example, in one day, a patient may undergo an X-ray examination, ultrasound, CT or MRI and another clinical instrumental examination (ECG or Holter study, or audiometry or other clinical instrumental examination), and these services will be paid for.

The National Health Insurance Fund pays for laboratory tests without any restrictions per day.

Are ultrasounds of various organs paid for?

A patient can have an ultrasound of several different organs free of charge. To do this, the doctor will enter the appropriate examination code in the EHR, which will include an ultrasound of several organs or systems, for example, an examination of the digestive and genitourinary systems. 

“Procedures” service”

In 2025, 10 classes of the “Procedures” service are envisaged. This means that in one day a patient can undergo up to 10 procedures, one from any class. For example, in one day a patient can undergo bronchoscopy under anesthesia, wound dressing, and intravenous injection, then the NHSU will pay for these 4 services of the medical institution. 

It should be noted that the service limitations for each class of each service do not apply to children. 

Urgent (emergency) conditions without hospitalization

If a patient is admitted to a medical facility and is provided with care without hospitalization during their stay in the emergency department or emergency department or 24-hour trauma center, the National Health Insurance Fund will pay for such a service. 

Preventive examinations

The following services are paid for once a year as part of preventive examinations:

• gynecological examination;

• X-ray examination;

• eye and vision examination;

• hearing test;

• general medical examination of the health of schoolchildren, students and other specific population groups.

• examination in connection with admission to an educational institution;

• health screening of sports team members over 18 years old

• examination for admission to long-term care facilities

Preventive examinations of children, which must be conducted in accordance with industry standards, medical examinations of children for participation in sports competitions, before their trip to summer camp, as well as for adoption, are paid without restrictions.
