The Cabinet of Ministers of Ukraine, by Resolution No. 616, approved the Procedure for providing compensation for consumed housing and communal services, purchase of liquefied gas, solid and liquid household fuel during temporary accommodation of internally displaced persons.
In order to improve the mechanism of state support and clarify the procedures for assigning and paying compensation, the Cabinet of Ministers of Ukraine adopted Resolution No. 1712 of December 24, 2025, which amended the said Procedure.
The changes introduced:
– a new concept of «temporary compensation» for institutions, enterprises, institutions, organizations and individual entrepreneurs who provide free accommodation to internally displaced persons who have lost their documents. Temporary compensation is provided for the period necessary to restore documents, but not more than two months from the date of application, and is assigned on the basis of an act on the provision of emergency (crisis) accommodation services;
– in the case of accommodation of internally displaced persons whose period of residence does not exceed 30 days, the submission of an application for compensation for consumed housing and communal services, purchase of liquefied gas, solid and liquid domestic heating fuel during free accommodation of internally displaced persons (hereinafter referred to as the Application) in electronic form through the web portal of electronic services of the Pension Fund of Ukraine has been introduced by the 20th of each month;
– compensation will be paid for the actual number of days of stay of internally displaced persons in temporary accommodation. This will allow for a more accurate calculation of the amount of compensation;
– the procedure for confirming expenses has been simplified – from now on, checks and receipts are sufficient to calculate compensation, without the need to send requests to managers and executors of housing and communal services;
– the calculation of the social housing norm has been increased – from 13.65 sq. m to 21 sq. m of heated area per person;
– the deadline for submitting information to the Pension Fund body about changes in the information specified in the application has been changed from 10 to 25 business days from the date of such changes.
