The budget of the Chuhuyiv urban territorial community for 2026 has been approved

December 25 is an important day for the Chuguiv urban territorial community: its budget for 2026 was approved.

This took place at a meeting of the working group on improving the budget process with the participation of the main administrators of funds, representatives of municipal enterprises and institutions, public organizations, and entrepreneurs.

The community's main financial document for 2026 is once again being approved under martial law and the associated economic challenges and threats.

The purpose of the budget is to create conditions for the full functioning of the community by ensuring funding for social protection institutions, education, medicine, housing and communal services, culture, as well as comprehensive support for the Armed Forces of Ukraine.

The community budget is subsidized: since 2024, we have been receiving a basic subsidy, which indicates a decrease in the tax capacity of the community budget. We also receive an additional subsidy for the exercise of the powers of local government bodies in territories that have been negatively affected by military aggression, and a subsidy for the functioning of territories where hostilities are taking place (i.e., communities located close to the front), which is a huge support from the state for the capacity of the Chuhuiv community. 

Next year's budget is balanced, compiled on the basis of current legislation, and gender-oriented, that is, aimed at ensuring equal rights for women and men.

The revenues planned by the community budget in the amount of UAH 441.1 million allowed the funds to be directed to key priority areas in view of wartime: the functioning of 44 budget institutions (education, social protection, healthcare, culture and sports institutions), the financing of twenty local programs and the implementation of public investment projects.

These projects are an important feature of the 2026 budget. This is a systemic change in approaches to planning, selecting, and implementing investment projects, aimed at increasing the transparency, efficiency, and strategic use of budget funds for reconstruction and development, through the implementation of a unified methodology, the formation of project portfolios (in the DREAM system), and strategic planning.

Unfortunately, there are not enough financial resources to implement all plans, but we hope to receive additional resources during the year.

Participants in the meeting of the working group on improving the budget process supported the draft budget.

“I thank everyone involved in the formation of the new community budget for their hard work and wish that next year we will have the opportunity to successfully complete the planned tasks, and therefore develop our community, live and work in a peaceful state,” wrote the head of the Chuguiv City Military Administration, Halyna Minaeva, in her Telegram channel.
