Annual cash payment to war veterans for the Independence Day of Ukraine: where to apply

War veterans can receive a cash payment by Ukraine's Independence Day. Previously, such a payment was provided until May 5. Who exactly can receive it, in what amount, and where to apply — lawyers from the free legal aid system explain.

Who can receive payment and in what amount?
  • people with disabilities as a result of war:
    • Group I — 3100 UAH
    • Group II — 2900 UAH
    • Group III — 2700 UAH
  • people who have made special contributions to the Motherland — 3100 UAH
  • participants in hostilities, victims of the Revolution of Dignity, minor prisoners, children born in places of detention — 1000 UAH
  • family members of fallen veterans, defenders, deceased combatants and disabled people — 650 UAH
  • war veterans, former prisoners, forcibly deported, children of partisans and underground fighters — 450 UAH.

The full list is specified in the Cabinet of Ministers' resolution No. 486 dated April 29, 2025.

How to get paid

For pensioners — the payment will be received automatically together with the August pension.

To the veterans who are serving or working  — the funds will be transferred through the military unit or employer (the employer must submit the application).

People who are entitled to payment, but are not pensioners and are not serving/working — you need to apply to the Pension Fund of Ukraine.

When and how to apply

Until August 1, 2025:

  • to the PFU service center or ASNAP at the place of residence
  • by mail - to the territorial body of the PFU
  • online - through the PFU electronic services web portal.

What to include in the application 
  • passport and taxpayer card details
  • bank account number
  • details of the certificate giving the right to payment.

How to appeal a denial
File a complaint with the court, justifying the violation of rights.
Where to get free legal support

Everyone can get free legal advice from the free legal aid system. Lawyers will tell you how to act in your situation. For example, where to apply for payment and what documents you need to collect.

Some categories of people are also entitled to free legal aid when applying to court. These are war veterans, family members of deceased defenders, children, people with low incomes (able-bodied people – with income up to 6056 UAH/month; pensioners (by age, years of service) – 4722 UAH/month; disabled people – if their pension or social assistance is up to 6056 UAH), and other categories listed in Article 14 of the Law of Ukraine «On Free Legal Aid». Lawyers will study your circumstances in detail, if necessary, prepare and submit a statement to the court, and represent your interests in court.
