A subsidy is a government grant that is given to people to partially or fully cover certain expenses. Most often, subsidies are given for utility services (gas, water, electricity, heating). The government covers part of the expenses, and the person pays the rest.

Who can apply for a subsidy:
- a person from among the persons registered in the residential premises;
- a person who rents housing on the basis of a rental agreement;
- an internally displaced person who is not registered but actually lives in a residential building, even without concluding a lease agreement;
- upon application by a guardian or custodian, a minor child left without parental care or an incapacitated person of working age over whom guardianship has been established;
- individual developer, if the house has not been put into operation, but the payment for housing and communal services is already being accrued.
What documents are needed for registration:
- application for a subsidy;
- declaration of income and expenses of household members
- certificate of family composition
- documents confirming ownership of housing (or rental agreement).
What is the deadline for submitting documents?
If you submit documents from October 1 to November 30, the subsidy will be assigned from the beginning of the heating season. If from December 1, it will be assigned from the month in which the application was made.
Where to apply for a subsidy
You can apply with an application and documents to one of the following authorities:
- to the Pension Fund
- to the executive bodies of the village, settlement, city council of the relevant territorial community;
- to the ASC
What is the deadline for considering the application:
The deadline for considering the application is 10 calendar days from the date of submission of documents. The authority must notify the decision within 3 calendar days.
For what period is the subsidy granted?
The subsidy for payment of housing and communal services is assigned and calculated:
- for the unheated season from May 1 to September 30;
- for the heating season from October 1 to April 30.
